HomeMy Public PortalAbout05-16-06 2020 Vision Plan Workshop.tifMINUTES 2020 VISION PLAN WORKSHOP KEY BISCAYNE, FLORIDA TUESDAY, MAY 16, 2006 COUNCIL CHAMBER 560 CRANDON BOULEVARD The meeting was called to order by the Mayor at 7 00 p m Present were Councilmembers Enrique Garcia, Steve Liedman, Jorge E Mendia, Thomas Thornton, Patricia Weinman, Vice Mayor Robert L Vernon and Mayor Robert Oldakowski Also present were Village Manager Jacqueline R Menendez and Village Attorney Richard Jay Weiss The following staff was also present Fire Rescue Chief, John C Gilbert, Director of Building, Zoning and Planning Jud Kurlancheek, Todd Hofferberth, Parks and Recreation Department and Public Works Director Armando Nunez The Mayor welcomed the public to the 2020 Vision Plan Workshop Frank Caplan, Chairman 2020 Vision Plan Committee gave a bnef introduction to the Council The Vision Plan establishes quality of life goals and objectives, standards, ideals, and aspirations for the Village from the present to 2020 The Vision Plan translates these abstract associations into quantifiable actions that can be implemented The Plan includes a detailed Capital Improvement Plan (CIP) that each Council will use as it considered projects for the Annual Goals and Objectives As directed by Council, the 2020 Vision Plan does not reference pnvately owned properties for development of Village owned projects 1 of May 16 2006 The 2020 Vision Plan includes 51 projects that are sorted into three groups Each group is scheduled for implementation in five year increments A list of the projects is attached for the record The total estimated cost for all of the projects is $53,805,500 to $72,405,000 with a cost per $1,000,000 of assessed value between $562 and $1,223 per property The lower numbers occur in the beginning years and increase until the entire Vision Plan is implemented in 2023 The borrowing will occur when the funds are needed An analysis indicates that a modification to the debt cap is required in order to implement the entire Vision Plan It is recognized this will require approval from the voters However, the Council can implement projects which will not exceed the debt cap on a year by year basis Calvin Platt with SWA Group and Silvia Vargas with Wallace Roberts and Todd made a presentation to Council The following persons addressed the Council Blanca Mesa, 544 Fernwood Road, Camille Guething, 260 Seaview Dnve, Cecile Sanchez, 260 Cypress Dnve, Patncia Romano, 361 Beechwood Dnve, Eduardo Sanchez, 260 Cypress Dnve, Rafael Perez -Blanco, 524 Fernwood Road, Mike Davey, 425 Glenndge Road, Charles Viscito, 141 Crandon Boulevard, Ed Meyer, 100 Sunnse Dnve, Alan Sonnabend, Sonesta Dnve and Shayna Varkas, 155 Ocean Lane Dnve It was the consensus of Council to move Option 2 Bayfront Park on Harbor Dnve within the Community Parks/Playing Fields category to Group 3 Projects, to combine Calusa Park with the Nature Trails, to delete the Neighborhood Parks from Group 2 Projects, to eliminate "No Village Funding" from the Educational Category, to move the Community Center Expansion Option 2 Footpnnt expansion at Community Center or construction of satellite gym/community center facility to Group 3 Projects, to eliminate Beach Improvements, to eliminate Charter School, to eliminate the creation of a Key Biscayne County from Group 1 Projects, to move to Group 1 Projects the burying of all overhead wires (FPL, Phone, Cable, TV), to move Group 2 Projects to Group 3 Projects, to move New Sidewalks from Group 3 Projects and place them in Group 1 Projects, to eliminate stone portals on beach access, to eliminate the water taxi within Improve Traffic Circulation in Group 3 Projects, to move Educational (Lifelong Learning) to Group 1 Projects A schedule of future meetings and events was presented to the Council The meeting was adjourned at 10 30 p m 2of3 May 16 2006 Res ' ' c fully submitted ,/frgt° ita H Alvarez, CMC Village Clerk Approved this 13th day of June , 2006 /Lo ccu.t. cie C_,,,.
