The Park Commission of Medina, Minnesota met in regular session on August 15, 2012 at 7:03
p.m. in the Medina City Hall. Park Commission Vice Chair Madeleine Linck presided.
1) Call to Order

2) Additions to the Agenda: None.
3) Approval of Minutes:
• July 18, 2012 — no changes.
A motion was made by Thies and seconded by Olkon to approve the minutes from July
18, 2012 with no changes. Motion passed unanimously.
4) Public Comments (on items not on the agenda): None.
5) City Council Update
Martinson updated the Park Commission on recent City Council actions.
6) Master Plan Discussion
Gallup explained that Chair Jaeb has put together an outline for the Master Plan and that
Jaeb and she would be working on completing drafts of each of the sections of this plan
over the next few months. She stated that the discussion for tonight's meeting would
focus on the Park and Trail Design Standards and planning for future parks and park
improvements.
The Park Commission reviewed the draft Park and Trail Design Standards document that
was included in their packet. Gallup noted that the document was drafted using some
language and formatting from the City of Wenatchee, Washington's Park Design
Standards and Development Policies document. Gallup received permission from their
Park Director, and he was more than happy to share his supplemental information to their
plan.
Some general comments on the draft Park and Trail Design Standards include:
• Create a separate section for parks and for trails.

• Add a definition for regional parks.
• Make parking standards more flexible in neighborhood parks (not a maximum of
three spaces per acre).
• Widen street in front of parks to allow for more on -street parking.
• Strengthen language in community park section stating that if no neighborhood
parks are serving surrounding neighborhoods to the community park, it should
have certain neighborhood park components benefiting adjacent neighborhoods.
• Add language to the nature areas section from the open space plan.
• Add design policies to the nature area section to address parking, bathrooms, size,
use of native plants, high quality buffers, rain gardens, etc.
• Delete the Bikeways section and use some of the language in the Primary and
Secondary trails section.
• Add language stating that trails can have a lookout point (scenic feature) or
destination. They don't all have to have a loop or connection as currently written.
• Discussed the ADA accessibility requirements on a Primary Trail.
• Changed the section title of Equestrian Trails to Unpaved Trails and created
equestrian as a use. Generalized the equestrian horse language within the section.
• Deleted the Pathways section and put it under Unpaved Trails.
Finke suggested to the Park Commission that some big picture visioning still needed to
take place. He explained the updated park dedication sheet that was in their packets. It
gives the city an idea of how much park dedication money the city could possibly receive
in the next 30 years when all the potential sites are built out and how much it would cost
to complete all the trails and park projects in the plan. It also estimates the costs to
acquire new park land and each type of equipment/amenities. This will help the city
determine what amenities we would like to see in each park and how much park
dedication dollars it will take to complete each park.

A motion was made by Waytas, seconded by Olkon and passed unanimously, to adjourn
the meeting.
