Bob Collett-continued discussion re: Youth Access to Tobacco Regulations Bob Collett&Cheryl Sbarra, Attorney for MAHB were present. CS handed out a checklist for the proposed regulation. There was talk about signs for stores. The Board went over the checklist and approved the items they wanted in their regulation. BC&CS will draft up the regulation and let the Board go over it. A public hearing will be set up after that. 2. Mary Devlin-Senior Depression/Suicide Prevention Grant and Katherine Berry-McDonagh-Volunteer with the Samaritans on CC&the Islands They explained that they work with the COA's and have a program called REACH. They work from a grant. When someone is identified as being at risk, a nurse will go and assist that person. It is not a medical visit, more of a coaching visit. 3. Discussion-statement Regarding Health and Safety issues at Drummer Boy Park and dog recreation and proposed Regulation JH stated that because the full Board was not present that they should wait to take a vote on this. JH mentioned the mitigation plan that David Karem has submitted. Motion: LS-there will not be any discussion on this issue tonight. MC seconded. 4 yes. 4. Continued discussion-policy regarding sewage disposal system variances There has been nothing new to look at. John Schniable did submit some comments to the Board. A lot of questions on "coastal bank"were brought up. It was stated that this would be a policy/guideline not a regulation. MC asked about getting this in electronic format so that the Board could make changes and possible a cheat sheet. The Board is accepting this as a septic variance decision tool in its edited form. 5. Discussion-proposed nutrient management/nitrogen loading regulations JH spoke about the 300'to pond regulation and how people could put whatever size house they wanted on the lot even if they ask for a variance. She thought that the 440 rule should come into play when it is new construction. JH will draw something up. 6. Mid-Year Review approval Noted. 8. The Back Nine Café @ Captains Golf Course-plan review and application approval Antonella Fernandez&Nick Muce, operators were present. They have applications in for the main kitchen, snack shack and a mobile unit at the golf course. JH went over the Inspectors recommendations and noted that a septic inspection must be done. Motion: KJ-grant permits with recommendations. LS seconded. 4 yes. Chairman signed the bills to be paid. Add On's There was discussion on the Pets Banned from Beaches regulation. The Board spoke about the Attorney's opinion and about some minor changes. JH thought that"landings"should be deleted Motion: LS-delete the work"landings". KJ seconded. 4 yes. The Beach definition will be changed to what the Attorney recommended. A few other changes were made due to the Attorney's recommendation. Fines will be 50, 100 and 200.
