A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD AUTHORIZING A SPEED HUMP INSTALLATION
PILOT PROGRAM, AUTHORIZING THE CITY MANAGER OR
HIS DESIGNEE TO MAKE THE NECESSARY FUNDS
APPROPRIATIONS AND TRANSFERS TO IMPLEMENT THE
PILOT PROGRAM, DIRECTING STAFF TO REPORT BACK
TO COUNCIL IN SIK MONTHS ON ITS EFFECTIVENESS
AND SUBSEQUENTLY ADOPT A SPEED HUMP POLICIES
AND PROCEDURES
WHEREAS, the City Cou_~cil of the..City of Lynwood
~ intends to continue to improve public convenience and safety; and
WHEREAS, numerous complaints have been received by
staff in certain areas of the city regarding vehicles speeding on
residential streets; and
WHEREAS, speed h~zmps are being tested by municipalities
and other governmental agencies as a way to discourage,spe,ed~i`ng
in residential areas; and
WHEREAS, the City of Lynwood does not have established
policies and procedures for the installation of speed humps in
residential streets; and
WHEREAS, a pilot program can be implemented to
determine their effect~.veness in the City of Lynwood; and
WHEREAS, in. the interim, the City of Lynwood can use
policies similar to those"' of the City of Compton Policies and
Procedures to implement the pi.lat program; and
WHEREAS, after a six month period, staff can evaluate
and develop a Speed Hump Installation Policy and Procedures for
the City of Lynwood for subsequent adoption by City Council; and
WHEREAS the cost estimate for the pilot program is
$20,000; and
WHEREAS the proposed Speed Hump Installation Pilot
Program is not included in the FY 1995-96 budget.
NOW, THEREFOP.E, the City Council of the City of Lynwood
does hereby find, proclaim, order and resolve as follows:
Section 1. 'That staff is authorized to implement a
Speed Hump Installation Pilot P=rogram for the area of Palm Avenue
from Bullis Road to N!uriel give.
Section 2. That City Manager or his designee is
authorized to make the following funds appropriations and
transfers

_' Section ~. That staff report back to the City Council
on the effectiveness of the program in six months.
Section 4. That bases: on the pilot program, staff
develop a Speed Hump Installation Polices and Procedures for the
City of Lynwood fo-r. re~,Tiez~r anal. subsequent adoption by the City
Council.
Section 5, That this resolution shall take effect
immediately upon its adoption.
