A Special Meeting of the Mayor and Council of the Borough of SPECIAL
Carteret was called to order by Mayor James A. Failace at MEETING
approximately 6:30 P.M., on Wednesday, March 13, 2002, at the
Community Center, 100 Cooke Avenue, Carteret, New Jersey.
-- Upon individual roll call, the following ~vere noted present: ROLL CALL
Councilmember Frank Parisi
Daniel Reiman
Ronald Rios
Janet Santoro
Brian Sosnowski
Noted absent was Councilmember Buddy Sohayda.
Also noted present were Borough Attorney Robert Bergen, Borough ALSO NOTED
Treasurer/CFO Patrick DeBlasio, Borough Auditor Ron Gardner and PRESENT
various Department Heads.

Notice was mailed to the Home News Tribune, The Star Ledger and
posted on the bulletin board on March 8, 2002.

The purpose of the meeting was to discuss the budget with Department
Heads and any other business that may come before the Council.
Formal action may be taken.

MOTION MOTION
Councilmember Santoro made a motion to adjourn, postpone and
reschedule the meeting for next Thursday, March 21st, at 6:00 P.M.
Councilmember Sosnowski second the motion.
Councilmember Reiman said they have all department heads coming
as called by the Mayor.
Councilmember Santoro said there is a motion and a second.
Mayor Failace asked the Municipal Clerk to call the roll.
-- Councilmember Reiman said he had a question for the attorney.
Mayor Failace told Councilmember Reiman they can do this.
Councilmember Reiman said he understands that.
Mayor Failace said there is a motion on the floor. Don't we have to
have a vote?

DISCUSSION Councilmember Reiman said he wants to clarify so he understands
what will happen here because obviously they're not worried about a
million dollar deficit that we have in the budget. So if Councilmember
Santoro adjourns this meeting, what do we do? What's the next step?
Councilmember Santoro said she is asking to adjourn it to reschedule
it for next Thursday, the 21s' , when they can all attend..and first of all,
she would like the vote taken because we do have a motion and a
second on the floor and...(inaudible) discussion.
Councilmember Reii,~an said there is a question to clarify which is a
point of order so read "Robert's Rules of Order".
Borough Attorney Robert Bergen said maybe we can clarify the
motion. It's really up to the Mayor, first of all, to call any Special
Meetings so you may want to ask if the Mayor is willing to call a
meeting. If not, then you have the authority to make a motion. You
may want to clarify if the Mayor is willing to call a meeting for next
Thursday.
Mayor Failace said he has these guys here and he wants to talk to
them. He wants to go over their budget. The other members of the
Council can do whatever they have to do. He needs to know what is
going on in this budget because he doesn't have a handle on it. That's
why he called this. We can still do this almost like a committee, right?
Borough Attorney Robert Bergen said they can hold a committee
meeting, yes. You just can't take any formal action.
Mayor Failace said they don't intend to take any formal action.
Borough Attorney Robert Bergen said he'd like to clarify his motion
that he is not going to call a Special Meeting for next Thursday,
correct?
Mayor Failace said no.
Councilmember Santoro asked if the Council can request...
Borough Attorney Robert Bergen said yes, if the Mayor refuses.
Councilmember Santoro asked in which order does she do it.
The Borough Attorney told her she can do it as a combined motion, a
motion to adjourn and...
Councilmember Santoro said she is making a motion and also asking
for a meeting for next Thursday at 6:00 P.M. with the department
heads.
Mayor Failace said that doesn't mean that he still can't go over with
these department heads tonight.
Councilmember Santoro asked to please do the vote and the they can
discuss it.

The Borough Attorney said he can have the meeting.
DISCUSSION
Mayor Failace said he can still do what he has to do now, Okay, that's
fine.
Councilmember Rios said he has a queatior~ on the motion. Don't we
-- have a meeting next Thursday?
Councilmember Santoro said yes.
Councilmember Rios asked if it was a Council Meeting.
Councilmember Santoro said yes. They are meeting at 6:00 P.M.
before the 7:30 P.M. meeting.
Councilmember Rios said okay.
VOTE ON MOTION MOTION
Upon individual roll call vote, Councilmembers Parisi, Santoro and
Sosnowski voted in the affirmative. Councilmember Reiman and Rios
voted no. Councilmember Sohayda was noted absent.
The Borough Attorney said we're adjourned.
ADJOURNED ADJOURNED
At approximately 6:35 P.M., the meeting was adjourned.
