SECOND BUDGET HEARING
KEY BISCAYNE, FLORIDA
TUESDAY, SEPTEMBER 25, 2007

1. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by
the Mayor at 7:00 p.m. Present were Councilmembers Michael W. Davey, Enrique Garcia, Steve
Liedman, Thomas Thornton, Patricia Weinman, Vice Mayor Jorge E. Mendia and Mayor Robert L.
Vernon. Also present were Village Manager Genaro "Chip" Iglesias, Village Clerk Conchita H.
Alvarez and Village Attorney Stephen P. Helfman.
2. PLEDGE OF ALLEGIANCE: Former Mayor John Festa led the Pledge of Allegiance.
3. APPROVAL OF MINUTES: Councilmember Garcia made a motion to approve the
minutes of the September 11, 2007 First Budget Hearing. The motion was seconded by
Councilmember Weinman and approved by a 7-0 voice vote. The vote was as follows:
Councilmembers Davey, Garcia, Liedman, Thornton, Weinman, Vice Mayor Mendia and Mayor
Vernon voting Yes.
4. MILLAGE RATE RESOLUTION: The Clerk read the following resolution by title:
A RESOLUTION OF THE VILLAGE OF KEY BISCAYNE, FLORIDA; ADOPTING THE
FINAL MILLAGE RATE OF THE VILLAGE OF KEY BISCAYNE FOR THE FISCAL
YEAR COMMENCING OCTOBER 1, 2007 THROUGH SEPTEMBER 30, 2008 PURSUANT
TO FLORIDA STATUTE 200.065 (TRIM BILL); PROVIDING FOR AN EFFECTIVE
DATE.

Councilmember Thornton made a motion to approve the resolution. The motion was seconded by
Councilmember Davey.
The Manager addressed the Council regarding the Village incorrectly reporting to the Property
Appraiser a proposed millage rate of $2.699 per $1,000 of taxable property value instead of the
tentative millage rate of $3.45 per $1,000 of taxable property value adopted by the Council in July
2007. A Final Budget Hearing will be held on Thursday, October 4, 2007.
The Mayor opened the public hearing. Gloria Izaguirre, 285 Hampton Lane; Charles Viscito,
141 Crandon Boulevard; John Festa, 695 Harbor Lane and Michele Estevez-Hayes, 800
Crandon Boulevard addressed the Council. The Mayor closed the public hearing.
5. ORDINANCES: The Attorney read the following ordinance on second reading, by title:
AN ORDINANCE OF THE VILLAGE OF KEY BISCAYNE, FLORIDA; ADOPTING THE
BUDGETS FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2007 THROUGH
SEPTEMBER 30, 2008 PURSUANT TO FLORIDA STATUTE 200.065 (TRIM BILL);
PROVIDING FOR AN EFFECTIVE DATE.
6. SCHEDULE OF FUTURE MEETINGS/EVENTS: A schedule of future meetings and
events was presented to the Council.
Vice Mayor Mendia requested that staff prepare some debt cap projections and different options for
the purchase of 85 West Enid Drive for the Final Budget Hearing on October 4, 2007.
Councilmember Davey made a motion to recess the meeting and to continue the hearing to Thursday,
October 4, 2007 at 7:00 p.m. in the Council Chamber. The motion was seconded by Councilmember
Thornton and approved by a 7-0 voice vote. The vote was as follows: Councilmembers Davey,
Garcia, Liedman, Thornton, Weinman, Vice Mayor Mendia and Mayor Vernon voting Yes.
The meeting was recessed at 7:30 p.m.
