The 2020 Vision Plan includes 51 projects that are sorted into three groups Each group is scheduled
for implementation in five year increments A list of the projects is attached for the record
The total estimated cost for all of the projects is $53,805,500 to $72,405,000 with a cost per
$1,000,000 of assessed value between $562 and $1,223 per property The lower numbers occur in
the beginning years and increase until the entire Vision Plan is implemented in 2023 The borrowing
will occur when the funds are needed An analysis indicates that a modification to the debt cap is
required in order to implement the entire Vision Plan It is recognized this will require approval
from the voters However, the Council can implement projects which will not exceed the debt cap
on a year by year basis
