CAPITAL IMPROVEMENT PLAN WORKSHOP
KEY BISCAYNE, FLORIDA
TUESDAY, OCTOBER 14, 2014

1. CALL TO ORDER/ROLL CALL OF MEMBERS: The workshop was called to order
by the Mayor at 6:00 p.m. Present were Councilmembers Theodore Holloway (arrived at 6:10 p.m.),
Michael E. Kelly (arrived at 6:20 p.m.), Mayra Pena Lindsay, Edward London (arrived at 6:07 p.m.),
James S. Taintor, Vice Mayor Michael W. Davey (arrived at 6:52 p.m.) and Mayor Franklin H.
Caplan. Also present were Village Manager John C. Gilbert, Deputy Village Clerk Jennifer Duque
and Village Attorney Stephen J. Helfivan.
2. PLEDGE OF ALLEGIANCE: Mayor Caplan led the Pledge of Allegiance.
3. WELCOME- MAYOR -ELECT MAYRA P. LINDSAY: Mayor Caplan welcomed the
public to the Capital Improvement Plan Workshop.
Councilmember Lindsay gave a presentation regarding the 2020 Vision Plan, the Capital
Improvement Plan and the 2013 Strategic Plan.
4. PUBLIC COMMENTS (FUTURE COMMUNITY NEEDS): There were no speakers
present.

5. COUNCILMEMBERS- CAPITAL IMPROVEMENT PLAN WORKSHOP:
Councilmember London addressed the Council regarding the acquisition of the Beach Club.
There was extensive discussion from Council regarding burying of the power lines within the
Village.
Councilmember Taintor addressed the Council regarding the acquisition and development of police
parking lot.
Mayor Caplan addressed the Council regarding the preliminary meetings with the Miami -Dade
County Library officials regarding improvements to the Miami -Dade County Library site within the
Village.
Mayor Caplan addressed the Council regarding the Virginia Key landfill.
6. SCHEDULE FOLLOW-UP CAPITAL IMPROVEMENT PLAN WORKSHOP:
Councilmember Lindsay addressed the Council regarding a follow-up Capital Improvement Plan
Workshop on December 2, 2014 to identify Council priorities.
7. ADJOURNMENT: The workshop was adjourned at 7:00 p.m.
