HomeMy Public PortalAbout2018-04-021 REGULAR COUNCIL MEETING, APRIL 2, 2018 CALL TO ORDER The Regular Council Meeting of April 2, 2018, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Henry, seconded by Councilman Graham, to adopt the agenda. The motion to adopt was approved unanimously. MISCELLANEOUS AGENDA ITEMS Olivia Hennon of Little Box of Sunshine, LLC presented information on her organization and the upcoming 5K Walk, Run & Roll on Saturday, April 28th. Mayor Tergin introduced and welcomed Lincoln University Track Athlete and Field Athlete of the Year, Sedeekie Edie. Three Lincoln University Women’s Track athletes were also congratulated for their third place finish in the Division II Indoor Track and Field National Championship. They placed third with only three members on the indoor track and field team. Vince Shuster, who was unable to attend the meeting, was recognized by the Council and Matt Morasch, Director of Public Works, for his upcoming retirement and 41 years of service to the City. The Festival of Faiths Proclamation was presented by Mayor Tergin. The festival is scheduled for April 20th and 21st. Mayor Tergin presented Natalie Newville, Marketing Manager, and Jeff Briggs, Board of Trustees President of Missouri River Regional Library, with the National Library Week Proclamation, which is next week. 2 REGULAR COUNCIL MEETING, APRIL 2, 2018 Mayor Tergin introduced Kathy Werdehausen, President of Jefferson City Area Board of Realtors, and Sarah Fontaine, 2018 Community Outreach and Adversity Awareness Committee Chairperson. Mayor Tergin presented the “April is Fair Housing Month” Proclamation to them. Jayme Abbott, Neighborhood Services Manager and Ms. Werdehausen then introduced the “Fair Housing” Poster Contest winners. The Service Month Proclamation was then presented by Mayor Tergin to J.J. Gates, Assistant Director of the Parks, Recreation, and Forestry Department, and Josh Ferguson, YMCA Assistant SAC Director. There are two service opportunities in April: Serve Jeff City on April 21st (sign-up at servejeffcity.org) and Mission JC on April 29th (sign-up at missionjc.org). Councilman Hussey provided information on both events. Mayor Tergin presented the “Missouri Rock Island Trail Award” on behalf of the Rock Island Trail Organization. The award was recently given to the Parks, Recreation & Forestry Department. The organization utilizes the department’s facilities for their annual meeting. Mayor Tergin and the City Council then announced the headlining act for this year’s “Inside the Walls” Prison Concert, Big & Rich. The concert will be Jun e 30, 2018. Tickets will be on sale at salutetoamerica.org. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS There were no presentations at this time. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Announcements and Events  Councilman Hussey announced the April 3rd Charter Review Advisory Committee Meeting, at 7:00 P.M in Council Chambers.  Councilman Mihalevich announced the “Why Thomas Jefferson Should Matter Today?” Essay or Multimedia Presentation Contest. The entry deadline is April 13th. The winner will be announced at the birthday celebration event scheduled for April 30th at Avenue HQ.  Mayor Tergin reminded everyone to vote tomorrow, April 3rd. 3 REGULAR COUNCIL MEETING, APRIL 2, 2018  Sonny Sanders Director of Planning and Protective Services announced the following events:  Historic Cemetery Walking Tour at W oodland Cemetery between 10am and 1pm - April 21.  Household Hazardous Waste Drop-Off - April 11 by appointment only.  Spring Clean Up – April 16 (West of Hwy 54) and April 23 (East of Hwy 54) for City of Jefferson residents.  50th Anniversary of the Fair Housing Act - Fair Housing Conference April 16 – 3 P.M. - 6:30 P.M., 3600 Amazonas, Hawthorne Community Room. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Caroline Wanjiru announced the upcoming Lincoln University events:  April 6 – Press Conference to Announce the University’s 20th President  April 7 – Lincoln University Gala  April 14th – Spring Football Game at 2:00 P.M.  April 14 – 21 - SpringFest  June 1 – The Lincoln University President’s first day PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS There were no presentations made at this time. APPROVAL OF CLOSED SESSION MINUTES A motion was made by Councilwoman Wiseman to approve the March 19, 2018 and March 26, 2018 Closed Minutes, seconded by Councilman Graham, and approved unanimously by the following roll-call vote.: Aye: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None 7 REGULAR COUNCIL MEETING, APRIL 2, 2018 NEW BUSINESS/UNFINISHED BUSINESS Mayor Tergin informed Council of the new banner displayed in City Hall, provided by the USS Jefferson City Crew. ADJOURNMENT A motion to adjourn was made by Councilman Graham, seconded by Councilwoman Ward, and approved unanimously at 7:20 P.M.
