SANITARY SEWER WORKSHOP
VILLAGE OF KEY BISCAYNE, FLORIDA
TUESDAY, JUNE 6, 2006

The meeting was called to order by the Mayor at 6 05 p m Present were Councilmembers Enrique
Garcia, Steve Liedman, Jorge E Mendia, Thomas Thornton, Patncia Weinman, Vice Mayor Robert
L Vernon and Mayor Robert Oldakowski Also present were Village Manager Jacqueline
Menendez, Village Clerk Conchita H Alvarez and Village Attorney David M Wolpin
The Mayor addressed the Council and the public indicating that the purpose of this workshop is to
provide information regarding the sanitary sewer project and to reach consensus to direct the
Manager to bnng a the necessary documentation to the June 13, 2006 Regular Council Meeting, to
start the project
The Manager addressed the Council and the public regarding the project introducing Lourdes Reyes
Abadan with Estrada Hmojosa, Financial Advisor for the Sanitary Sewer Project, who addressed the
public and the Council
Patncia Carney and Anthony Clemente with PBS&J addressed the Council and the public giving an
overview of the sanitary sewer project
The estimated cost of the Sanitary Sewer Project is 11 million dollars The estimated time to
complete the project is from two to three years, depending on how many contractors are working

simultaneously on the project
Armando Nunez, Public Works Department Director addressed the Council regarding the estimated
cost to the homeowner to hook up to the system The cost will be approximately between $5,000
and $7,000 plus a charge from Miami -Dade County of approximately $2,500
John Festa, 695 Harbor Lane, Camille Guething, 260 Seaview Dnve, Patncia Romano, 361
Beechwood Dnve, Carlos de la Cruz, 5 Harbor Point, Ed Meyer, 100 Sunrise Dnve, Linda
Davitian, 720 Myrtlewood Lane, Michelle Barnett, 355 West Wood Drive, Michael Kahn,
881 Ocean Dnve, Chris Johansen, 212 West Mashta and Kim Newlin, 755 Allendale Road
and Cecile Sanchez, 260 Cypress Dnve addressed the Council
The estimated time to start the Sanitary Sewer Project will be some time in November of 2006
The estimated cost of the Water Pipe Replacement Project is 8,400,000 million dollars
Ms Abadin addressed the Council regarding the current situation that the Village has and the
available funding sources for each project The Village has been able to obtain 5 1 million dollars
from the Miami -Dade County General Obligation Bond and 1 million dollars from a Federal EPA
grant There is a shortfall of $4 9 million dollars for the Sanitary Sewer Project
The Village has also been able to obtain 6 million dollars from Miami -Dade County WASA There
is a shortfall of 2 million dollars for the Water Line Replacement Project
The Attorney addressed the Council regarding special assessments on affected property owners or
the use of general Village funds, at the discretion of the Council
The Attorney also addressed the project approval process A Capital project requires ordinances and
resolutions passed by Council The Attorney also stated that there are other Charter
requirements/restnctions debt limit restnctions and special assessment restnctions There are other
legal alternatives concerning special assessment restrictions Charter amendment by all Village
electors, election of property owners affected and a petition of property owners affected There is
a cntical path and time line for project election issues
There was extensive discussion by Council regarding the sanitary sewer project
There being no further business, the meeting was adjourned at 8 45 p m
