A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ASSESSING THE COST OF ABATEMENT AT 2955 AND 2957 POPLAR DRIVE, LEGALLY KNOWN AS TAX ASSESSOR'S BOOK NO. 6170, PAGE 023, LOT 006, IN THE CITY OF LYNWOOD, CALIFORNIA WHEREAS, the City Council of the City of Lynwood has held an emergency public hearing and has found and declared the property at 2955 and 2957 Poplar Drive, legally described as Tax Assessor's Book No. 6170, Page 023, Lot 006, to be a public nuisance as defined in Chapter 3.13 of the Lynwood Municipal Code; and, WHEREAS, The owners of this property was notified of the steps necessary to abate nuisance, and directed to abate the nuisance; and, WHEREAS, the owner of the property, Mr. and Mrs. Juan Valle were notified that the nuisance would be abated by City personnel or private contractor if not abated by the owners within five (5) days of the Resolution, with the property owners to be liable to the City for all costs of abatement; and, WHEREAS, following the five day period described above, the nuisance was abated by City forces, as noted in the attached Report; NOW, THEREFORE, be it resolved Section 1. The abatement Cost Report of the Director of Community Development, on file with the City Clerk and attached hereto as an exhibit is hereby confirmed and approved. The costs of said abatement, totaling $ 8,699.31 hereby assessed against the property shall be imposed as a special assessment upon the property located at 2955 and 2957 Poplar Drive and more particularly described in the attached Abatement Cost Report. Section 2. The County Assessor, County Tax Collector and Auditor are hereby authorized and directed, upon receipt of this resolution to receive the same and to proceed to add the amount of the assessment indicated in the Abatement Cost Report to the next regular bill of taxes levied against the parcel of land described herein and to enter the same amount in the County Assessment Book opposite the property described herein and referred to in the Abatement Cost Report. Such assessment shall be collected with all other taxes against the property at the same time and in the same manner, and shall be subject to the same penalties and the same procedure and sale in case of delinquency as provided for ordinary municipal taxes, all as provided in Lynwood Municipal Code Chapter 3-13.11 and California Government Code Section 38773.5. Section 3. The City Clerk is hereby directed to cause a copy of this resolution to be served upon the owner of the property by registered or certified mail addressed to the owner at the last known address of the owner, pursuant to Chapter 3-13.9 of the Lynwood Municipal Code. City Clerk, City of Ly wood code/proposal/assessment/POPI,I~R.3 RESOLUTION NO. 96-33A A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING GENERAL PLAN AMENDMENT GPA 96-01, AMENDING THE LYNWOOD GENERAL PLAN TO REDESIGNATE LOTS 16, 17, 21, 22, 25 AND THE SOUTHERLY 55 FEET OF LOT 15 OF TRACT 7099 AS PER MAP RECORDED IN BOOK 101, PAGES 6 AND 7 OF MAPS IN THE OFFICE OF THE COUNTY RECORDER, COUNTY i OF LOS ANGELES COUNTY, FROM COMMERCIAL AND TOWNHOUSE AND CLUSTER HOUSING TO MULTI-FAMILY RESIDENTIAL WHEREAS, the City Council of the City of Lynwood, at their regular meetings of March 05 and March 19, 1996, held a public hearing on General Plan Amendment GPA 96-01; and WHEREAS, the City Council has carefully considered all pertinent .testimony offered at public hearing; and WHEREAS, the Planning Commission has determined that multiple family residential use of this property would be consistent'wth the goals and policies of the General Plan and recommended approval to the City Council; and WHEREAS, based on an initial study, the Planning Commission has determined that the proposal will not have a negative effect on the environment, and has certified that a Negative Declaration has been prepared for the project; therefore, Section 1. The City Council of the City of Lynwood hereby finds and determines as follows: A. A Multi-Famil~r Residential designation of this property would be compatible with the Goals and Objectives of the General Plan. B. The property is of a size, shape and location to accommodate future residential development. C. The proposed General Plan Amendment will not be detrimental to the properties adjacent to and surrounding the site.' Section 2. The City Council of the City of Lynwood, based upon the aforementioned findings and determinations, hereby approves Resolution No. 96-33 approving General Plan Amendment GPA 96-01, changing the General Plan land use designation for Lots 16, 17, 21, 22, 25 and the southerly 55 feet of Lot 15, of Tract 7099 ~: as per map recorded in Book 101, pages 6 and 7 of maps in the Office of the County Recorder, Los Angeles County, from commercial and Townhouse and Cluste7- Housing to Multi-Family Residential, said lots being located in the City of Lynwood, California.
