CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order at 8:00 a.m. Present were Councilmembers Michael W. Davey, Enrique Garcia, Mayra P. Lindsay and James S. Taintor. Councilmember Robert Gusman, Vice Mayor Michael E. Kelly and Mayor Franklin H. Caplan were absent. Also present were Village Manager Genaro "Chip" Iglesias, Village Clerk Conchita H. Alvarez and Village Attorney Stephen J. Helfinan. 2. PLEDGE OF ALLEGIANCE: Councilmember Davey led the Pledge of Allegiance. Since the Mayor and Vice Mayor were not present the Council appointed a Mayor Pro Tem. Councilmember Davey made a motion to appoint Councilmember Garcia as Mayor Pro Tem for this meeting. The motion was seconded by Councilmember Lindsay and approved by a 4-0 voice vote. The vote was as follows: Councilmembers Davey, Garcia, Lindsay and Taintor voting Yes. 3. RESOLUTIONS: The Clerk read the following resolution by title: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, APPROVING THE ENGAGEMENT OF THE FIRM OF COLIN BAENZIGER & ASSOCIATES TO PROVIDE RECRUITMENT SERVICES IN ACCORDANCE WITH THE ATTACHED PROPOSAL; PROVIDING FOR IMPLEMENTATION; PROVIDING FOR A WAIVER FOR COMPETITIVE BIDDING; AND PROVIDING AN EFFECTIVE DATE. 1 oft July 22, 2011 Councilmember Davey made a motion to approve the resolution. The motion was seconded by Mayor Pro Tem Garcia. The Attorney addressed the Council regarding this resolution reporting that Colin Baenziger & Associates full-time employees are covered by Workers Compensation and that Mr. Baenziger has agreed to add the Village of Key Biscayne as an Additional Insured to the Liability insurance policies. The resolution was approved by a 4-0 voice vote. The vote was as follows: Councilmembers Davey, Garcia, Lindsay and Taintor voting Yes. 4. CITY MANAGER SALARY SURVEY: The Cleric provided this salary survey to the Council for their information. 5.
