HOTEL RESORT ZONING WORKSHOP
KEY BISCAYNE, FLORIDA
TUESDAY, FEBRUARY 1, 2011

The meeting was called to order by the Mayor at 6:10 p.m. Present were Councilmembers Michael
W. Davey, Robert Gusman, Mayra P. Lindsay, James S. Taintor, Vice Mayor Michael E. Kelly and
Mayor Franklin H. Caplan. Councilmember Enrique Garcia was absent. Also present were Village
Manager Genaro "Chip" Iglesias, Village Clerk Conchita H. Alvarez and Village Attorneys Stephen
J. Helfman and Chad Friedman.
The Mayor welcomed the public to the workshop to discuss the Hotel Resort District zoning.
Willie Borroto, Member of the ZORC Committee and Otto Borroto with Borroto Architects
made a presentation to the Council.
Daniel Gaviria, 750 Allendale Road; Julio Padilla, 325 Atlantic Road and Barry Goldmeir,
1000 Mariner Drive addressed the Council.
Building, Zoning and Planning Director Jud Kurlancheek addressed the Council.
It was the consensus of Council to direct staff to draft an ordinance with the options of hotel only
and/or a hotel with a residential component.
