HomeMy Public PortalAbout01-17-12 - EAR Workshop.tifMINUTES WORKSHOP ON OBJECTIONS, RECOMMENDATIONS, AND COMMENTS (ORC) PERTAINING TO THE EVALUATION AND APPRAISAL REPORT (EAR BASED AMENDMENTS KEY BISCAYNE, FLORIDA TUESDAY, JANUARY 17, 2012 COUNCIL CHAMBER 560 CRANDON BOULEVARD The meeting was called to order by the Mayor at 7:06 p.m. Present were Councilmembers Enrique Garcia, Robert Gusman, Mayra P. Lindsay, James S. Taintor, Vice Mayor Michael E. Kelly and Mayor Franklin H. Caplan. Councilmember Michael W. Davey was absent. Also present were Village Manager John C. Gilbert, Village Clerk Conchita H. Alvarez and Village Attorney Stephen J. Heitman. The Manager and Building, Zoning and Planning Director Jud Kurlancheek addressed the Council recommending that the Council discuss the State of Florida Department of Economic Opportunity (formerly the Department of Community Affairs) Objections, Recommendations and Comments (ORC) pertaining to the Evaluation and Appraisal Report (EAR) based amendments which were approved on first reading. Alan A. David, AICP, Principal, Bell David Planning Group, Inc. made a presentation to Council giving a synopsis of DEO Obligations and Proposed Village Responses. 1 oft January 17, 2012 Mr. David also addressed the 2011 Florida Legislative Changes as follows: 1.) Financial Feasibility of Capital Projects - No longer required to show financial feasibility; 2.) Concurrency - Transportation, Recreation and Education no longer required (remains in effect if in Master Plan and 3.) Growth Management - Review process substantial curtailed at State level. The next steps in this process will be to: 1.) Revise EAR -based Amendments in accordance with ORC Report and Council comments, including text changes and revisions to and additions of maps. Date for Second Reading of this ordinance - March 13, 2012; 2.) NOTE: Any other proposed amendments, if deemed necessary by the Council, will require additional data and analysis prior to submittal to the DEO; 3.) Submit revisions for Village Staff review; 4.) Council Adoption of EAR - based Amendments on second reading and 5.) Transmittal to DEO prior to June 26, 2012. Manny Cambo, 621 Crandon Boulevard addressed the Council.
