BUDGET WORKSHOP
KEY BISCAYNE, FLORIDA

1. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by
the Mayor at 7:00 p.m. Present were Councilmembers Michael W. Davey, Enrique Garcia, Patricia
Weinman, Vice Mayor Jorge E. Mendia and Mayor Robert L. Vernon. Councilmembers Steve
Liedman and Thomas Thornton were absent. Also present were Village Manager Genaro "Chip"
Iglesias, Village Clerk Conchita H. Alvarez and Village Attorney Stephen J. Helfinan.
2. BUDGET PRESENTATION: The Manager addressed the Council giving a brief
introduction to the budget presentation.
The following staff was also present: Director of Building, Zoning and Planning Jud
Kurlancheek, Director of Parks and Recreation Todd Hofferberth, Community Center
Manager Ana Coll, Assistant to the Manager Ana de Varona, Police Lieutenant Brett
Capone, Police Lieutenant Joe Monteagudo, Administrative Assistant to the Chief of Police
Madelin Lopez, Chief of Fire Rescue John C. Gilbert, Administrative Assistant to the Public
Works Director Mariana Dominguez -Hardie, IT Administrator Michael Fleming and Finance
Director Randolph G. White.
Director White made a presentation to the Council regarding the proposed budget.
The Manager addressed the Council regarding the Administration Budget; the Attorney addressed
the Council regarding the Attorney's Budget; the Clerk addressed the Council regarding the Clerk's
Budget; Director Kurlancheek addressed the Council regarding the Building, Zoning and Planning

Department Budget; Director White addressed the Council regarding the Police Department Budget;
Chief Gilbert addressed the Council regarding the Fire Rescue Department Budget; Director White
addressed the Council regarding the Public Works Department Budget and Director Hofferberth
addressed the Council regarding the Parks and Recreation Department Budget, the Community
Center Budget and the Athletics Division.
The following resident addressed the Council: Ed Meyer, 798 Crandon Boulevard.
3. SCHEDULE OF FUTURE MEETINGS/EVENTS: A schedule of future meetings and
events was presented to the Council.
4. ADJOURNMENT: The meeting was adjourned at 9:15 p.m.
