CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the Mayor at 7:00 p.m. Present were Councilmembers Enrique Garcia, Robert Gusman, Jorge Mendia, Thomas Thornton, Vice Mayor Michael W. Davey and Mayor Robert L. Vernon. Councilmember Michael E. Kelly was absent. Also present were Village Manager Genaro "Chip" Iglesias, Village Clerk Conchita H. Alvarez and Village Attorney Stephen J. Helfman. 2. BUDGET PRESENTATION: The Manager addressed the Council giving a brief introduction to the budget presentation. The following staff was also present: Director of Building, Zoning and Planning Jud Kurlancheek, Director of Parks and Recreation Todd Hofferberth, Community Center Manager Ana Coll, Executive Assistant to the Manager Jennifer Medina, Chief of Police Charles Press, Deputy Chief of Police Joe Monteagudo, Chief of Fire Rescue John C. Gilbert, Deputy Chief of Fire Rescue Eric Lang, Public Works Director Armando Nunez, IT Administrator Michael Fleming and Acting Finance Director Beatrice Galeano. The Manager reported that the preliminary roll assessment provided by the Miami -Dade County Property Appraiser's Office reflects a decrease of 8% which represents a reduction in ad valorem revenue of approximately $1,564,771. In total, revenues will decrease by approximately $2,113,128. Traditionally, budgets have been prepared with a growth in revenues and recommendations on operational expenses. At this Workshop, the Manager is presenting a preliminary analysis of the impact of the ad valorem reduction and total revenue reduction with our current millage of 3.2 with 1 of June 16, 2009 the following conditions: 1.) Operational line items remain the same as current budget; 2.) Labor Contract Commitments; 3.) Step Increases as per Labor Contracts and Village Policy and 4.) Cost of Living Allowance ("COLA") of 3%. Acting Finance Director Galeano addressed the Council regarding General Fund Revenues; the Manager addressed the Council regarding the Administration Budget; the Attorney addressed the Council regarding the Attorney's Budget; the Clerk addressed the Council regarding the Clerk's Budget; Director Kurlancheek addressed the Council regarding the Building, Zoning and Planning Department Budget; Chief Press addressed the Council regarding the Police Department Budget; Chief Gilbert addressed the Council regarding the Fire Rescue Department Budget; Director Nunez addressed the Council regarding the Public Works Department Budget and Director Hofferberth addressed the Council regarding the Parks and Recreation Department Budget, the Community Center Budget and the Athletics Division Budget. The Clerk read into the record the following statement from Councilmember Kelly: "Hello from Dingle, Ireland. I have been following the Village budget discussion via E-mail during my vacation and had one concept I would like to have brought up at the budget workshop tonight. I am interested in seeing the effect of the following on next year's village budget: 1. Step plan suspended for the upcoming year and 2. COLA kept at 0%. While these are difficult options to consider, I feel we owe it to the taxpayers to put them "on the table" given the unprecedented reduction in village revenue this year. I wish I could be there to join in the discussion tonight, and apologize for the need to convey my input via E-mail, but feel that it is an important enough issue that you will forgive my mode of communication. If possible, could you please read this letter aloud during the workshop and add this E-mail to the minutes of tonight's meeting. I look forward to adding my input in person during our subsequent budget discussions. Good luck with the workshop." The Mayor requested that staff prepare a spreadsheet with the impact to the budget with no step increases and 0% COLA. The following residents addressed the Council: Gloria Izaguirre, 285 Hampton Lane; Dr. Robert Maggs, 155 Ocean Lane Drive and Charles Viscito, 141 Crandon Boulevard. The creation of a Five -Year Capital Plan and the analysis of the Village's finances over the next five years was discussed. Capital priorities will also determine expenditure control and revenue 2 of June 16, 2009 demands. Prioritizing capital needs will have to be streamlined over the next two years. Analyzing the Village's finances with the conditions outlined above will set the foundation of the fiscal impacts of such actions. Additional, we continue to create an organization that strives to meet the service needs of our community through dedicated employees while minimizing impacts to service delivery and identifying the resources needed to meet all of our capital needs. As a service driven organization, our costs are primarily the investment made on those who deliver the service. The Attorney addressed the Council regarding Senate Bill 360 known as the Community Renewal Act signed into law by Governor Crist. The Act, among other things, eliminates the Development of Regional Impact Review process within Miami -Dade County and other areas throughout the state. The Attorney also reported that the City of Weston has authorized its legal counsel to initiate legal proceedings for the purpose of overturning the enactment of the Act. It was the consensus of Council to direct the Attorney to prepare the appropriate legislation in order to join the City of Weston in its legal challenge and include it in the June 23, 2009 agenda for Council approval. 3. SCHEDULE OF FUTURE MEETINGS/EVENTS: A schedule of future meetings and events was presented to the Council. 4. ADJOURNMENT: The meeting was adjourned at 9:25 p.m. Respec lly submitt ,d/A, chita H.
