Failace approximately 7:30 P.M. on Thursday, February 21, 2002, Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey. -- Upon individual roll call, the following were noted present: ROLL CALL Councilmember Frank Parisi " Daniel Reiman Ronald Rios Janet Santoro Buddy Sohayda Brian Sosnowski Also noted present was Borough Attorney Robert J. Bergen, Esq. The meeting was opened with a moment of Silent Prayer and the PRAYER, PLEDGE OF Pledge of Allegiance led by Mayor James A. Failace. ALLEGIANCE The Clerk stated that on February 14, 2002, in full compliance with the STATEMENT OF Open Public Meetings Act, a notice of tonight's meeting was sent to MEETING NOTICE The Home News Tribune, The Star-Ledger and posted on the bulletin board. Upon MMS&C, by Councilmembers Rios and Reiman and unanimous APPROVAL OF MINUTES affirmative vote of the full membership present, the minutes of January 24, 2002 and February 7, 2002 were approved as transcribed and engrossed by the Clerk. Councilmember Santoro presented Certificates of Merit to the Carteret CERTIFICATES OF High School Students who participated in the production of "PT MERIT: CHS STUDENTS Barnum". She spoke about the production, read all the names and PRODUCTION OF "BARNUM' gave out the certificates to the students in attendance. Upon MMS&C, by Councilmembers Sohayda and Reiman and RECESS unanimous affirmative vote of the full membership present, the meeting was in recess at approximately 7:44 P.M. At approximately 7:45 P.M. the meeting was reconvened. She said they failed to put in the yearly average increase. -- The Clerk stated Ordinance #02-03 was introduced and passed upon ORDINANCE $02-03 First Reading at a Regular Meeting of the Borough Council held on CAPITAL ~, February 7, 2002. It was duly published in the Home News Tribune APPROPRIATING $50,000.00, RE: ¥,a._P. IOtlS PARK on February 12, 2002 with notice that it will be considered for final IMPROVEIiEI~I~ passage after Public Hearing to be held on February 21, 2002 at approximately 7:30 P.M. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS&C, by Councilmembers Rios and Reiman and unanimous PUBLIC HEARING affirmative vote of the full membership present, the Mayor declared the Public Hearing to be open: There being no comments or objections to the Ordinance, the Mayor HEARING CLOSED declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Reiman and Rios and unanimous affirmative vote of the full membership present. EETING OPENED A copy of each Resolution was placed on the table for public review UBLIC INPUT prior to the meeting in accordance with the Rules of Council and upon N ALL RESOLUTIONS MMS&C, by Councilmembers Rios and Reiman and unanimous affirmative vote of the full membership present, the meeting was opened for public input on all Resolutions. OMMENTS Beverly Hedesh, Carteret Fire Department Ladies Auxiliary President, asked why the Council did not address the issue of uniforms for the Lady Auxiliary members. She said they were at the Agenda Meeting and wanted to know why it was not on tonight. Councilmember Santoro said the Fire Committee would speak to the Ladies Auxiliary to find out where the money would be coming from and assumed the Council would be informed at the next Agenda Meeting for the following Council Meeting. gETING CLOSED There being no further comments or objections to the Resolutions, the Mayor declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Rios and Reiman and unanimous affirmative vote of the full membership present. )NSENT AGENDA The Borough Clerk asked if any Councilmembers wanted any Resolutions to be taken off the Block Vote and asked for a motion. )MMENTS Councilmember Sohayda abstained on Resolution #02-92. Treasurer-January 2002 9 'EBRUARY 21, 2002 Upon MMS&C, by Councilmembers Reiman and Rios and unanimous affirmative vote of the full membership present, all reports were ordered to be received and placed on file. TANDING BUILDINGS & GROUNDS: Committee Chairperson Sosnowski OMMITTEES spoke about the floors at the Recreation Center that was done by the Building Maintenance Workers instead of using an outside company. He spoke about the schedule for preventative maintenance of all Borough building roofs. He said PSE&G has been called to look at the lights that are broken at the Community Center that they installed and are liable for replacing them. He said all departments would be getting work orders and they would keep Buildings and Grounds abreast of what needs to be repaired. He said the Buildings and Grounds Committee met with the Day Seniors about their concerns. He reported progress. FiNANCE & ADMINISTRATION: Committee Chairperson Reiman said the Ordinance the Council voted on would save one hundred and forty seven thousand dollars. He said right now we are looking at an eight-cent tax increase. He said he had a meeting the Army Corp of Engineers for potential grants. He spoke about the Resolution concerning NY/NJ Baykeeper seeking funding for the Waterfront Park. He said Community Development Block Grant received thirty thousand dollars in Discretionary Aid and said money will be used for a senior bus and a Children's Community Garden. He spoke about the Resolution the Council voted on tonight concerning a Telephone Bill Audit. He spoke about how the company would find savings in telephone bills from the Borough and said there would be no cost to the Borough, they would get a percentage of what they get from the phone company on the Borough's behalf. FIRE: Committee Chairperson Sohayda spoke about the two small hazardous material spills at the dock at Kinder Morgan. He spoke about the tractor-trailer that lost diesel fuel on lower Roosevelt Avenue Saturday February 16th and how the town worked to clean up the spill. He spoke about the incident on February 20th on the comer of Roosevelt and Washington Avenue where the fuel truck's coupling came loose. He said there was a house fire last Thursday and spoke about ho~v impressed he was that the Volunteer and Paid Firefighters worked together. He congratulated Joe Gadomski and Dennis Kopin on completing their EMS training. He said Friday night the Carteret Police and Fire would be having a basketball game to raise money for the World Trade Center Scholarship Fund and urged everyone to attend. He reported progress. 10 FEBRUARY 21~ 2002 PARKS & RECREATION: Committee Chairperson Rios spoke about STANDING COMMITTEES thc World Trade Center Committee and the dance they would be having on April 27th and the details concerning the event. He said the name of the fund is "The World Trade Center September 11th College Scholarship Fund" and spoke about how the revenue from the basketball game would be going to the scholarship fund. He spoke about the requirements and how the scholarship would be distributed and urged people to attend or to make a donation to the fund. He said on March i, 4 and 5 there would be a 3 on 3 basketball registration and gave the details. He spoke about the Easter Egg Hunt, which will be held on March 24tt~ at the Community Center. He said the Parks Department has started cutting trees but has over two hundred trees on the list and spoke on how the list would work to make the process a fair one. He also spoke about the replacement trees. He said the Building Department will work with the Parks Department to make sure homeowners would repair their sidewalks. He said residents could get free firewood at the Parks Department. He said the Parks Department repaired the walls and the roof of the garage at Carteret Park. He said an outside company replaced the garage doors. He said the Veteran's Monument is being cleaned and spoke about improvements to the park. He said he, Councilmember Santoro and Reiman went in front of the Board of Health, Soldiers and Sailors Committee with a presentation to ask for help with funds to start the Borough's own EMS Services. He spoke about the contract with Rural Metro and said they wanted to replace the service Rural Metro provides to the Borough from 6 A.M. to 6 P.M. He said the Board of Health will make recommendations to the rest of the Board of Health and then they would notify the Council. He reported continued progress. POLICE: Committee Chairperson Santoro thanked Officer James Hart for his idea of the Charity Basketball Game for the World Trade Center Scholarship Fund and said the tickets are $10.00 and urged everyone to attend. She said there was a UEZ Meeting Tuesday and they decided to enter into a fagade program and explained about the program. She said it was a great program and looked forward to new projects like the Town Center that they could use the money for since it would not be claiming interest on the money. She congratulated Sergeant Greg Denton. She reported progress. PUBLIC WORKS: Committee Chairperson Parisi said they are testing for asbestos at the Recycling Center and would continue with the demolition after the test results. He said the Recycling Center would be cordoned off and will stay where it is so the residents could continue to use the facilities. He said the sign on the old Library has been taken down. He said the roads are being swept but there is one sweeper down and potholes are being filled. He said the County has been installing reflectors on the double yellow lines on Carteret Avenue. He reported progress. 11 'EBRUARY 2i, 2002 TANDING BOARD OF EDUCATION: Committee Chairperson Parisi said the OMMITTEES filing deadline is February 25th for the Board of Education Candidates. He said there is a Bill before the Assembly to postpone the budget deadline and if that happens, the School Board Election would not be held on April 16th, it will be held at a later date. He said garbage was not properly picked up at the schools and they needed a few more days but the problem has been rectified. He praised the students of Carteret for various achievements and the cast of "Barnum" who received awards tonight. He commended the Police and Fire Departments for the Charity Basketball Game and Councilmember Rios for the dance and the money they would be raising for the Scholarship Fund. 3MMENTS Mayor Failace congratulated Sergeant Denton on his promotion. ~ BI,RD Mayor Failace appointed Jerry Siracusa as Planning Board Alternate ?POIN'IIIElq~ #1 and Richard Greenberg as the Mayor's Alternate on the Planning Board. Mayor Failace spoke about the trains on Jackson Avenue that are still sitting there behind the houses. IBLIC DISCUSSION Upon MMS&C, by Councilmembers Reiman and Rios and unanimous affirmative vote of the full membership present, the meeting was opened to the public for discussion. 12 FEBRUARY 21, 2002 Olga Pettica, 1340 Roosevelt Avenue, lifelong Carteret resident saidPUBLIC DISCUSSION she called the Mayor five times and left messages but has not spoken to the Mayor and spoke about the Councilmembers ignoring her. She said there are piles of dirt in the old Shell Gas Station across the street from her house. She said she called the Board of Health and no one does anything about the dirt going on her property and the trucks that -- park there. Councilmember Reiman said Mrs. Pettica wanted to talk about something the Council could not discuss concerning an employee personnel issue. Olga Pettica said she needs a handicapped space for her husband. She said the First Aid Squad does a good job and felt it was not right to pay other people to do the job. James Mancuso, Jackson Avenue said there is a Federal Law stating the trains had to be moved in forty-eight hours. He said he felt something should be done because they are not abiding by this law. Councilmember Santoro said Brian has been keeping a log. James Mancuso said they should continue with the case against the train company since they move and the next day they start again. He said he wanted to know what the attorney would be doing about this. Tom Lang, Colgan Avenue asked if there would be any reimbursement -- for the spills in Carteret. Councilmember Sohayda said that was already taken care of. Tom Lang said on the comer of Coolidge and Fillmore the sewer had undermining which was getting worse. He asked if Councilmember Parisi was in touch with the School Board concerning the theft of services or the computers and what charges were being filed. Councilmember Santoro said that was a police matter and not a Council or School Board matter. She said she would find out what the charges were and get back to him since it was an ongoing situation she could not discuss at this time. Tom Lang asked if after the investigation Councilmember Santoro could get an estimate of how much money was missing. Frank Bird, 63 Charles Street said there was no salt or sand put down in the Hill Section during the last snowfall. He said he would work with the town to bring the cut trees to the mill since he has done it before. He said they make nice wood out of it and could save the town -- some money. Vincent Basilici asked about the storage trailer for the VFW. Mayor Failace said they need to discuss this further since the VFW and other groups also want a trailer.
