SPECIAL COUNCIL MEETING
KEY BISCAYNE, FLORIDA
MONDAY, JULY 30, 2007
COUNCIL CHAMBER

1. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by
the Mayor at 7:00 p.m. Present were Councilmembers Michael W. Davey, Enrique Garcia, Steve
Liedman, Thomas Thornton, Patricia Weinman, Vice Mayor Jorge E. Mendia and Mayor Robert
L. Vernon. Also present were Acting Village Manager Jud Kurlancheek and Village Attorney
Richard Jay Weiss.
2. PLEDGE OF ALLEGIANCE: Mr. Colin Baenziger led the Pledge of Allegiance.
The Mayor addressed the Council and the public regarding the process for the selection of the new
Village Manager.
3. VILLAGE MANAGER SEARCH: At this time Mr. Colin Baenziger, with Colin
Baenziger & Associates addressed the Council recommending that the Council select two finalists.
Councilmember Davey made a motion to vote for only one finalist. The motion was seconded by
Councilmember Garcia and failed by a 3-4 voice vote. The vote was as follows: Councilmembers
Davey, Garcia and Thornton voting Yes. Councilmembers Liedman, Weinman, Vice Mayor Mendia
and Mayor Vernon voting No.

The Council voted as follows: Councilmember Davey selected Genaro "Chip" Iglesias and Joe
Rasco; Councilmember Garcia selected Genaro "Chip" Iglesias and Dennis Kelly; Councilmember
Liedman selected Genaro "Chip" Iglesias and Robert Oldakowski; Councilmember Thornton
selected Genaro "Chip" Iglesias and Joe Rasco; Councilmember Weinman selected Genaro "Chip"
Iglesias and Robert Oldakowski; Vice Mayor Mendia selected Genaro "Chip" Iglesias and Robert
Oldakowski and Mayor Vernon selected Genaro "Chip" Iglesias and Joe Rasco.
On the second round Councilmembers Garcia, Liedman, Thornton, Weinman, Vice Mayor Mendia
and Mayor Vernon voted in favor of Genaro "Chip" Iglesias and Councilmember Davey voted in
favor of Joe Rasco.
Mr. Genaro "Chip" Iglesias was selected as the new Village Manager by a 6-1 vote. The vote was
as follows: Councilmembers Garcia, Liedman, Thornton, Weinman, Vice Mayor Mendia and Mayor
Vernon voted in favor of Mr. Iglesias. Councilmember Davey voted in favor of Mr. Rasco.
Subsequent to the vote, the Council voiced unanimous support for Mr. Genaro "Chip" Iglesias as
Village Manager.
4. ADJOURNMENT: The meeting was adjourned at 7:15 p.m.

PERSON WILL NEED A RECORD OF THE PROCEEDINGS AND, FOR SUCH PURPOSE,
MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS
MADE, WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH
THE APPEAL IS TO BE BASED.
