SPECIAL VILLAGE COUNCIL MEETING
VILLAGE OF KEY BISCAYNE, FLORIDA
THURSDAY, APRIL 19, 2007
COUNCIL CHAMBER

The meeting was called to order by the Mayor at 5 30 p m Present were Councilmembers Enrique
Garcia, Steve Liedman, Thomas Thornton, Patncia Weinman, Vice Mayor Jorge E Mendia and
Mayor Robert L Vernon Councilmember Michael W Davey was absent Also present were
Village Manager Jacqueline R Menendez, Village Clerk Conchita H Alvarez and Village Attorney
Stephen P Helfman
The Mayor led the Pledge of Allegiance
The purpose of the meeting is to discuss the procedure to replace the Village Manager due to her
resignation
The Clerk presented to the Council, for their information, a senes of events which led to the hinng
of the Village Manager in 2002
The Attorney, the Manager and the Clerk addressed the Council regarding the procedure to hire the
Village Manager
Steve Simon, 335 Harbor Lane, Michael Kahn, 881 Ocean Dnve and Camille Guething, 260
Seaview Dnve addressed the Council

There was extensive discussion from Council regarding the best process to hire a new manager
It was the consensus of Council to direct the Attorney to identify three or four companies that would
help with the search for a manager
Councilmember Weinman made a motion to appoint Dr Steve Simon as Council liaison for the
Village Manager search The motion was seconded by Councilmember Thornton and approved by
a 6-0 voice vote The vote was as follows Councilmembers Garcia, Liedman, Thornton, Weinman,
Vice Mayor Mendia and Mayor Vernon voting No
It was the consensus of Council to hold a Special Council Meeting on Thursday, May 3, 2007 at 6 00
pm
It was the consensus of Council to direct the Manager to draft an advertising for a new Manager, for
Council approval at the May 3, 2007 Special Council Meeting
The meeting was adjourned at 7 18 p m

THE APPEAL IS TO BE BASED
