SECOND BUDGET HEARING
KEY BISCAYNE, FLORIDA
TUESDAY, SEPTEMBER 23, 2008

1. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by
the Mayor at 7:00 p.m. Present were Councilmembers Michael W. Davey, Enrique Garcia, Steve
Liedman, Thomas Thornton, Patricia Weinman, Vice Mayor Jorge E. Mendia and Mayor Robert L.
Vernon. Also present were Village Manager Genaro "Chip" Iglesias, Village Clerk Conchita H.
Alvarez and Village Attorney Stephen J. Helfman.
2. PLEDGE OF ALLEGIANCE: Mayor Vernon led the Pledge of Allegiance.
3. APPROVAL OF MINUTES: Councilmember Davey made a motion to approve the
minutes of the September 9, 2008 Regular Council Meeting. The motion was seconded by
Councilmember Garcia and approved by a 7-0 voice vote. The vote was as follows:
Councilmembers Davey, Garcia, Liedman, Thornton, Weinman, Vice Mayor Mendia and Mayor
Vernon voting Yes.
Councilmember Garcia made a motion to approve the minutes of the September 9, 2008 First Budget
Hearing. The motion was seconded by Councilmember Thornton and approved by a 7-0 voice vote.
The vote was as follows: Councilmembers Davey, Garcia, Liedman, Thornton, Weinman, Vice
Mayor Mendia and Mayor Vernon voting Yes.

4. MILLAGE RATE RESOLUTION: The Clerk read the following resolution by title:
A RESOLUTION OF THE VILLAGE OF KEY BISCAYNE, FLORIDA; ADOPTING THE
FINAL MILLAGE RATE OF THE VILLAGE OF KEY BISCAYNE FOR THE FISCAL
YEAR COMMENCING OCTOBER 1, 2008 THROUGH SEPTEMBER 30, 2009 PURSUANT
TO FLORIDA STATUTE 200.065 (TRIM BILL); PROVIDING FOR AN EFFECTIVE
DATE.
Councilmember Davey made a motion to adopt the final millage rate for the Village of Key Biscayne
at the rate of 3.2 mills. The motion was seconded by Councilmember Garcia.
Vice Mayor Mendia made a motion to table the resolution. The motion was seconded by
Councilmember Davey and approved by a 7-0 voice vote. The vote was as follows:
Councilmembers Davey, Garcia, Liedman, Thornton, Weinman, Vice Mayor Mendia and Mayor
Vernon voting Yes.
5. ORDINANCES: The Clerk read the following ordinance on second reading, by title:
AN ORDINANCE OF THE VILLAGE OF KEY BISCAYNE, FLORIDA; ADOPTING THE
BUDGETS FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2008 THROUGH
SEPTEMBER 30, 2009 PURSUANT TO FLORIDA STATUTE 200.065 (TRIM BILL);
PROVIDING FOR AN EFFECTIVE DATE.
Councilmember Davey made a motion to adopt the ordinance on second reading. The motion was
seconded by Councilmember Weinman.
The Manager addressed the Council regarding the proposed budgets for the fiscal year commencing
October 1, 2008.
The Mayor opened the public hearing. Michael Kelly, 395 Gulf Road; Ed Meyer, 798
Crandon Boulevard; Charles Viscito, 141 Crandon Boulevard; Mortimer Fried, 291 Harbor
Court and Leo Brito, 775 Curtiswood Drive addressed the Council. The Mayor closed the
public hearing.
It was the consensus of Council to increase the Election Expense line item in the Clerk's Budget to
$30,000 and to increase the Election Advertising line item in the Clerk's Budget to $30,000.
Chief of Police Charles Press addressed the Council regarding the Budget for the Police Department;
Public Works Director addressed the Council regarding the Budget for the Public Works Department
and Todd Hofferberth, Parks and Recreation Director addressed the Council regarding the Budget
for the Parks and Recreation Department, Community Center and Youth Athletics.

It was also consensus of Council to allocate $144,000 for Seagrass Mitigation Monitoring, as
required by DEP, from the Capital Outlay Budget.
Councilmember Davey made a motion to remove the millage resolution from the table. The motion
was seconded by Councilmember Liedman and approved by a 7-0 voice vote. The vote was as
follows: Councilmembers Davey, Garcia, Liedman, Thornton, Weinman, Vice Mayor Mendia and
Mayor Vernon voting Yes.
The resolution adopting the final millage rate was approved by a 7-0 roll call vote. The vote was as
follows: Councilmembers Davey, Garcia, Liedman, Thornton, Weinman, Vice Mayor Mendia and
Mayor Vernon voting Yes.
The Attorney announced that the final millage rate for the Village of Key Biscayne for the fiscal year
commencing October 1, 2008 through September 30, 2009 be and is hereby fixed at the rate of 3.2
mills which is $3.20 dollars per thousand dollars of assessed property value within the Village of
Key Biscayne. That the rolled -back rate is 3.2076 mills and the final millage rate is 3.2 mills which
is .237 percent under the rolled -back rate.
The ordinance, as amended, was approved by a 7-0 roll call vote. The vote was as follows:
Councilmembers Davey, Garcia, Liedman, Thornton, Weinman, Vice Mayor Mendia and Mayor
Vernon voting Yes.
The Clerk read the following ordinance on second reading, by title:
AN ORDINANCE OF THE VILLAGE OF KEY BISCAYNE, FLORIDA; AMENDING THE
2006-2007 VILLAGE BUDGET AS PROVIDED FOR ON EXHIBIT "A"; PROVIDING FOR
AN EFFECTIVE DATE.
Councilmember Liedman made a motion to adopt the ordinance on second reading. The motion was
seconded by Councilmember Garcia.
The Mayor opened the public hearing. There were no speakers present. The Mayor closed
the public hearing.
The ordinance was adopted on second reading by a 7-0 roll call vote. The vote was as follows:
Councilmembers Davey, Garcia, Liedman, Thornton, Weinman, Vice Mayor Mendia and Mayor
Vernon voting Yes.
At this time Mayor Vernon addressed the Council requesting nominations from Council to replace
Bobby Gusman in the Youth Athletics Advisory Board due to his election to the Village Council.
Nominations should be submitted to the Village Clerk.

6. SCHEDULE OF FUTURE MEETINGS/EVENTS: A schedule of future meetings and
events was presented to the Council.
7. ADJOURNMENT: The meeting was adjourned at 9:40 p.m.
