ZORC WORKSHOP
KEY BISCAYNE, FLORIDA

The meeting was called to order by the Mayor at 7:00 p.m. Present were Councilmembers Michael
Davey, Robert Gusman, Michael E. Kelly, Thomas Thornton, Vice Mayor Enrique Garcia and Mayor
Robert L. Vernon. Councilmember Jorge E. Mendia was absent. Also present were Village
Manager Genaro "Chip" Iglesias, Village Clerk Conchita H. Alvarez and Village Attorneys Stephen
J. Helfinan and Chad Friedman.
The Mayor thanked the members of the Zoning Ordinance Review Committee for their hard work
and commitment to the Village of Key Biscayne.
The Manager and Director of Building, Zoning and Planning Jud Kurlancheek made a presentation
of ZORC's proposed recommended changes to the ZORC Ordinance.
Ms. Deborah de Leon, ZORC Committee Member and Frank Caplan, ZORC Chairman
addressed the Council regarding their report and recommendations.
ZORC Members Julie Alvarez and Basha Hicks were also present.

The following Article was discussed: Article V - Schedule of District, Use and Setback Regulations,
including HR Hotel Resort District Regulations.
Neisen O. Kasdin, Attorney representing Consultatio Key Biscayne LLC (owners of the
former Sonesta property), addressed the Council.
The Attorney addressed the Council regarding the ZORC proposals for the HR District.
It was the consensus of Council to direct staff to draft legislation regarding the HR District as it
relates to Holiday Colony.
The workshop was adjourned at 9:22 p.m.
