HomeMy Public PortalAbout2018-04-16 current council1 REGULAR COUNCIL MEETING, APRIL 16, 2018 FIRST MEETING – CURRENT COUNCIL CALL TO ORDER The First Regular Council Meeting (Current Council) of April 16, 2018, was convened at 6:00 P.M. by Mayor Carrie Tergin. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Henry, seconded by Councilwoman Wiseman, to adopt the agenda. The motion to adopt was approved unanimously. MISCELLANEOUS AGENDA ITEMS City Administrator Steve Crowell made a presentation and introduced Mr. Clayton Toebben, Information System Support Specialist, Finance and Information Technology, as the Outstanding Employee Service Award recipient for April, 2018. Mayor Tergin and Margie Mueller, Director of Finance and Information Technology both congratulated Mr. Toebben. Mayor Tergin introduced and welcomed former Mayor, John Landwehr to announce the 2018 Mayor’s Cup Golf Tournament scheduled for June 1st at Oak Hills Golf Center. The Arbor Day Proclamation was then read by Mayor Tergin and presented to Todd Spaulding, Director of the Parks, Recreation, and Forestry Department. Mayor Tergin read the Thomas Jefferson Month Proclamation and presented it to Councilman Mihalevich. Councilman Mihalevich announced the “Why Thomas Jefferson Should Matter Today?” Essay or Multimedia Presentation Contest. The entry deadline was April 13th. The winner will be announced at the birthday celebration event scheduled for April 30th at Avenue HQ. 2 REGULAR COUNCIL MEETING, APRIL 16, 2018 FIRST MEETING – CURRENT COUNCIL PUBLIC HEARINGS a. Rezoning 0.92 acres of Land Addressed as 994 Diamond Ridge from C-O Office Commercial to C-1 Neighborhood Commercial i. Associated Pending Bill 2017-126 (Graham) Staff: Sonny Sanders / Eric Barron A staff presentation was made by Eric Barron, City Planning Manager. There being no persons from the public to speak on the bill, Mayor Tergin declared the evidentiary portion of the public hearing concluded and stated that the Council would now take up the associated pending bill. 2017-126 sponsored by Councilman Graham, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY REZONING 0.92 ACRES OF LAND ADDRESSED AS 994 DIAMOND RIDGE FROM C-O OFFICE COMMERICAL TO C-1 NEIGHBORHOOD COMMERCIAL. Bill 2017-126 was read third time by title, placed on final passage, and passed by the following roll-call vote as Ordinance 15781: Aye: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None APPOINTMENTS BY THE MAYOR Mayor Tergin presented the recommendations to the Council. Councilwoman Wiseman made a motion and Councilman Hussey seconded to approve the appointments as recommended. The motion to approve was carried unanimously. Board or Commission Recommended Appointment New Term Expires Term Full/ Partial TIF John Pelzer Apr 2022 Full CVB Connie Vaughn Dec 2019 Partial PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Gary Wilbers, CEO and Founder of Ascend Business Strategies, made a presentation to the Council on local small business fairness and spoke in favor of a use tax. 3 REGULAR COUNCIL MEETING, APRIL 16, 2018 FIRST MEETING – CURRENT COUNCIL Councilman Mihalevich motioned to introduce a use tax ordinance by late May so the issue could potentially be placed on the August ballot. Councilman Graham seconded the motion. The motion passed by the following roll-call vote: Aye: Fitzwater, Graham, Henry, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None Abigail Anderson, the new CEO for American Red Cross, Central and North Missouri presented American Red Cross updates and happenings in the City of Jefferson. ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF Announcements and Events  Jayme Abbott, Neighborhood Services Manager, announced the following events:  Historic Cemetery Walking Tour at Woodland Cemetery between 10:00 A.M. and 1:00 P.M. - April 21  Household Hazardous Waste Drop-Off - April 11 by appointment only  Spring Clean Up – April 16 (West of Hwy 54) and April 23 (East of Hwy 54) for City of Jefferson residents  Councilman Hussey announced the following, upcoming events:  Serve Jeff City – April 21st – 8:00 A.M. kickoff at McClung Park  Mission JC – April 29th – missionjc.org  Porch Fest – hosted by Parks, Recreation, & Forestry - May 6th, 1:00 P.M. – 4:00 P.M., along Capitol Avenue  Mayor Tergin announced the following events:  Hidden Spaces, Secret Places Tour – May 6th  Big & Rich “Behind the Walls” Concert scheduled for June 30th  Police Department and Council for Drug Free Youth “Prescription Drug Take Back” Program scheduled for April 28th, 10:00 A.M. – 2:00 P.M. at the Jefferson City Police Station LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE Caroline Wanjiru announced the following Lincoln University events: 4 REGULAR COUNCIL MEETING, APRIL 16, 2018 FIRST MEETING – CURRENT COUNCIL  Lincoln University President’s Gala which was held April 7th, was a success.  The Spring Football Game was held on April 14th, kicking off the University’s SpringFest Week (April 14 – 21). CONSENT AGENDA The following items were brought before the Council for approval by Consent: a. Minutes of City Council Meeting: April 2, 2018 A motion was made by Councilman Graham to approve the Consent Agenda as presented, seconded by Councilman Prather, and approved unanimously. NEW BUSINESS/UNFINISHED BUSINESS Mayor Tergin presented a Key to the City plaque to outgoing Councilman Larry Henry and thanked him for the time he served on the City Council. Council Members also made comments thanking Councilman Henry for his service on the City Council. Mayor Tergin announced that following adjournment Sine Die of this meet ing, the following newly-elected officials will be sworn into office by the Honorable Patricia S. Joyce, Presiding Judge, 19th Judicial Circuit, Div. IV. After the swearing in of the officials, the second meeting of the “New Council” will then convene.
