CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the Mayor at 6:00 p.m. Present were Councilmembers Michael W. Davey, Enrique Garcia, Steve Liedman, Thomas Thornton, Patricia Weinman, Vice Mayor Jorge E. Mendia and Mayor Robert L. Vernon. Also present were Village Manager Jacqueline R. Menendez, Village Clerk Conchita H. Alvarez and Village Attorney Chad Friedman. 2. PLEDGE OF ALLEGIANCE: Former Councilmember Mortimer Fried led the Pledge of Allegiance. Mr. Colin Baenziger with Colin Baenziger & Associates addressed the Council giving a brief update on the Village Manager Search. A total of 52 applications were received and the list of candidates has been narrowed to 12. Background checks are being performed on those candidates in order to determine who will be recommended to the Council. 3. RESOLUTIONS: The Clerk read the following resolution by title: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, APPROVING AGREEMENT BETWEEN MIAMI-DADE COUNTY, FLORIDA, AND THE VILLAGE OF KEY BISCAYNE, FLORIDA, CONCERNING WATER, SEWER AND RECLAIMED WATER PROJECT; PROVIDING FOR EFFECTIVE DATE. 1 of 3 June 12, 2007 The Manager addressed the Council recommending the approval of the Interlocal Agreement between the Village and Miami -Dade County for the water and sewer project, which includes a component for reuse water. Councilmember Garcia made a motion to approve the resolution. The motion was seconded by Councilmember Thornton and approved by a 7-0 voice vote. The vote was as follows: Councilmembers Davey, Garcia, Liedman, Thornton, Weinman, Vice Mayor Mendia and Mayor Vernon voting Yes. The Clerk read the following resolution by title: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, APPROVING PROFESSIONAL SERVICES AGREEMENT BETWEEN THE VILLAGE OF KEY BISCAYNE AND ESTRADA HINOJOSA & COMPANY, INC., CONCERNING FINANCIAL ADVISORY SERVICES; PROVIDING FOR AN Et FECTIVE DATE. The Manager addressed the Council recommending approval of the agreement between Estrada Hinojosa and the Village for financial advising. Councilmember Garcia made a motion to approve the resolution. The motion was seconded by Councilmember Weinman. Councilmember Davey made an amending motion to require approval of Council for the extension of the agreement. The motion was seconded by Councilmember Thornton and approved by a 7-0 voice vote. The vote was as follows: Councilmembers Davey, Garcia, Liedman, Thornton, Weinman, Vice Mayor Mendia and Mayor Vernon voting Yes. The resolution, as amended, was approved by a 7-0 voice vote. The vote was as follows: Councilmembers Davey, Garcia, Liedman, Thornton, Weinman, Vice Mayor Mendia and Mayor Vernon voting Yes. 4. MAYOR AND COUNCILMEMBERS: The following items were discussed: Mayor Vernon addressed the Council regarding the appointment of an interim Village Manager. Vice Mayor Mendia recommended the appointment of Jud Kurlancheek, Building, Zoning and Planning Director. Councilmember Liedman recommended the appointment of Fire Rescue Chief John C. Gilbert. After some discussion, it was the consensus of Council to appoint Director Kurlancheek as Acting Village Manager. 2 of 3 June 12, 2007 Councilmember Weinman presented to the Council a proposed budget and timeline for green initiative. Dr. Henny Groschel-Becker addressed the Council regarding the proposed timeline and budget estimate for the green initiative. 5.
