CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the Mayor at 7:00 p.m. Present were Councilmembers Michael W. Davey, Enrique Garcia, Steve Liedman, Thomas Thornton, Vice Mayor Jorge E. Mendia and Mayor Robert L. Vernon. Councilmember Patricia Weinman was absent. Also present were Village Manager Genaro "Chip" Iglesias, Village Clerk Conchita H. Alvarez and Village Attorney Stephen J. Helfinan. 2. PLEDGE OF ALLEGIANCE: Mayor Vernon led the Pledge of Allegiance. 3. AGENDA: The Manager requested the addition of a report regarding Fire Rescue Services as Item 6D2 and Vice Mayor Mendia requested the addition of a discussion regarding the process for the proposed school to be heard after Item 5A. There was no objection to the agenda changes. 4. APPROVAL OF MINUTES: Councilmember Garcia made a motion to approve the minutes of the July 8, 2008 Regular Council Meeting. The motion was seconded by Councilmember Garcia and approved by a 6-0 voice vote. The vote was as follows: Councilmembers Davey, Garcia, Liedman, Thornton, Vice Mayor Mendia and Mayor Vernon voting Yes. 1 of July 22, 2008 5. RESOLUTIONS: The Clerk read the following resolution by title: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA; APPROVING THE VILLAGE'S CHARTER HIGH SCHOOL APPLICATION FOR FILING WITH THE LOCAL SCHOOL BOARD DISTRICT AND IF NECESSARY, WITH THE STATE OF FLORIDA; PROVIDING FOR IMPLEMENTATION; PROVIDING FOR AN EFFECTIVE DATE. Councilmember Davey made a motion to approve the resolution. The motion was seconded by Councilmember Garcia. The following residents addressed the Council: Charles Viscito, 141 Crandon Boulevard; Leo Brito, Chairman of the Charter High School Committee; Camille Guething, 260 Crandon Boulevard; Julio Aldecocea, 650 Ocean Drive; Arthur Levey, 785 Crandon Boulevard and Beatriz Rocha, 301 Hampton Lane. Councilmember Weinman participated in the discussion via telephone. There was extensive discussion from Council regarding the application. The Manager addressed the Council regarding the application. The resolution was approved by a 7-0 voice vote. The vote was as follows: Councilmembers Davey, Garcia, Liedman, Thornton, Weinman (via telephone), Vice Mayor Mendia and Mayor Vernon voting Yes. At this time, Vice Mayor Mendia addressed the Council regarding the proposed schedule of Workshops for the planning of the educational facilities stating that this process should not be rushed. It was the consensus of Council to start the public process for the feasibility of a Key Biscayne Charter High School in January 2009 due to the 2008 Budget Hearings, 2008 Municipal Elections and the Council Meeting schedule. Mr. Prakash Nair with Fielding Nair International and Mr. Doug Thomas, Executive Director with EdVisions Schools addressed the Council regarding this process. 6. REPORTS AND RECOMMENDATIONS: The following items were discussed: Mayor and Councilmembers. Councilmember Garcia requested an update on the red light cameras. The Manager addressed the Council regarding the cameras reporting that there is a hold up from the Florida Department of Transportation, which claims part of the project is in their jurisdiction. 2 of 3 July 22, 2008 Village Attorney. The Attorney did not submit a report. Village Clerk. The Clerk did not submit a report. Village Manager. The Manager addressed the Council providing a Capital Improvements Plan Evaluation and Ranking Criteria in order to evaluate projects to determine their merit and priority in relation to other projects. This information will be provided to the Council at the August 26, 2008 Council Meeting. The Manager and the Attorney also addressed the Council regarding a controversial resolution sponsored by Miami -Dade County Commissioner Bruno Barreiro calling for a proposal that would combine Municipal Fire Rescue Departments with the County's Fire Service. It was the consensus of Council to direct the Attorney to legally protect the Village of Key Biscayne Fire Department and to keep it intact and to try to keep the County's measure from going to the voters. 7. OTHER BUSINESS/GENERAL DISCUSSION: There was no further business discussed. 8.
