A RESOLUTION PROVIDING COUNCIL AUTHORIZATION TO ENGAGE KLINE SEWER TO JET
AND TELEVISE SANITARY SEWER LINES AT FENNO ROAD AND VALLEY DRIVE
WHEREAS, the City of Riverdale, Iowa ("City") is a Municipal Corporation, organized and
operating under the laws of the State of Iowa;
WHEREAS, in November of 2020, a water main ruptured under Fenno Road causing
catastrophic damage to the roadway, the foundational substructure under the road,
the storm water handling system and the sanitary sewer lines near the ruptured line;
and,
WHEREAS, after making emergency repairs to the road and the infrastructure, the City
authorized Kline Sewer & Drain, LLC to jet and inspect what it suspected may be
damage in the sanitary sewer line under Valley Drive from the intersection with Fenno
Road to State Street/Hwy 67; and,
WHEREAS, upon further review, the City was informed that there appeared to be
additional debris in the sanitary sewer line under Valley Drive running east from the
Fenno Road intersection (line that had not previously been inspected following the
water main rupture); and
WHEREAS, Kline was asked to return to the site and conduct a preliminary evaluation of
the situation in order to provide a cost estimate and timeline for cleaning and televising
the remaining line in an attempt to identify the source of the debris and the scope of
any repair required to bring the sanitary sewer line back into a condition that
approximates its condition following the rehabilitation work done to it just a few months
before (as part of the City's Sanitary Sewer Rehabilitation Project - Phase I) ; and
WHEREAS, on January 15, 2021, Kline Sewer & Drain, LLC provided an estimate
(attached Exhibit "A") to conduct the additional cleaning and televising work
requested by the City for review and consideration by the City Council; and
WHEREAS, the estimated costs from Kline Sewer & Drain, LLC is $28,114 plus additional
costs related to blocking off Valley Drive, use of a hydrant for water required to clean
the lines, plus time, materials, etc. from Kline for unexpected situations related to
excessive debris not identified during their preliminary review of the situation - bringing
us to an estimated cost of $30-$35,000; and,
WHEREAS, this project was not forecast in our FY21 budget so the funds to pay for it will
need to come out of the General Fund Reserves and the cost will be transferred to the
City's Sewer Fund so sewer rate payers will eventually reimburse the City's General Fund
for the cost.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA,
SECTION 1 The City Council hereby approves the proposed scope of work as outlined
in Attached Exhibit "A";
SECTION 2 The City Council directs and authorizes the City Administrator to prepare
documents that authorize the transfer of funds from the City's General Fund Reserve to
its Operating Budget to cover the costs associated with this work;
SECTION 3 Furthermore, the City Council directs and authorizes the City Administrator
to prepare documents that memorialize the obligation for re -payment of the costs
associated with this project from an appropriate source. If the inspection indicates
damage was caused by the adjacent water main failure, a request for reimbursement
from the City's insurance provider or the water company shall be made, otherwise from
sewer fees collected by the City's Sewer Fund to the City's General Fund; and
SECTION 4 The City Council authorizes the expenditure of no more than $35,000 to
fully jet, vacuum and televise/inspect the sections of the City's Sanitary Sewer System
identified in the estimate attached as Exhibit "A".

This estimate is for the cleaning, vacuuming and televising of the 8"
sewer main from manhole 65-54 and 54-53. All materials
vacuumed out will be disposed of properly per local and state
guidelines. This estimate also includes all disposal charges and or
permit fees to dump. We will additionally televise per the city's
request from manhole 57-56, 53-52 and 52-14 if sewer conditions
allow. The televising of manhole 56-65 will be completed at no cost
to the City of Riverdale. The cleaning and televising will be
completed during normal business hours(8-4) We would like
Valley Dr to be closed down due to the traffic of our equipment and
the hose from the fire hydrant laying across the roadway. We will
get all water necessary from the fire hydrant on the South side of
Valley Dr with city provided hoses.
The estimated NTE to complete the jetting, televising and
vacuuming of section 65-64 is $12,000.00 or less
The estimated cost for televising only of sections 57-56, 53-52 and
52-14 is $1,114.00. Televising of section 56-65 is at no cost. If
poor sewer condition or major debris build-up exist, the inspections
will be aborted. If debris build-up does exist we will hydro jet and
vacuum the section and re -televise. The cleaning, vacuuming and
re -televising will be billed accordingly.
The jetting, vacuuming and televising of section 54-53 could cost up
to or exceed $15,000.00 due to not knowing the amount of debris
build-up that may be in this section of pipe. We will have a better
idea of time frame it may take once we attempt to televise this
section.
