VILLAGE COUNCIL MEETING
KEY BISCAYNE, FLORIDA
TUESDAY, MAY 9, 2006

1 CALL TO ORDER/ROLL CALL OF MEMBERS The meeting was called to order by
the Mayor at 7 00 p m Present were Councilmembers Enrique Garcia, Steve Liedman, Jorge E
Mendia, Thomas Thornton, Patncia Weinman, Vice Mayor Robert L Vernon and Mayor Robert
Oldakowski Also present were Village Manager Jacqueline R Menendez, Village Clerk Conchita
H Alvarez and Village Attorney David M Wolpin
2 INVOCATION Rabbi Michael Resnick, Congregation Beth David gave an invocation
3 PLEDGE OF ALLEGIANCE Mr Mark Fned led the Pledge of Allegiance
4 SPECIAL PRESENTATIONS The Mayor, on behalf of the Village Council presented
Certificates of Election to the Members of the Village of Key Biscayne Youth Council The Mayor
also presented a proclamation to Rachel Fned recognizing her for her leadership as Mayor of the
Youth Council
5 PUBLIC COMMENTS The following residents addressed the Council Camille Guething,
260 Seaview Dnve and Mark Fned, 525 Warren Lane
6 AGENDA Councilmember Liedman requested the addition of an update regarding
Crandon Boulevard construction as Item 10D4 There was no objection to the agenda change

7 CONSENT AGENDA Councilmember Mendia made a motion to approve the following
consent agenda The motion was seconded by Councilmember Garcia and approved by a 7-0 voice
vote The vote was as follows Councilmembers Garcia, Liedman, Mendia, Thornton, Weinman,
Vice Mayor Vernon and Mayor Oldakowski voting Yes

A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE,
FLORIDA, REQUESTING MIAMI-DADE COUNTY TO IMPROVE THE BICYCLE LANE
ALONG THE RICKENBACKER CAUSEWAY, PROVIDING FOR AN EFFECTIVE DATE
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE,
FLORIDA, REQUESTING MIAMI-DADE COUNTY TO MAINTAIN THE PRESENT
ENTRANCES AT CRANDON PARK, AND NOT TO INSTITUTE ANY ADDITIONAL
SOUTH ENTRANCE, PROVIDING FOR AN EFFECTIVE DATE
8 ORDINANCES The Clerk read the following ordinance on first reading, by title
AN ORDINANCE OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, AMENDING
SECTION 2-101 "QUALIFYING PERIOD" OF ARTICLE V "ELECTIONS" OF CHAPTER
2 "ADMINISTRATION" OF THE VILLAGE CODE TO AMEND AND CLARIFY
EXISTING CODE PROVISIONS CONCERNING THE QUALIFYING PERIOD FOR
CANDIDATES FOR THE OFFICE OF MAYOR OR VILLAGE COUNCIL SO AS TO
CONFORM TO THE RECENT AMENDMENT OF SECTION 5 01 OF THE VILLAGE
CHARTER, AND TO PROVIDE A MECHANISM FOR ESTABLISHING QUALIFYING
PERIODS FOR ANY SPECIAL MAYORAL OR COUNCIL ELECTIONS, PROVIDING
FOR SEVERABILITY, PROVIDING FOR INCLUSION IN CODE, PROVIDING FOR AN
EFFECTIVE DATE
The Attorney and the Clerk addressed the Council regarding this ordinance
Councilmember Garcia made a motion to adopt the ordinance on first reading The motion was
seconded by Councilmember Weinman and adopted on first reading by a 7-0 roll call vote The vote
was as follows Councilmembers Garcia, Liedman, Mendia, Thornton, Weinman, Vice Mayor
Vernon and Mayor Oldakowski voting Yes
The second reading of this ordinance will be on June 13, 2006

9 RESOLUTIONS The Clerk read the following resolution by title
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE,
FLORIDA, AUTHORIZING AND APPROVING THIRD AMENDMENT TO
PROFESSIONAL SERVICES AGREEMENT BETWEEN SKYLINE MANAGEMENT
GROUP, INC ("SKYLINE") AND THE VILLAGE OF KEY BISCAYNE, PROVIDING FOR
AMENDMENT TO AGREEMENT BETWEEN THE VILLAGE AND SKYLINE
CONCERNING SKYLINE'S PROVISION OF SERVICES TO THE VILLAGE AS THE
OWNER'S REPRESENTATIVE FOR VILLAGE PROJECTS, AUTHORIZING
IMPLEMENTATION, PROVIDING FOR EFFECTIVE DATE
Councilmember Garcia made a motion to approve the resolution The motion was seconded by
Councilmember Thornton
The Manager and Paul Abbot with Skyline Management addressed the Council regarding this
resolution
The resolution was approved by a 7-0 voice vote The vote was as follows Councilmembers Garcia,
Liedman, Mendia, Thornton, Weinman, Vice Mayor Vernon and Mayor Oldakowski voting Yes
10 REPORTS AND RECOMMENDATIONS The following items were discussed
Mayor and Councilmembers Councilmember Mendia addressed the Council regarding the use of
the Village Green
Councilmember Mendia made a motion to study and if necessary redesign the Village Green to better
address the Village's current needs The motion was seconded by Vice Mayor Vernon and approved
by a 7-0 voice vote The vote was as follows Councilmembers Garcia, Liedman, Mendia, Thornton,
Weinman, Vice Mayor Vernon and Mayor Oldakowski voting Yes
Jud Kurlancheek, Director of Building, Zoning and Planning and Todd Hofferberth, Parks
and Recreation Director addressed the Council regarding the uses of the Village Green
It was the consensus of Council to direct staff to update the Leisure Vision study
Mayor Oldakowski presented to the Council a tax roll summary for Fiscal Year 2005-2006
Mayor Oldakowski also addressed the Council regarding the speed limit on Crandon Boulevard
proposing changing the speed limit from 30 MPH to 25 MPH

Chief of Police Charles Press addressed the Council regarding the speed limit on Crandon
Boulevard
Michele Estevez-Hayes, 800 Crandon Boulevard, Hector Ceballos, 881 Ocean Dnve, Ed
Meyer, 100 Sunrise Dnve and Charles Viscito, 141 Crandon Boulevard addressed the
Council
It was the consensus of Council to direct staff to bnng a resolution to Council at the next meeting
requesting the Miami -Dade County Board of Commissioners to change the speed limit on Crandon
from 30 MPH to 25 MPH
Councilmember Weinman addressed the Council regarding a community wide safety and health
program
Chief Press and the Manager addressed the Council regarding the community wide safety and
health initiative
Charles Viscito, 141 Crandon Boulevard, Michele Estevez-Hayes, 800 Crandon Boulevard
and Carlos Nieto, 141 Crandon Boulevard addressed the Council regarding this issue
Councilmember Weinman made a motion to create a community wide safety and health program and
to immediately intensify street safety efforts specially on Crandon Boulevard The motion was
seconded by Councilmember Thornton and approved by a 7-0 voice vote The vote was as follows
Councilmembers Garcia, Liedman, Mendia, Thornton, Weinman, Vice Mayor Vernon and Mayor
Oldakowski voting Yes
Village Attorney The Attorney did not submit a report,
Village Clerk The Office of the Mayor issued the following proclamation dunng the month of May
Recognizing Evelyn A Turner
Village Manager The Manager addressed the Council regarding the entrance announcement board
Ramon Castella with 3CTS addressed the Council presenting a digital and a manual option
for this sign
Councilmember Liedman made a motion to approve the digital option for the entrance
announcement board The motion was seconded by Councilmember Weinman and approved by a
6-0 voice vote The vote was as follows Councilmembers Garcia, Liedman, Mendia, Thornton,
Weinman and Vice Mayor Vernon voting Yes Mayor Oldakowski was out of the room at the time

the vote was taken
The Manager also addressed the Council reporting on the progress of the proposed Sanitary Sewer
Project
Patricia Carney with PBS&J and Lourdes Abadin with Estrada Hinojosa addressed the
Council regarding the Sanitary Sewer Project
Mayor Oldakowski announced that the Village was able to obtain, from the County, six million
dollars for water replacement
The Manager also addressed the Council proposing Tuesday, May 30, 2006 to hold a Sanitary Sewer
Workshop It was consensus of Council to hold the Workshop on Tuesday, June 6, 2006 at 6 00
p m in the Council Chamber
Councilmember Liedman addressed the Council requesting an update of the Crandon Boulevard
Construction Project
Paul Abbott, project Manager and Ramon Castella with 3CTS addressed the Council giving
an update on the Crandon Project
11 OTHER BUSINESS/GENERAL DISCUSSION There was no further business discussed
12 SCHEDULE OF FUTURE MEETINGS/EVENTS A schedule of future meetings and
events was presented to the Council
13 ADJOURNMENT The meeting was adjourned at 9 31 p m
