STATE OF THE VILLAGE/BEACH WORKSHOP
KEY BISCAYNE, FLORIDA

The meeting was called to order by the Mayor at 6:10 p.m. Present were Councilmembers Theodore
Holloway, Michael E. Kelly, Mayra Lindsay, Edward London, James S. Taintor, Vice Mayor
Michael W. Davey and Mayor Franklin H. Caplan. Also present were Village Manager John C.
Gilbert, Village Clerk Conchita H. Alvarez and Village Attorney Stephen J. Helfinan.
Mayor Caplan, pursuant to the Charter, addressed the Council and the public giving the State of the
Village Address. The Mayor reported that the State of the Village in the year 2013 is good and
promising, and promises to remain so. The Mayor also stated that we have challenges as always and
as will always be and the Village will work hard and wisely on all of them and we will overcome
some. In finishing, the Mayor stated that he has been honored to serve as our Mayor. It is a great
privilege and challenge, and a source of so much inspiration and satisfaction and he re -pledged most
earnestly his best efforts to fulfill our highest expectations.
The Mayor addressed the Council welcoming the public to the Beach Workshop.
The following items were discussed: 1.) Turtle Ordinance; 2.) Beach maintenance and 3.)
Kiteboarding.

At this time the Manager addressed the Council introducing Teal Kiwana, Sea Turtle Lighting
Ordinance Code Enforcement Officer and Mr. Tim Blankenship with Coastal Systems, Beach
Consultant for the Village. Both Ms. Kiwana and Mr. Blankenship addressed the Council regarding
the enforcement of the ordinance during the period that the turtles are not hatching, reporting that
the State wants the ordinance to be enforced year round.
Mr. Blankenship also addressed the Council regarding the beach.
Mr. Clayton Peart, 250 N.E. 20th Street, Delray Beach addressed the Council regarding the
process currently used by the Village to clean the beach.
Mr. Tim Greener and Mr. Andrew Greener with Beach Rakers, addressed the Council
regarding the process to clean the beach.
Ms. Ann Margo Cannon with Universal Beach Services, Delray Beach addressed the Council
regarding the proposed process to clean the beach.
Public Works Superintendent Tony Brown also addressed the Council regarding the cleaning of the
beach.
Chief of Police Charles Press and Chief of Fire Rescue Eric Lang addressed the Council regarding
the problems with residents kitesurfing within the Village boundaries.
The following persons addressed the Council: Antonio Camejo, 151 Crandon Boulevard;
Michael Kahn, 881 Ocean Drive; Robert Raymod, 791 Crandon Boulevard; Diana
Garmendia, 881 Ocean Drive; Boca Raton; Michael O'Brien, 150 Ocean Lane Drive, on
behalf of the Beach Club; Elizabeth Bello, 177 Ocean Lane Drive; Frank Kruszewski, 1800
Sunset Harbor Drive, Miami Beach, Condominium Manager for Commodore East; Karen
Beber Futernick, 325 Pacific Road; Carlos De Vries, 177 Ocean Lane Drive and Mike
Brecken, 224 West Mashta.
The Manager addressed the Council regarding the use of the Beach Park. The park is being used for
all kinds of events with no supervision and has also experienced a good deal of vandalism between
the hours of midnight and six in the morning.
Michael O'Brien, 150 Ocean Lane Drive addressed the Council regarding the Beach Park.
A schedule of future meetings and events was presented to the Council.
