SPECIAL COUNCIL MEETING
KEY BISCAYNE, FLORIDA
WEDNESDAY, JULY 11, 2007

1. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by
the Mayor at 7:00 p.m. Present were Councilmembers Michael W. Davey, Steve Liedman, Thomas
Thornton, Patricia Weinman (in attendance by phone), Vice Mayor Jorge E. Mendia and Mayor
Robert L. Vernon. Councilmember Enrique Garcia was absent. Also present were Acting Village
Manager Jud Kurlancheek and Village Attorney Stephen P. Helfman.
2. PLEDGE OF ALLEGIANCE: The Mayor led the Pledge of Allegiance.
3. AGENDA: Vice Mayor Mendia requested the addition of a discussion to re -schedule the
July 10, 2007 Council Meeting as Item 4B. There was no objection to the agenda change.
4. REPORTS AND RECOMMENDATIONS: The following items were discussed:
Village Manager. Councilmember Liedman made a motion to allocate an amount not to exceed
$76,150 to complete deferred maintenance items and increase maintenance in the Community Center
from the Community Center Maintenance Reserves. The motion was seconded by Councilmember
Thornton and approved by a 6-0 voice vote. The vote was as follows: Councilmembers Davey,
Liedman, Thornton, Weinman, Vice Mayor Mendia and Mayor Vernon voting Yes.
Acting Manager Kurlancheek and the Attorney addressed the Council regarding the re -scheduling
of the Council Meeting on the adoption of the EAR. It was the consensus of Council to hold the
LPA and Council Meeting on the adoption of the EAR on Tuesday, July 31, 2007.

5. VILLAGE MANAGER SEARCH: Mr. Colin Baenziger with Colin Baenziger &
Associates addressed the Council regarding the selection of the five or six finalists for the position
of Village Manager. It was the consensus to hold a Special Council Meeting on Monday, July 30,
2007 at 7:00 p.m. for the selection of the Village Manager.
There was extensive discussion from Council regarding the selection of the finalists for the position
of Village Manager.
The Attorney addressed the Council regarding a list of candidades that Councilmember Enrique
Garcia submitted in writing. The names are as follows: Genaro "Chip" Iglesias, Dennis Kelly,
Gregg Tindle and Jorge Vera.
Ed Meyer, 798 Crandon Boulevard; Max Puyanic, 480 S. Mashta Drive and Camille
Guething, 260 Seaview Drive addressed the Council.
At this time Mr. Baenziger requested that Councilmembers select five or six finalists from the eleven
semifinalists. The Council selected the following finalists: Genaro "Chip" Iglesias, Dennis Kelly,
Greg Tindle, Robert Oldakowski, Joe Rasco and Jorge Vera.
It was the consensus of Council to hold the individual interviews with the candidates on Saturday,
July 28, 2007 and the final selection of the Manager on Monday, July 30, 2007 at 7:00 p.m.
6. ADJOURNMENT: The meeting was adjourned at 8:10 p.m.
