HomeMy Public PortalAbout10-27-09 - Capital Improvement Plan FY 2010-2014 Workshop.tifMINUTES CAPITAL IMPROVEMENT PLAN FY 2010-2014 WORKSHOP KEY BISCAYNE, FLORIDA TUESDAY, OCTOBER 27, 2009 COUNCIL CHAMBER 560 CRANDON BOULEVARD The meeting was called to order by the Mayor at 8:36 p.m. Present were Councilmembers Enrique Garcia, Robert Gusman, Michael E. Kelly, Jorge E. Mendia, Thomas Thornton, Vice Mayor Michael Davey and Mayor Robert L. Vernon. Also present were Village Manager Genaro "Chip" Iglesias and Village Attorney Chad Friedman. The Manager addressed the Council indicating that staff has been working on the creation of a 5 -year Capital Improvement Plan in order to prioritize and allocate the Village's resources. The Manager is recommending further discussion today that will provide policy direction to staff to make final adjustments. The next step will be to schedule for a future Council meeting for additional public input, Council discussion, and adoption of the plan. This plan will be updated on an annual basis during budget season. The following residents addressed the Council: Angel Martin, 151 Crandon Boulevard and Charles Viscito, 141 Crandon Boulevard. 1 of October 27, 2009 It was the consensus of Council to categorize the projects under the Recreation and Open Space Category as follows: Calusa Park in general #1, Playground equipment #2, Village Green Pathway Resurfacing #3, Village Green Safety Barrier #4, Community Center Expansion #5, Village Recreation Bus #6 and add permanent lighting to the Village Green. Under General Government Category, 530 Crandon Boulevard should be priority #1. Proposed design and construction of Municipal Charter high school and purchase of parking lot behind Village Hall to be determined. Village Hall Parking Garage Construction was moved to Unfunded Category. There was extensive discussion from Council regarding the CIP.
