An Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING
Carteret preceding the Regular Meeting of January 15, 2004, was held
on Thursday, January 8, 2004, 7:00 P.M., Municipal Court/Police
Facility, 230 Roosevelt Avenue, Carteret, New Jersey.
PRESENT NOTED PRESENT
The following were noted present:

Noted absent was Councilmember Sitarz.

MATTERS FOR MATTERS FOR DISCUSSION:
DISCUSSION
1. Laurie Rucando - Request to park in handicapped parking spot at
VFW.
Councilmember Rios said that state law says if you have a designated
car you could park in any handicapped parking spot. It is not for that
particular person, it is for that place. The VFW is concerned because
there are some members they got that for.
Mayor Reiman suggested that she apply for a handicapped parking
space.
Councilmember Krum said she does not own the house.
The Mayor suggested that Lt. McFadden look at it.
2. Job Posting- Truck Driver. One (1) response.
The Public Works Committee will discuss this.
3. Environmental Commission/Air Pollution Commission.
An Ordinance will be put on creating an Environmental Commission,
which would merge the Air Pollution Commission and the Shade Tree
Commission.
4. Fire Chief Requesting to hire two (2) per Diem EMT's.
Councilmember Krum said he has the names. One is okay and they are
waiting for the other one's background check to come in.

BUSINESS TOBEADDED: BUSINESS TO BE

PARKING
Councilmember Parisi said that cars are parked too close to the comer
on Pershing and Roosevelt Avenues.
The Police Department will check this.
Councilmember Parisi said he wants to talk about negotiation in closed
session.
TRUCK
Councilmember Sosnowski reported that the school board donated a
tmck to the Borough.
POND
Councilmember Rios said that we have to get our engineer to look at
that valve in the park at the pond. Our Superintendent is concerned
that if he opens it up he won't be able to close it and accidentally drain
the whole pond. He understands that B&W Construction looked at it
but we should also have Don Norbut look at it.
Mayor Reiman suggested that Hatch Mott look at it. They have been
doing a lot of water and sewer work.
BOROUGH HALL
Councilmember Naples reported that yesterday they met with the
architect and construction manager for Borough Hall. They should
have the plans back in about three weeks.
RAMBLER WAY
Councilmember Naples asked if there was any information on naming
part of Washington Avenue "Rambler Way".
Mayor Reiman said yes. They will order new street signs.
FIRE DEPARTMENT
Councilmember Krum said he met with Chief O'Connor and was
given his wish list. He will wait for Councilmember Sitar to get back
and they will meet again.
CAPITAL EQUIPMENT
Mayor Reiman told the Council to make sure the Department Heads
put together their capital equipment request for 2004. There is also a
capital equipment lease with the county. They should put together a
wish list and they will look at it based on what financing we have
available. We should look at buying police cars through the county.
Councilmember Krum said there is some kind of grant that is free. The
turnpike just got it.

PEKOLA TERRACE
Councilmember Rios said they had a request from a property owner on
Pekola Terrace who wants the rest of the property. He asked the
Borough Attorney to look at this and give his legal opinion. He is the
only property owner there and he wants us to just give him the
property and he'll maintain it.
Mayor Reiman said it is partially vacant basically. It is an abandoned
road in West Carteret. The problem was that he owns the property at
the back end of it but he doesn't own the property at the side of it and
we can't just give it to him.
Borough Attorney Robert J. Bergen, Esq. said if we vacate it, it will go
to everyone adjacent to it.
Mayor Reiman said we don't want to maintain it. It is about thirty feet.
PUBLIC DISCUSSION
PUBLIC DISCUSSION
Opened to Public Upon MMS&C, by Councilmembers Rios and Sosnowski and
unanimous affirmative vote of the five (5) members present, the
meeting was opened to the public.
Susan Gaydos complained that kids are hanging out at Milik Street and
the pump station has graffiti.
Mayor Reiman told Councilmember Naples to have Sally Mesler to
check it.
Mrs. Gaydos stated that she has no problem with Linden Animal
Control.
Alan Felauer said he owns the Carteret taxi. He complained that he is
having a problem running his business because of the laws on the
books. He has no time to wait for the procedures.
Councilmember Parisi asked him to put his suggestions in writing.
Mayor Reiman agreed.

Upon MMS&C, by Councilmembers Rios and Sosnowski and
unanimous affirmative vote of the five (5) members present, the
meeting was closed to the public.
RESOLUTION #04-19 was introduce by the Mayor and referred to the
Council for action.

was adopted. Upon individual roll call vote, Councilmembers Krum,
Naples, Parisi, Rios and Sosnowski voted in the affirmative.
Councilmember Sitarz was noted absent.

At approximately 7:25 P.M., a Closed Session was held.
MEETING OPENED MEETING OPENED
Upon MMS&C, by Councilmembers Rios an Sosnowski and
unanimous affirmative vote of the five (5) members present, this
meeting was opened to the public at approximately 7:29 P.M.
Borough Attorney Robert J. Bergen, Esq. asked for authorization to
pay the $25,000.00 NJDEP fine.
The Mayor and Council authorized the payment.
ADJOURNED ADJOURNED
There being no further business or discussion, upon MMS&C by
Councilmembers Rios and Sosnowski and unanimous affirmative vote
of the five (5) members present, the meeting adjourned at
approximately 7:30 P.M.
