Approval of the February 22, 2018 Committee meeting minutes Councilman Mihalevich moved and Councilman Fitzwater seconded to approve the February 22, 2018 minutes, motion carried. Chairman Henry was absent for this vote. *Chairman Henry arrived at this time (7:35 a.m.). 3. New Business 1. 2018 CIP Work Plan & Wastewater CIP Work Plan (David Bange/Eric Seaman) Mr. Bange explained the list of projects included in the Capital Improvement Work Plan which includes roadway, stormwater, sidewalk/greenway, Transit, and various other projects. Mr. Seaman explained the list of projects included in Wastewater Capital Improvements Work Plan, including pump station replacement, floodproofing, sewer extension, and sewer main replacements. Minutes/Jefferson City Public Works and Planning Committee 2 March 22,2018 Mr. Morasch stated he will have an update of accomplishments of the stormwater crew at one of the next Committee meetings. 2. Livable Streets Update (David Bange) Mr. Bange explained staff intends to amend Chapter 32 of the City Code to include Livable Streets to promote the design of streets for all modes of transportation, including walking and biking. There was discussion among Committee members and staff regarding the code changes and how it would help when applying for grants, cost of building sidewalks and the neighborhood improvement program. 3. Permissive Use of Right-of-Way for Art Display on Electrical Boxes on Capital Avenue (Britt Smith) Mr. Smith explained the Cultural Arts Foundation is requesting the permissive use which staff supports. There was discussion among Committee members, staff and those present regarding the themed art work, placement of art on the boxes, damaged art work to be replaced by the Cultural Arts, and the vinyl material to be used. Councilman Mihalevich moved and Councilman Hussey seconded to refer the permissive use of right of way to the City Council with the condition that if any changes to the art work occur, it must again be approved by the City Council. 4. Request for Proposals for Para Transit Eligibility Determination (Mark Mehmert) Mr. Mehmert explained staff requests the Committee support for issuing a request for proposals for the purposes of recertifying eligibility for Handiwheels riders and potentially certifying future applicants. There was discussion among Committee members and staff regarding the recertification of eligibility, length of time for recertification, and possible savings for additional fixed route service. 5. Automatic Vehicle Locators and Passenger Counters (Mark Mehmert) Mr. Mehmert gave a presentation on the Double Map system showing locations of buses and bus stops. He explained citizens can download the app on their phones to know where the bus is located at any given time. 4. Other Topics 1. McCarty Street City Council Chambers The meeting was convened at 7:41 P.M. by the current Chair of the Committee, Councilman Hussey for the purpose of election of officers. Members of the Committee were noted present by roll call: Present: Absent: Fitzwater, Hussey, Kemna, Schreiber, and Ward None Councilman Hussey opened the floor for nominations of Chair and Vice-Chair. Chair-Councilwoman Ward nominated Councilman Hussey as Chair. Councilman Kemna motioned to cease nominations and elect Councilman Hussey by acclamation. Councilman Fitzwater seconded the motion. This would include the section beginning 100 feet south of W . Edgewood Drive to a point that is 160 feet west/south of the wesUsouth curb line on Porta bello Place Drive . The request is being brought forward as a result of recommendations made by the traffic impact study prepared in conjunction with the development of Capitol City High School, and is being perused at this time with the acknowledgement that a significant percentage of construction materials for the High School will be brought to the site through Creek Trail Drive . Of greatest concern are the existing and future queues at the intersection of Creek Trail and W. Edgewood. The traffic impact study indicates left hand turn queue lengths on Creek Trail Drive of 21 0' in the morning peak, 120' in the afternoon pea k, and a 200' in the evening with all peak times operating at a level of service "F". In all cases the queue lengths exceed the existing 45 foot long left turn pocket and will back up through the 100 foot no parking zone and by doing so block access to the lane serving the right turn . Removal of the parking would allow for unobstructed access for right hand turns and would reduce delay for those vehicles. The section of Creek Trail Drive from W . Edgewood to Portabello Place is 38" wide which is the standard width for a street with a through lane in each direction and a center two way left turn lane . Configuring the street in this fashion would allow accommodations for separated left and right turn movements onto W . Edgewood Drive and would provide refuge for vehicles using the 18 commercial driveways that ex ist between W . Edgewood and Portabello Place. As indicated by the traffic impact study the City will continue to monitor the intersection of W . Edgewood Drive and Creek Trail Drive to determine when further improvements will need to be made to the intersection. This item was discussed that the May 3rd Transportation and Traffic Commission and received their approval. If you have any questions concern ing this request I would be happy to address them . McCarty Street Jefferson City, MO 65101 SUBJECT Traffic Engineering Services Capital City High School Jefferson City, Missouri Dear Mr. Samson: As requested, Merge Midwest Engineering, LLC ha s completed the traffic analysis in conjunction with the proposed Capital City High School development in Jefferson City, Missouri. The traffic analysis focu se d on the anticipated traffic impacts as sociated with the proposed Capital City High School. Due to the nature of the afternoon peak hour of the school occurring before the general peak hour of adjacent street traffic, the afternoon peak hour was analyzed in lieu of the traditional P.M. commuter peak hour. The intersection of West Edgewood Drive and Creek Trail Drive was also analyzed during the P.M. commuter peak hour due to the existing longer queues for the northbound left-turn movement at the intersection. EXISTING CONDITIONS Existing Traffic Volumes: Gewalt Hamilton Asso ciates, Inc. recorded peak-hour traffic counts on Tuesday, February 13, 2018, via video camera . The counts were processed by Miovision Technologies, Inc. and can be found in the Appendix. Counts were recorded at the intersections of the Missouri Route 179 ramp s & Mission Drive, We st Edgewood Drive & Creek Trail Drive, and Creek Trail Drive & Portabello Place Drive . Counts were also recoded at the existing three legs of the roundabout of Mission Drive, Rolling Hills Drive, and the Hospital Drive. Based upon the completed counts, the existing morning and afternoon peak hours were determined to occur from 7:15 -8:15 A.M. and from 3:30-4:30 P.M., respectively. Therefore, the peak hours analyzed in this report were 7:15-8:15 A.M . and 3:00-4:00 P.M. The P.M. peak hour at the interse ction of West Edgewood Drive and Creek Trail Drive was determined to occur from 4 :30-5:30 P.M. Figure 1 summarizes the existing peak hour traffic volumes . Existing Roadway Network: Mission Drive is a two-lane roadway that provides one lane eastbound and westbound, with a posted speed limit of 40 miles per hour (mph). Creek Trail Drive is a two-lane roadway that generally runs north/south from the intersection with West Edgewood Drive, then turns to the west and becomes Frog Hollow Road. Creek Trail Drive is currently a 38-foot section of roadway that is marked for two lanes with a separate northbound left-turn lane at the intersection with West Edgewood Drive. Creek Trail Drive wa s originally designed to be a collector street with a 3-lane cro ss section, however, a center turn lane has not been marked . On -s treet parking is currently allowed along Creek Trail Drive beginning approximately 100 feet south of West Edgewood Drive. The posted speed limit on Creek Trail Drive is 30 mph . PROPOSED CONDITIONS Proposed Land Use : Th e proposed Capital City High School development consists of a single main building for future capacity of 1500 students. The propos e d site plan is shown on Exhibit 1. Proposed Access & Circulation Plan: The proposed Capital City High School development will primarily be served by New City Street, a roadway connection from Creek Trail Drive to the Mission Drive/Rolling Hill s Drive Round about. As shown on Exhibit 1, two large parking lots will be located north and south of the school building. In addition, a "circle drive " will be provided on the ea st side for pa rent drop-off access. The West Drive road will provide a connection from the north and south parking lots along the west side of the property. The section of the We st Drive betwee n the parking lots along the school building frontage will be reserved for bus traffic only during peak pick-up and drop-off periods . Central Missouri Professional Service s, Inc. met with school di strict re pre sentatives to discuss a circulation plan for the Ca pital City High School. Trip Generation: The estim ated trip generation for the proposed Capital City High School development was ba sed upon the 101h edition of the Institute of Transportation Engineers (ITE) "Trip Gen eration Handbo o k" and is summarized bel o w . It should be noted that th e Afternoon peak hour reflects the peak hour of the Generator, when school w ould be di smiss ed , and the P.M . peak hour reflects the traditional commuter peak hour. Th e existing+ site A.M. and Afternoon peak-hour volumes are shown on Figures 2 & 3, respectively. ANALYSES A series of intersec tion capacity analyses were completed at the study intersections to determine the expected le ve ls of service, the lengths of delays, and veh icl e queues experienced by drivers. The study intersections were analyzed ba sed upon the 2010 edition of the Transportation Resea rch Board 's (TRB) "Highway Capacity Manual." A description of the level-of-serv ice criteria used in these analyses is shown below: Table 2-Level of Service Definitions (Unsignalized Intersections) Control Delay (sec/veh} level of Service 0-10 A >10-15 B >1 5-25 c >2 5-35 D >35-50 E >50 F All capacity analysis output is included in the Appendix attached to this report. It sho u ld be noted that all completed analyses utilized the Synchro 10 software package. Existing Traffic Conditions: Figures 4 and 5 depict the results of the completed analyses for the exist in g A.M. and Afternoon peak -hour traffic volume scenarios. Th e completed analyses indicate that most movements at the study intersect ions currently operate at l eve l of Service (LOS) "B" or better with minimal queues. The northbound left-turn movement at the inter sect ion of Creek Trail Dr ive and West Edgewood Drive currently operates a LOS "F" with a 55' queue during the A.M. peak hour, lOS "D" with a 25' queue during the Afte rnoon peak hour, and LOS "F" with a 200' queue during the P.M. peak hour. Peak-Hour Signa l Warrant analyses (Warrant 3), in accordance with the Manual on Uniform Traffic Control Devices (MUTCD), were ca l culated for all peak hours, and the intersec tion currently doe s not meet the peak-ho ur warrant during any of the peak hours. The warrant analyses can be found in the Appendix of this report. The City has completed a corridor study on West Edgewood Drive between Stadium Boulevard and Missouri Route 179 to address current delay, and in anticipation of future development, including Capital City High School. The corridor study recommended construction of roundabouts at the intersections of West Edgewood Drive with Stadium Boulevard, Creek Trail Drive, and a future extension of Stoneridge Parkway . Although there is no construction planned at this time, the City is monitoring the corridor to determine when these projects should be constructed . Existing + Site Traffic Conditions: As shown on Figures 6 & 7 , most movements at the study intersections currently operate at Leve l of Service (LOS) "C" or better with minimal queues for the Exi sting+ Site traffic volume sce nario. The northbound left-turn movement at the intersection of Creek Trail Drive and West Ed gewood Drive is expected to operate at a LOS "F" with a 210' queue during the A.M. peak hour, LOS "F" with a 120' queue during the Afternoon peak hour, and LOS "F" with a 200' queue during the P.M. peak hour. Again, it is not uncommon for turning movements from side-street approaches to ex perience lengthy delays during peak-hour conditions . SUMMARY Most of the movements at the study intersections are expected to operate at LOS "C" or better, with minimal queuing, with the addition of the traffic from the Capital City High School Development. The intersection of West Edgewood Drive and Creek Trail Drive currently experiences poor levels of serv ice for the northbound left-turn movement during all peak hours, and approximately a 200' queue during the existing P.M. peak hour. With the addition of the Capital City High School traffic, the northbound left-turn queue is expected to be approximately 210' during the A.M. peak hour, 120' during the Afternoon peak hour, and 200' during the P.M. peak hour. MUTCD Peak Hour signal warrants are not expected to be met at the intersection of West Edgewood Drive and Creek Trail Drive with the addition of the Capital City High School traffic. The City should continue to monitor traffic volumes and crash data at the intersection to determine when recommendations from the existing corridor study shou ld be implemented . Thi s would allow for the northbound right-turn movements to not get blocked from the northbound left-turning traffic. There are mu lt iple driveways on the east and west side of Creek Trail Dr ive and remov i ng the parking would also allow for the 38' roadway to be re -strip ed to al low for one lane in each direction, plus a center t wo-way l eft-turn lane (TWLTL). Request for Qualifications -Pavement Management Analysis and Asset Management Inventory Staff requests the committee's endorsement to issue a Request for Qualifications (RFQ ) for firms to assist the City in developing and implementing a pavement evaluation system for our streets. As envisioned the City, in conjunction with Cole County, would contract with a single firm to provide pavement condition ratings of our street network through the use of automated system . The system approach would provide repeatable , objective conditions ratings, allowing comparison roadways across the network. With approval from the committee, staff intends to issue the attached draft RFP in the coming weeks . Once submittals have been received and evaluated , staff would forward a contract for approval. cc : Matt Morasch , P.E. Attachment REQUEST FOR QUALIFICATIONS Pavement Management Analysis and Asset Management Inventory Jefferson City and Cole County, Missouri Public Works Departments are seeking qualifications to conduct Pavement Management Analysis and Asset Management Inventory for approximately 250 centerline miles within the City and 320 centerline miles within the county. Both agencies currently manages the roads with in-house visual assessments and desire to have a simple repeatable system using non- proprietary software such as an EXCEL spreadsheets or similar program to record and perform pavement and right-of-way asset analysis. It is also desired to have the ability to link the data to the joint City/County ESRI mapping software. All data should be collected continuously and recorded in 1 00-foot intervals in the form of a detailed database complete with GPS coordinates. The City and County each intend to award separate contracts to a singular consultant that will meet the qualification criteria and has successfully performed services on similar projects in the past. All data must be collected in accordance with the U.S. Army Corps of Engineers data protocol, commonly called ASTM 06433. The successful firm will be required to enter into separate contracts with both the City and County for the services described in this RFQ. Although the scope will be negotiated with the selected consultant, it is anticipated that the project will included at minimum performance of a single-pass testing for local streets and double-pass (each direction) testing on all collector and arterial streets. A continuous linear survey shall be performed and not a sampling of the network. All survey work shall be performed on dry pavement and in lighting conditions that assure accurate crack detection. The consultant will be responsible for providing a quality control (QC) procedure to ensure that the pavement condition data is accurate and reproducible. The QC procedure will also verify that the data is accurately converted to shapefile and EXCEL format and organized in a clear and concise manner. By utilizing properly calibrated laser road surface testing equipment enhanced with digital imagery and GPS capabilities, the Consultant shall collect a full array of pavement condition data. The equipment must be capable of: • Automatically and continuously measuring pavement cracking, texture, rutting and geometries. Equipment used for rut measurements shall be capable of measuring both wheel track ruts simultaneously. • Providing a customized digital condition rating system to collect user defined severity/extent based pavement distresses and pertinent roadway attributes. Page 1 of3 • Collecting dual-wheel path roughness data to International Roughness Index standards. • Providing internal GPS navigation for gee-locating pavement and right of way asset information. • Linear distance measuring to within +/-0.5%. Subject to further refinement, the purpose and objectives of this project are to: 1. Collect pavement surface distress and structural condition information through automated means for all City and County owned paved roadways. The collected data will include Pavement Data Load & Supply along with Pavement Analysis. 2. Preserve pavement analysis data for future updates and provide output data to City and County as needed. 3. Develop an EXCEL based budget and maintenance plan which will be presented in a written technical memorandum. Interested consulting firms should submit a letter of interest. The letter should include the firm's qualifications for the work and shall not exceed fifteen pages in total. (A page is defined as 8-1/2 by 11 inches and printed on one side.) Eight copies (four for each the City and County) of the letter of interest should be received at the address and by the time specified. The fee established for this administrative cost is $100, and was last updated in May 2007 when it was increased from $55 to $100. The fee is charged upon filing the special tax bill with the City Clerk after completion of nuisance abatement activity. An interest rate of 8% is charged 30 days after the date of approval. If not paid, the special tax bill is turned over to the Cole County Tax Collector to be included in property taxes assessment. Last year, staff conducted an analysis of staff time associated with code enforcement processes including investigating, notification, summons, hearings, nuisance abatement, etc. The outcome showed that the personnel costs associated with abatement is $233.84; summons is $282.36 and hearing is $513.35. If averaging these together, the approximate personnel cost with nuisance abatement is $343. Staff researched how administrative fees are charged and collected in other cities. The administrative fees are charged in multiple ways such as actual cost incurred, progressive fee structure, suspension of licenses, etc. When reviewing other Missouri City's fee structure for nuisance abatement administrative fees the following was found: a. Columbia-charges all actual administrative charges. The bill is attached as a lien and accrues 8o/o interest b. Cape Girardeau -$150 + Bo/o interest, if overdue city suspends all licenses and permits until paid. c. St I oseph -1st abatement: $75 admin fee, 2nd abatement: $200 admin fee, 3nt abatement: $600. d. Hannibal -Per 12 month period, 1st abatement: $200 admin fee, 2nd abatement: $275 admin fee, 3rd abatement: $350; 4th+ abatement: $400. Based on the above information, staff proposes increasing the administrative fee as it has been over a decade since it was last updated. By increasing the fee will help the city recover actual costs associated with nuisance abatement In addition, the increased fee may aid in gaining voluntary compliance from property owners. Staff proposes the following: • Increase the administrative fee from $100 to $250. • Remove the fee structure from Chapter 21 and move to Appendix Y, Schedule of Administrative Fees, Permits, Licenses and Other Charges. DEPARTMENT OF PLANNING AND PROTECTIVE SERVICES MEMORANDUM TO: Public Works and Planning Committee THROUGH: Sonny Sanders, Planning & Protective Services Director FROM: Jayme Abbott, Neighborhood Services Manager DATE: May7, 2018 RE: Cardboard Recycling Update Over the last year, staff has been providing updates regarding the City's cardboard recycling containers and the current contractor, New World Recycling. Currently there is a zero dollar ($0) contract with New World for collecting, processing, and marketing newspaper, magazines and cardboard from six different locations for a total of nine (9) containers. Over the last several years, the contractor has not serviced the containers in accordance to the contract; which often leads to full containers and illegal dumping. Per the contract, each of the containers is to b e picked up and transported once a week on Monday. In addition the containers located at the City Hall East parking lot are to be picked up again on Friday. Although the City is not paying New World Recycling for their services, the contractor is only able to recycle cardboard for money. From the week of February 12, 2018 through the week of March 5, 2018, New World Recycling did not service the 9 containers. Staff was told by New World staff that their truck was broken down with no estimated time table to be back in service. On March 1, 2018, the City hired Republic Services to empty all containers incurring the cost of $1,026. A Breach of Contract letter dated April12, 2018 was sent to New World Recycling asking for payment of $1,026 as a result of breach of contract. As of May 4, 2018, no payment has been received from New World Recycling. History: The containers were purchased in the 1990's as part of a recycling grant to provide City residents an option for recycling cardboard, newspaper, and magazines. The container's condition are in rough shape as they are rusted, will require maintenance, and coming to end of their useful life. There are currently no funds dedicated to the maintenance of these containers. In November 2009, single stream recycling (grey top carts) was offered through our current provider, Republic Services. Since City residents are provided single stream recycling which accepts the newspaper & cardboard, the main users of these containers are businesses and/or county residents. The current contract with Republic Services granted exclusive right to provide solid waste collection including recycling (except fore-waste, household hazardous waste, white goods or glass recycling). When the contract took effect in 2016, recycling businesses such as Kingdom Projects were notified of Republic's exclusive contract. Kingdom Projects is a sheltered workshop that picked up cardboard recycling from businesses and other entities for free. Options: The following are possible options for addressing the over-fill of containers: 1. Relocate all fire station containers to City Hall. This option would increase the number of containers available at City Hall which is one of the most utilized locations. This option does not address overall cardboard pickup and illegal dumping. In addition, the container areas at fire stations are not lit which may pose safety concerns. 2. To curb illegal dumping add cameras to each location. This option does not address overall cardboard pickup issue. 3. Have Republic Services pick up the cardboard recycling containers on a schedule. This option would include a contract amendment. Republic Services estimated cost of $34,000 to service all 9 containers. The breakdown is $95 per load servicing biweekly for a total of 360 loads per year. 4. Eliminate the cardboard recycling program. 5. Do nothing. Continue to monitor pick-ups and compliance with contract. Staff Recommendation: Staff recommends option 3, having Republic Services pick up the cardboard recycling containers on a schedule. Since 2016, Republic Services complete the pickup of the Ripple Glass Containers on a bi-weekly basis. With this process there has not been any issue of the glass containers being serviced in a timely manner or overfilled.
