5 -YEAR CAPITAL IMPROVEMENT PLAN WORKSHOP

The meeting was called to order at 6:00 p.m. Present were Councilmembers Enrique Garcia, Robert
Gusman, Michael E. Kelly, Jorge Mendia, Thomas Thornton, Vice Mayor Michael W. Davey and
Mayor Robert L. Vernon. Also present were Village Manager Genaro "Chip" Iglesias and Village
Attorney Gloria M. Velazquez-Meitin.
The Manager addressed the Council stating that the purpose of the workshop is to review the draft
of the CIP, which aims to establish capital spending priorities for the next five years.
A comprehensive list and ranking of projects and an analysis of how much money the Village will
have between now and Fiscal Year 2014 compared to its expenses was presented to the Council and
the public.
Robert Cohn, AICP Director of Planning and Debbie Love, AICP, CFM, Senior Planner with
Keith and Schnars, P.A., addressed the Council giving a summary of the Capital
Improvements Program.
Mr. Cohn suggested to focus on approved projects, noting that those projects exceed
projected revenues through FY 2014 by about $2.2 million.

The following residents addressed the Council: Angel Martin, 151 Crandon Boulevard;
Maria Fernanda Ordonez, 330 Harbor Court; Charles Viscito, 141 Crandon Boulevard; Maria
Fletcher, 204 Westwood Drive; Maria Alejandra Hierro, 713 Crandon Boulevard; Michelle
Manjarrez, 1111 Crandon Boulevard; Carlos Azanza, 141 Crandon Boulevard; Carlos Nieto,
141 Crandon Boulevard; Nick Haftern, 1111 Crandon Boulevard; Pat Weinman, 940 Mariner
Drive and William C. Butcher, 251 Crandon Boulevard.
Mayor Vernon concurred with Mr. Cohn, stating that the Council should start with those projects
already approved and funded, noting the need to make sure there are sufficient funds for those
projects.
After extensive discussion from Council the following projects were moved to the unfunded
category: Bayfront Park, Calusa Park Improvements/Linkage to Tennis Stadium -Design, Permit &
Construction, Neighborhood Parks, Pines Canal View Corridor -Design & Construction,
Underground Power Lines -Construction, Street Signs (embedding GPS on sidewalk at grade 1300),
Village Tram Study and Village Hall Parking Garage Zoning -Design & Construction. There was
also consensus of Council to add the purchase of the lot at 85 W. Enid Drive to the General
Government Category and eliminate the Theater -Site Selection from the Cultural Category. The
remaining of the projects will be considered again at the next workshop. The date for this workshop
will be announced at a later date.
There being no further business, the meeting was adjourned at 8:55 p.m.
