SPECIAL COUNCIL MEETING
KEY BISCAYNE, FLORIDA
TUESDAY, MARCH 26, 2013

1. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by
the Mayor at 6:00 p.m. Present were Councilmembers Michael W. Davey, Theodore Holloway,
Michael E. Kelly, James S. Taintor, Vice Mayor Mayra Lindsay and Mayor Franklin H. Caplan.
Councilmember Edward London was absent. Also present were Acting Village Manager Jud
Kurlancheek, Village Clerk Conchita H. Alvarez and Village Attorney Stephen J. Helfivan.
2. PLEDGE OF ALLEGIANCE: Mayor Caplan led the Pledge of Allegiance.
3. BEAR CUT BRIDGE: The Mayor addressed the Council stating that this Special Council
Meeting was called at the request of Vice Mayor Lindsay.
Vice Mayor Lindsay addressed the Council regarding hiring an expert bridge engineering.
The Attorney addressed the Council regarding the work that is currently being done with Nelson, a
renowned Philadelphia Bridge Design firm. The Attorney mentioned that the goal is not to critique
the County's or anyone else's existing engineering studies, but to provide an independent assessment
of the entire bridge, what is in the water, beneath the sea bed and out in the open to determine if there
is a way to do short-term repairs that would buy the 10 years needed to permit, design and build a
brand new bridge.

Mayor Caplan read into the record comments from Councilmember London regarding the repairs
of the Bear Cut Bridge.
It was the consensus of Council to request that the Manager provide information on how much
money is available to spend on the study, at a later date.
Councilmember Taintor, Vice Mayor Lindsay and Councilmember Davey addressed the Council
with their observations after the site visit to the bridge. A videographer was also in attendance to
tape the site visit to the bridge.
Vice Mayor Lindsay requested to add this videotape to the end of this meeting. It was the consensus
of Council to play the videotape on Channel 77 and on the website.
Vice Mayor Lindsay discussed the Miami -Dade Public Works Power Point Report. It was the
consensus of Council that Miami -Dade Public Works Power Point should be presented by Miami -
Dade County.
The Attorney addressed the Council regarding creating an Authority to have some level of control
over the Rickenbacker Causeway reporting that this would require to for the people of Miami -Dade
County to amend the Miami -Dade County Charter in order to be able to create this Authority.
4. ADJOURNMENT: The meeting was adjourned 7:30 p.m.
