The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING
Carteret preceding the Regular Meeting, February 5, 2004, was held
on Wednesday, January 28, 2004, 7:15 P.M., Community Center, 100
Cooke Avenue, Carteret, New Jersey.
The following were noted present: NOTED PRESENT

ADDED ADDED:
Mayor Reiman said they are going to add an ordinance to increase the
members of the Human Relations Commission from 7 members to 9.
They will also add a couple of resolutions approving redevelopment
agreements.
COMMUNICATIONS COMMUNICATIONS:
1. Township of Lawrence - Resolution opposing State's Property Tax
Reimbursement Program.
PAYMENT OF PAYMENT OF BILLS:
BILLS 1. List of all bills properly audited and signed.

1. Board of Health - December 2003.

3. Inspection of Buildings December 2003.
MATTERS FOR MATTERS FOR DISCUSSION:
DISCUSSION 1. Tony Neibert Recommending various changes to Code.
Attorney Bergen will review the request.
COMMENTS Mayor Reiman noted that one of the changes would allow retailers to
sell propane tanks so our residents would not have to go out of town. It
wouldn't be a refill system. It would be an exchange system.

BUSINESS TO BE BUSINESS TO BE ADDED:

TRUCKS -
Councilmember Rios said that the Parks Department could use a small
pickup truck. They would not put a plow on it because it would just
kill that truck. He suggested they put a plow attachment on the truck
they got last year. It should cost approximately $20,000.00 to
$25,000.00.
The Mayor spoke about purchasing vehicles through the Middlesex
County Improvement Authority Lease/Purchase Program. There is a
Chevy Pickup with a cap for $15,000.00 or $20,000.00. He
recommended that they put a small plow on it to plow parking lots or
sidewalks. The also put on 3 police cars and a garbage truck through
the county program. It is zero the first year, then the next 5 years you
pay off the principal. It is a fantastic program.

Councilmember Sitarz recommended they put a plow on the garbage
track.
Mayor Reiman agreed COMMENTS
Councilmember Sosnowski suggested they put a plow on everything
because even if you're not using it, you have it.
REMOTE CONTROL LOCOMOTiVES - REMOTE CONTROL
LOCOMOTIVES
Councilmember Rios asked for a resolution opposing remote control
locomotives. Our resolution would not necessarily carry any weight
but it would urge the Federal Railroad Administration to ban the use of
remote control locomotives. The FRA is allowing it to happen and this
resolution would work along with other communities. Maybe we could
urge our Federal legislatures to urge the FRA to adopt regulations
banning the use of remote control locomotives.
TRAFFIC
TRAFFIC SIGNS -
Councilmember Sitarz said that being we got the State okay on the SIGNS
truck traffic in West Carteret have to order signs.
Mayor Reiman said that comes under the Engineering Department so
Don Norbut today spoke with Lt. McFadden.
MOTION NOTION
Upon MMS&C, by Councilmembers Sitarz and Krum and unanimous RE: RULES OF
affirmative vote of the five (5) members present, the Rules of Council COUNCIL
was amended by moving the Public Discussion of New Business Only
located at the end of the meeting and merging with the Public Portion
on Resolutions and Other Agenda Items.

There being no further business or discussion, upon MMS&C by
Councilmembers Sitarz and Krum and unanimous affirmative vote of
the five (5) members present, the meeting was adjourned at
approximately 7:28 P.M.
