SPECIAL COUNCIL MEETING
KEY BISCAYNE, FLORIDA
THURSDAY, MAY 3, 2007
COUNCIL CHAMBER

1 CALL TO ORDER/ROLL CALL OF MEMBERS The meeting was called to order by
the Mayor at 6 00 p m Present were Councilmembers Michael W Davey, Enrique Garcia, Thomas
Thornton, Patricia Weinman, Vice Mayor Jorge E Mendia and Mayor Robert L Vernon
Councilmember Steve Liedman was absent Also present were Acting Village Manager Jud
Kurlancheek, Village Clerk Conchita H Alvarez and Village Attorney Stephen P Helfman
2 PLEDGE OF ALLEGIANCE The Mayor led the Pledge of Allegiance
At this time the Clerk read a letter from Councilmember Liedman regarding the compensation
package for the new manager and appointment of intenm manager
3 RESOLUTIONS The Attorney read the following resolution by title
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE,
FLORIDA, APPROVING THE ENGAGEMENT OF THE FIRM OF COLIN, BAENZIGER
& ASSOCIATES TO PROVIDE RECRUITMENT SERVICES IN ACCORDANCE WITH
THE ATTACHED PROPOSAL, PROVIDING FOR IMPLEMENTATION, PROVIDING AN
EFFECTIVE DATE
The following residents addressed the Council Camille Guething, 260 Seaview Dnve, Steve
Simon, 335 Harbor Lane, Eduardo Sanchez, 260 Cypress Dnve, Michael Kahn, 881 Ocean
Dnve and Patncia Romano, 361 Beechwood Dnve
The Attorney addressed the Council regarding the proposals

Ms Karla Mihm with Virchaux & Partners and Mr Colin Baenziger with Colin, Baenziger
& Associates addressed the Council presenting their proposals
Councilmember Davey made a motion to hire the firm of Cohn, Baenziger & Associates The
motion was seconded by Councilmember Thornton and approved by a 6-0 voice vote The vote was
as follows Councilmembers Davey, Garcia, Thornton, Weinman, Vice Mayor Mendia and Mayor
Vernon voting Yes
Steve Simon, Council liaison for the manager search addressed the Council
It was the consensus of Council that the starting salary range for the new manager should be between
$130,000 to $180,000 and candidates should preferably have five years expenence in the public
sector or equivalent
It was the consensus of Council to meet individually with Mr Baenziger to provide information
regarding the desirable qualifications for the new village manager
Councilmember Garcia made a motion to approve the proposal at a cost of $19,250 which would
include a full scale national search The motion was seconded by Councilmember Thornton and
approved by a 6-0 voice vote The vote was as follows Councilmembers Davey, Garcia, Thornton,
Weinman, Vice Mayor Mendia and Mayor Vernon voting Yes
4 CITY MANAGER SALARY SURVEY A Miami -Dade County city manager salary
survey was provided to the Council for their information
5 ADJOURNMENT The meeting was adjourned at 7 40 p m

OF THE PROCEEDINGS AND, FOR SUCH PURPOSE, MAY NEED TO ENSURE THAT A VERBATIM
RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY AND
EVIDENCE UPON WHICH THE APPEAL IS TO BE BASED
