COMMUNITY PLANNING, ZONING AND DESIGN
WORKSHOP

The meeting was called to order by the Mayor at 7:00 p.m. Present were Councilmembers Michael
W. Davey, Theodore Holloway, Edward London, James S. Taintor, Vice Mayor Mayra Lindsay and
Mayor Franklin H. Caplan. Councilmember Michael Kelly was absent. Also present were Village
Manager John C. Gilbert and Village Attorney Stephen J. Helfman.
The Mayor addressed the Council welcoming the public to the Community Planning, Zoning and
Design Workshop.
Building, Zoning and Planning Director addressed the Council and the public explaining the zoning
terms the zoning objectives and how to achieve those objectives. The Director also explained what
is the FAR Range, why are some homes larger than others and gave examples of the architecture that
results from the bonuses. The Director also explained how an architect works with the FAR bonuses
to achieve the design objectives and tree removal regulations.
The following residents addressed the Council: Alice McKee, 666 Hampton Lane; Deborah
de Leon, Architect and former member of the ZORC Committee; Bill Pesch, 271 Greenwood
Road; Ed and Cecile Sanchez, 260 Cypress Drive; Carlos Coto, 799 Crandon Boulevard;
Aurelio Fernandez, 400 S. Mashta Drive; Servando and Alexandra Parapar, 240 Cypress
Drive; Ann Taintor, 355 Harbor Drive and Michele Estevez, 798 Crandon Boulevard.

There was extensive discussion from Council regarding the Zoning Code.
The Attorney also addressed the Council explaining that there are three main issues that residents
have addressed: drainage problem created by the change in elevation, setback problem and
equipment (where is the proper place for the equipment?).
The meeting was adjourned at 9:40 p.m.
