Vice Chairman Hussey called the meeting to order at 7:33 a.m. A quorum was present at this
time. The following guests were present: Mary Ann Hall; Lucinda Kincheloe; and Nicole Roberts,
News Tribune.
1. Introductions
Introductions were made at this time.
2. Approval of the February 22, 2018 Committee meeting minutes
Councilman Mihalevich moved and Councilman Fitzwater seconded to approve the February
22, 2018 minutes, motion carried. Chairman Henry was absent for this vote.
*Chairman Henry arrived at this time (7:35 a.m.).
3. New Business
1. 2018 CIP Work Plan & Wastewater CIP Work Plan (David Bange/Eric Seaman)
Mr. Bange explained the list of projects included in the Capital Improvement Work Plan which
includes roadway, stormwater, sidewalk/greenway, Transit, and various other projects.
Mr. Seaman explained the list of projects included in Wastewater Capital Improvements Work
Plan, including pump station replacement, floodproofing, sewer extension, and sewer main
replacements.

Mr. Morasch stated he will have an update of accomplishments of the stormwater crew at one
of the next Committee meetings.
2. Livable Streets Update (David Bange)
Mr. Bange explained staff intends to amend Chapter 32 of the City Code to include Livable
Streets to promote the design of streets for all modes of transportation, including walking and biking.
There was discussion among Committee members and staff regarding the code changes and
how it would help when applying for grants, cost of building sidewalks and the neighborhood
improvement program.
3. Permissive Use of Right-of-Way for Art Display on Electrical Boxes on Capital
Avenue (Britt Smith)
Mr. Smith explained the Cultural Arts Foundation is requesting the permissive use which staff
supports.
There was discussion among Committee members, staff and those present regarding the
themed art work, placement of art on the boxes, damaged art work to be replaced by the Cultural Arts,
and the vinyl material to be used.
Councilman Mihalevich moved and Councilman Hussey seconded to refer the permissive use
of right of way to the City Council with the condition that if any changes to the art work occur, it must
again be approved by the City Council.
4. Request for Proposals for Para Transit Eligibility Determination (Mark Mehmert)
Mr. Mehmert explained staff requests the Committee support for issuing a request for
proposals for the purposes of recertifying eligibility for Handiwheels riders and potentially certifying
future applicants.
There was discussion among Committee members and staff regarding the recertification of
eligibility, length of time for recertification, and possible savings for additional fixed route service.
5. Automatic Vehicle Locators and Passenger Counters (Mark Mehmert)
Mr. Mehmert gave a presentation on the Double Map system showing locations of buses and
bus stops. He explained citizens can download the app on their phones to know where the bus is
located at any given time.
4. Other Topics
1. Water Main Leak Report (Britt Smith)
Mr. Smith referred Committee members to the report included in the packet.

5. Citizen Opportunity to address Council/Staff on Stormwater and Other Public Works
Issues
There was no one present to address the Committee on this subject.
6. Adjourn
Councilman Fitzwater moved and Councilman Hussey seconded to adjourn the meeting at this
time (9:02 a.m.), motion carried.
