SPECIAL COUNCIL MEETING
KEY BISCAYNE, FLORIDA
SATURDAY, DECEMBER 3, 2011
COUNCIL CHAMBER

1. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by
the Mayor at 2:00 P.M. Present were Councilmembers Michael W. Davey, Enrique Garcia, Robert
Gusman, Mayra P. Lindsay, James S. Taintor, Vice Mayor Michael E. Kelly and Mayor Franklin H.
Caplan. Also present were Village Clerk Conchita H. Alvarez and Village Attorney Stephen J.
Helfman.
2. PLEDGE OF ALLEGIANCE: Mayor Caplan led the Pledge of Allegiance.
3. VILLAGE MANAGER INTERVIEWS: The Council discussed the procedure for
conducting the interviews for the Village Manager position.
At this time, Council proceeded with the first interview. Mr. Bob Vitas was interviewed by the
Council.
The second finalist for the Manager's position, Mr. Mark Taxis was interviewed by the Council.
The third finalist for the Manager's position, Mr. John Gilbert was interviewed at this time.
The fourth and final finalist for the Manager's position, Mr. Kenneth Fields was interviewed by the
Council.

The following residents addressed the Council: Ann Taintor, 355 Harbor Drive; Peter
Schumann, 155 Ocean Lane Drive; Ray Sullivan, 625 Harbor Circle; Mortimer Fried, 291
Harbor Court; Raul Llorente, 345 Cypress Drive and Luis Lauredo, 201 Crandon Boulevard.
4. MAYOR AND COUNCILMEMBERS: The following item was discussed:
Councilmember Davey made a motion to select the Village Manager today. The motion was
seconded by Councilmember Garcia and failed by a 3-4 roll call vote. The vote was as follows:
Councilmembers Davey, Garcia and Gusman voting Yes. Councilmembers Lindsay, Taintor, Vice
Mayor Kelly and Mayor Caplan voting No.
It was the consensus of Council to select the Village Manager at the December 6, 2011 Council
Meeting as originally discussed.
5. ADJOURNMENT: The meeting was adjourned at 4:30 p.m.

MADE, WHICH RECORD INCLUDES THE TESTIMONYAND EVIDENCE UPON WHICH
THE APPEAL IS TO BE BASED.
