TOWN HALL, ROOM A Present;;Joanne Hughes, Chairman, Lemuel Skidmore, Vice Chairman, Mary Chaffee, Keith Johnson, Nancy Ellis Ice, Health Director and Tammi Mason, Senior Department Assistant. 1. George Reilly-variance request for Hamilton Cartway The folldwing variances were being requested: 1. Alternative septic system installation 2. Requesting to be only 119'from a pond JH asked GR about Conservation Commission approval. GR stated that it was outside their jurisdiction. The lot, which has a garage on it, is 18,000sf and lies completely within 300'of a pond. This septic system will be designed for a 3 bedroom, however, the house will only be 2 bedrooms and will have a deed restriction recorded at the Registry of Deeds stating so. The Board asked if the house was going to be seasonally used GR did not know. JH spoke about moving the system Closer to the property line. MC asked why they were proposing a 3 bedroom system when they were only installing a 2 bedroom. GR stated that DEP requires that a minimum 3 bedroom design be installed. LS asked where groundwater was GR stated it was around 30'. Bonnie Newman, abutter at 85 Hamilton Cartway voiced her concerns about this Matt Pawa, abutter voiced his concerns about this Mike Reddish, most direct abutter also voiced his concern. John 0!Reilly spoke on behalf of the abutters. He stated that he thought that the system could be placed in another spot. He believes that it could be pushed as far north as possible to keep it away from the well on 85 Hamilton Cartway. GR asked that the Board grant a continuance. Motion: MC-continue until the next BOH meeting. LS seconded. 4 yes. 2. Follow up on 40 Sean Circle NI gave the Board an update. She and Sherrie McCullough went out to do an inspection today. It was noted that the well testing kit that the owner had used was not the correct one and she stated that she would obtain the correct containers from the Health Office and get the water tested again. The odor was not as overwhelming on this visit, but it is still Very strong. Owner still has 6 cats and 1 dog. The yard looked like nothing had been done to clean it up in the last 2 weeks. The owner stated that her hot water heater needs to be replaced and she has been getting estimates. JH asked about getting help from Webster Light. The owner's son stated he is still waiting to hear from his insurance company for approval. The owner is getting help from an organization specialist. The owner stated that she is trying to find a place to take them so that they do not have to be euthanized. The Board agreed that more progress needs to be made in the next few weeks. The following needs to be done by September 18, 2012: 1. Well water tested 2. Hot water heater must be replaced 3. The animal issue must be resolved 4. All debris must be picked up in the yard and tent has to taken down 5. Check with Webster Light The Board will look at this again in 2 weeks. 3. Follow up on 77 Stony Brook Road NI spoke about posting the condemned sign at the house. Elder Services did offer a pet friendly hotel for 5 days for owner. NI did say that she did not know if the owner was staying at the hotel or not The Board asked NI to speak with Town Counsel about securing the property so that the owner could not continue living there. ° 4. Discuss Health Director's objectives A few suggestions were made. NI will work on them for next meeting. =J. Chairman signed for bills to be paid. Information items were noted.
