CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the Mayor at 7:00 p.m. Present were Councilmembers Michael W. Davey, Enrique Garcia, Steve Liedman and Mayor Robert L. Vernon. Councilmembers Patricia Weinman, Thomas Thornton and Vice Mayor Jorge E. Mendia were absent. Also present were Acting Village Manager Jud Kurlancheek, Village Clerk Conchita H. Alvarez and Village Attorney Stephen P. Heitman. Reverend David Moran from the Key Biscayne Presbyterian Church gave an invocation. 2. PLEDGE OF ALLEGIANCE: Mr. Fausto Gomez led the Pledge of Allegiance. 3. AGENDA: Councilmember Garcia requested the addition of a discussion regarding traffic lights on Crandon Boulevard as Item 8A2. There was no objection to the agenda change. 4. PUBLIC COMMENTS: There were no speakers present. 5. APPROVAL OF MINUTES: Councilmember Liedman made a motion to approve the minutes of the June 5, 2007 Regular Council Meeting, the minutes of the June 12, 2007 Special Council Meeting and the minutes of the June 12, 2007 Budget Workshop. The motion was seconded by Councilmember Davey and approved by a 4-0 voice vote. The vote was as follows: Councilmembers Davey, Garcia, Liedman and Mayor Vernon voting Yes. 1 of 4 July 2, 2007 6. ORDINANCES: There were no ordinances considered by Council. 7. RESOLUTIONS: The Clerk read the following resolution by title: A RESOLUTION OF THE VILLAGE OF KEY BISCAYNE, FLORIDA; DETERMINING THE PROPOSED MILLAGE RATE, THE CURRENT YEAR ROLLED -BACK RATE, AND THE DATE, TIME AND PLACE FOR THE FIRST AND SECOND PUBLIC BUDGET HEARINGS AS REQUIRED BY LAW; DIRECTING THE CLERK AND MANAGER TO FILE SAID RESOLUTION WITH THE PROPERTY APPRAISER OF MIAMI-DADE COUNTY PURSUANT TO THE REQUIREMENTS OF FLORIDA STATUTES AND THE RULES AND REGULATIONS OF THE DEPARTMENT OF REVENUE OF THE STATE OF FLORIDA; PROVIDING FOR AN EFFECTIVE DATE. The Attorney addressed the Council regarding this resolution. Councilmember Garcia made a motion to approve the resolution. The motion was seconded by Councilmember Davey and approved by a 4-0 voice vote. The vote was as follows: Councilmembers Davey, Garcia, Liedman and Mayor Vernon voting Yes. The Clerk read the following resolution by title: A CAPITAL PROJECT AUTHORIZING RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, CONCERNING THE CONSTRUCTION OF DRAINAGE IMPROVEMENTS FOR WOODCREST ROAD, GLENRIDGE ROAD, BUTTONWOOD DRIVE (THE "PROJECT"); AWARDING PROJECT CONSTRUCTION WORK TO MIGUEL LOPEZ, JR. INC, (THE "CONTRACTOR") AUTHORIZING VILLAGE MANAGER TO EXECUTE THE CONSTRUCTION CONTRACT FOR THE PROJECT; AUTHORIZING EXPENDITURE OF FUNDS; AUTHORIZING IMPLEMENTATION; PROVIDING FOR AN EFFECTIVE DATE. Councilmember Garcia made a motion to approve the resolution. The motion was seconded by Councilmember Liedman and approved by a 4-0 voice vote. The vote was as follows: Councilmembers Davey, Garcia, Liedman and Mayor Vernon voting Yes. The Clerk read the following resolution by title: A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, RATIFYING APPOINTMENTS TO THE VILLAGE OF KEY BISCAYNE SPECIAL MAGISTRATES BOARD; PROVIDING FOR IMPLEMENTATION; AND PROVIDING FOR AN EFFECTIVE DATE. 2 of 4 July 2, 2007 Councilmember Liedman made a motion to approve the resolution. The motion was seconded by Councilmember Garcia and approved by a 4-0 voice vote. The vote was as follows: Councilmembers Davey, Garcia, Liedman and Mayor Vernon voting Yes. 8. REPORTS AND RECOMMENDATIONS: The following items were discussed: Mayor and Councilmembers. The Mayor introduced Mr. Fausto Gomez with Gomez Barker Associates, Inc., Intergovernmental Representative. Mr. Gomez addressed the Council giving a brief overview of the tax reform. Councilmember Garcia addressed the Council regarding the C -Pass lane on the west side of the Rickenbacker Causeway requesting that the Chief of Police Charles Press contact the proper authorities to try to have this lane open all day. Councilmember Garcia also addressed the Council regarding vehicles running the red traffic lights on Crandon Boulevard proposing the use of cameras at traffic lights. Village Attorney. The Attorney did not submit a report. Village Clerk. The Clerk presented to the Council the certification of the June 12, 2007 Special Mail Ballot Election results. Councilmember Garcia made a motion accepting the Clerk's certification of the June 12, 2007 Special Mail Ballot Election results. The motion was seconded by Councilmember Davey and approved by a 4-0 voice vote. The vote was as follows: Councilmembers Davey, Garcia, Liedman and Mayor Vernon voting Yes. Village Manager. The Acting Manager did not submit a report. 9. OTHER BUSINESS/GENERAL DISCUSSION: There was no further business discussed. 10. SCHEDULE OF FUTURE MEETINGS/EVENTS: A schedule of future meetings and events was presented to the Council. 11. ADJOURNMENT: The meeting was adjourned at 7:40 p.m. Ressec$fully submitted: Conchita H.
