SPECIAL VILLAGE COUNCIL MEETING
VILLAGE OF KEY BISCAYNE, FLORIDA
THURSDAY, JULY 14, 2011

The meeting was called to order by the Mayor at 8:00 a.m. Present were Councilmembers Michael
W. Davey, Robert Gusman, Mayra P. Lindsay, James S. Taintor, Vice Mayor Michael E. Kelly and
Mayor Franklin H. Caplan. Councilmember Enrique Garcia was absent. Also present were Village
Manager Genaro "Chip" Iglesias, Village Clerk Conchita H. Alvarez and Village Attorney Chad
Friedman.
The Mayor led the Pledge of Allegiance.
The purpose of the meeting is to discuss Interim Management and the procedure to replace the
Village Manager due to his resignation.
The Manager addressed the Council thanking the Village Council for the opportunity to serve the
Council and residents of the Village of Key Biscayne. The Manager offered to the Council that he
will be available, as much as needed, during the budget process.
Councilmember Taintor made a motion to appoint Chief of Fire Rescue John C. Gilbert as the
Interim Manager. The motion was seconded by Vice Mayor Kelly and approved by a 6-0 voice vote.
The vote was as follows: Councilmembers Davey, Gusman, Lindsay, Taintor, Vice Mayor Kelly and
Mayor Caplan voting Yes.

The Clerk and the Attorney addressed the Council regarding the procedure to hire the Village
Manager.
There was extensive discussion from Council regarding the best process to hire a new manager.
Councilmember Davey made a motion to direct the Attorney to solicit the services of an Executive
Search Firm being the first choice the firm of Colin Baenziger & Associates and request a quote
from that firm for a statewide search of a manager with a 60 to 90 days time frame. The motion was
seconded by Councilmember Taintor and approved by a 6-0 voice vote. The vote was as follows:
Councilmembers Davey, Gusman, Lindsay, Taintor, Vice Mayor Kelly and Mayor Caplan voting
Yes.
The meeting was adjourned at 8:46 a.m.
