CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the Chairman at 7:00 p.m. Present were Councilmembers Theodore Holloway (arrived at 7:07 p.m.), Mayra Lindsay, James S. Taintor, Vice Mayor Michael W. Davey and Chairman Franklin H. Caplan. Councilmembers Michael E. Kelly and Edward London were absent. Also present were Village Manager John C. Gilbert, Village Clerk Conchita H. Alvarez and Village Attorney Stephen J. Helfiuian. 2. PLEDGE OF ALLEGIANCE: Chairman Caplan led the Pledge of Allegiance. 3. APPROVAL OF MINUTES: Vice Mayor Davey made a motion to approve the minutes of the January 28, 2014 Local Planning Agency Meeting. The motion was seconded by Councilmember Lindsay and approved by a 5-0 voice vote. The vote was as follows: Councilmembers Lindsay, London, Taintor, Vice Mayor Davey and Chairman Caplan voting Yes. 4. ORDINANCES: A public meeting and recommendation of Village Council sitting as the Local Planning Agency on the following proposed ordinance: AN ORDINANCE OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, AMENDING SECTION 30-100 "SINGLE-FAMILY AND TWO-FAMILY DISTRICTS" AND SECTION 30-184 "AMOUNT OF REQUIRED OFF-STREET PARKING" OF THE VILLAGE CODE OF ORDINANCES, IN ORDER TO AMEND DEVELOPMENT STANDARDS FOR 1 oft March 11, 2014 SINGLE-FAMILY AND TWO-FAMILY HOMES; PROVIDING FOR EFFECTIVENESS; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE. Vice Mayor Davey made a motion to recommend the adoption of the ordinance to the Council as it is consistent with the Master Plan. The motion was seconded by Councilmember Lindsay. The Attorney addressed the Council regarding the proposed ordinance. The Chairman opened the public hearing. There were no speakers present. The Chairman closed the public hearing. The motion to recommend the proposed ordinance to the Village Council, as it is consistent with the Master Plan, was approved by a 5-0 voice vote. The vote was as follows: Councilmembers Holloway, Lindsay, Taintor, Vice Mayor Davey and Chairman Caplan voting Yes. 5. ADJOURNMENT: The meeting was adjourned at 7:10 p.m. Respectfully submitted: 4.
