The Regular Meeting of the Mayor and Council of the Borough of GOUNCIL MEETING
Carteret was called to order by Mayor Daniel J. Reiman approximately
7:00 P.M. on Thursday, April 22, 2004, Municipal Com't/Police
Facility, 230 Roosevelt Avenue, Carteret, New Jersey.
Upon individual roll call, the following were noted present: ROLL CALL

Also noted present was Borough Attorney Robert J. Bergen, Esq.
The meeting was opened with a moment of Silent Prayer and The PRAYER, PLEDGE
Pledge of Allegiance led by Mayor Daniel J. Reiman. OF ALLEGIANCE
The Clerk stated that on January 6, 2004, the 2004 Annual Meeting STATEMENT OF
Notice was published in The Home News Tribune, The Star-Ledger MEETING NOTICE
and posted on the bulletin board.
Mayor Reiman administered the oath of office to new Firefighters OATH OF OFFICE
James J. McFadden, Jr. and Brendan L. Rhodes. FIREFIGHTERS
Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous APPROVAL OF
affirmative vote of the full membership present, the minutes of March MINUTES
11, 2004 were approved as transcribed and engrossed by the Clerk.
Upon MMS&C, by Councilmembers Rios and Sitarz and unanimous PUBLIC HEARING
affirmative vote of the full membership present, the Mayor declared AMENDMENT TO
the Public Hearing on Amendment to the 2004 Local Mtmicipal THE 2004 LOCAL

There being no comments or objections to the 2004 Local Municipal HEARING CLOSED
Budget, the Mayor declared the Public Hearing to be closed, upon

MEETING OPENED prior to the meeting in accordance with the Rules of Council and upon

COMMENTS Louis Mangieri asked about Resolution #04-150.
Mayor Reiman briefly explained and said it concerned Stay-Flex.
Mr. Mangieri asked if they were digging on Randolph Street by
Rahway Prison.
Mayor Reiman said he would check on it and said he would have the
Borough Engineer call NJ DOT.
John Sudia commended the Mayor and Council on the traffic pattern
in West Carteret and said he was glad to see the Police giving tickets
to trucks. He said there was no left turn sign for Federal Blvd.
Councilmember Rios spoke about the truck plan in West Carteret.
Len Scheno asked how much the senior sewer rebate would be.
Mayor Reiman said it would be $50.00.
Mr. Scheno said it was appreciated but felt it could be more fair, it
should be according to consumption.
Mayor Reiman spoke about the sewer rates and how we dispose of our
water in Carteret and how the rate was figured for residents and heavy
users. He said they would entertain the possibility and would review
it.
A1 Such asked if there would be any consideration to traffic conditions
in the downtown area and asked if there would be any improvements
to Industrial Road. He said parking should be considered.
Mayor Reiman said there would be a Public Hearing with Woodbridge
Township and Carteret for the extension of Industrial Highway. He
gave the details on the extension.
Mr. Such asked about a four way stop sign at the Fire House.

Mayor Reiman said there was a light traffic study being done in the COMMENTS
area and they are waiting for the results before putting in a light.
Mr. Such suggested installing additional Turnpike signs at Omar
Avenue and Federal Blvd.
Councilmember Krum spoke about some Turnpike signs.
Mayor Reiman said there are supposed to be signs and said they would
look into it.
Mr. Such said the ratables should be increased.
There being no further comments or objections to the Resolutions, the MEETING CLOSED
Mayor declared the Public Heating to be closed, upon MMS&C, by
Councilmembers Rios and Sitarz and unanimous affirmative vote of
the full membership present.
The Borough Clerk asked if any Councilmembers had any objections CONSENT AGENDA
on the Consent Agenda and asked for a motion.
Councilmember Rios asked about Resolution #04-135, rejecting the COMMENTS
bids and authorizing re-bid for the Scattered Site Sidewalk
Rehabilitation Project; where it was.
Mayor Reiman explained and said it was CDBG funds to replace
broken sidewalks in front of seniors' homes in the Borough.

Reimbursement Program be revised to provide a tax freeze for
qualified Senior Citizens.

Upon unanimous affirmative vote of the full membership present, all
reports were ordered to be received and placed on file.
BUILDINGS & GROUNDS: Committee Chairperson Naples said
STANDING
(X)MMITfEES outlets were installed in the Senior Center and all safety checks were
done. She said the floors in the Sports Center and the Police Facility
were re-done. She said lights are going out at the field by the Library,
the circuits were tripping and lights were going out during games, the
problem has been taken care of.
FINANCE & ADMINISTRATION: Committee Chairperson Pafisi
spoke about the School Board Election and congratulated the
candidates who won. He said the budget failed and the Borough
auditors would be looking at the budget. He said there would be a
meeting with board members on May 12th and a budget heating on
May 18th to finalize.
FIRE: Committee Chairperson Krum spoke about Safe Kids Day that --
was held on April 17th and honored New Jersey State Trooper Scales
who died while on duty at Interchange 12 doing safety checks. He
reported progress.

POLICE: Committee Chairperson Sitarz said three officers attended a STANDING
911 basic telecommunication class and eight officers attended classes COMMII'IEES
for tracks and terrorism and classes on Homeland Security. He spoke
about the "Click-it-or-Ticket" seatbelt program the Borough will be
participating in again this year. He said the Community Watch
Program will be held on May 12th the subject will be Identity Thief.
He said the police participated in Safe Kids Day and said it was a big
success. He said on April 15th the police initiated a S.N.A.P. Program,
which is a Safe Neighborhood Awareness Project that was very
successful, he briefly explained the program. He reported progress.
PUBLIC WORKS: Committee Chairperson Sosnowski said the pot
holes are being fixed and gave the Streets and Roads Department
phone number. He asked that residents tie their branches when putting
them at the curb for the Recycling Department. He said the Sewer
Department is cleaning catch basins in West Carteret and cleaning and
TV'ing the sewer line on Marion Street. He said the Borough Garage
has repaired all the snow removal equipment. He said body work on
police cars is complete and the motor and transmission has been
repaired on the senior transport bus. He reported progress.
BOARD OF EDUCATION: Committee Chairperson Naples said the
School Board will have their Re-Organization meeting on May 5t~ and
said she would then contact the proper people to set up a meeting with
the Liaison Committee.

DAY IN MEMORY OF WORKERS WHO HAVE DIED OR
HAVE BEEN INJURED ON THEIR JOBS
WHEREAS, thirty (30) years ago, the United States Congress passed
the Occupational Safety and Health Act, promising every American
worker the right to a safe job; and
WHEREAS, labor unions and their allies have fought hard to make
that promise a reality, by winning workplace protections that have
saved hundreds of thousands of lives and prevented millions of
workplace injuries; and
WHEREAS, despite decades of struggle by workers and their unions
having resulted in significant improvements in working conditions, the
toll of workplace injuries, illnesses and death remains enormous; and

PROCLAMATION WHEREAS, each year more than sixty thousand (60,000) workers die
WORKER'S from job injuries and illnesses and another six million (6,000,000) are
MEMORIAL DAY injured; and

WHEREAS, the unions of the AFL-CIO have honored these workers
on April 28tn, each year since 1989, observing said date as Workers'
Memorial Day; said date being the anniversary of the passage of the
Occupational Safety and Health Act and the day of a similar
remembrance in Canada; and
WHEREAS, every year hundreds of communities and work sites
recognize workers who have been killed or injured on the job and trade
unionists around the globe now mark April 28 as an International Day
of Mourning; and
WHEREAS, on April 28, 2004 the unions of the AFL-CIO will
observe Workers' Memorial Day to remember those who have
suffered and died on the job and to renew the fight for safe
workplaces.
NOW, THEREFORE, I, MAYOR DANIEL J. REIMAN, Mayor of the
Borough of Carteret along with the Borough Council, do hereby
proclaim April 28, 2004, Workers' Memorial Day in the Borough, and
hereby encourage all Americans to remember the thousands of
workers who are injured and die each year from workplace hazards, to
support efforts to implement and maintain strong laws and protections
to prevent job injuries and illnesses, and to defend the promise of safe
jobs for all workers.
Mayor Reiman spoke about the energy saver program entitled "Save a
COMMENTS Light, St~ve a Life. He said there would be 7,000 light bulbs given out
May 11 at the Community Center. He thanked the Crossing Guards
who donated part of their lunch hour to put labels on the light bulbs.
PARKS & RECREATION: Committee Chairperson Rios said the
STANDING lights at Mustillo Field are going to be corrected and upgraded. He
COMMITI'kE said the fountain at Carteret Pond is installed and will nm daily. He
said the Veteran's Monument pavers will be placed and flower boxes
will be put in. He said the Hot House has been repaired. He said
Sportsmen's Field sod has been vandalized. He spoke about the
seminar that will be held on May 17th at 1:30 P.M. at the Community
Center for seniors regarding scare artists. He thanked Vince and
Carole Manetta, Michelle Grandell, Gloria Goodrich and Andy Mazan
from the World Trade Center Scholarship Fund Committee and said it
was a complete success. He said the Police and Fire vs. Teachers
Charity Basketball game raised two thousand eighty three dollars and
the total for the scholarships to be given out to Carteret students is
$5,900.00. He reported continued progress.
