How to Use This Index
Iierarchically organized "subject indexes" are more advantageous than the more common "key wo
tyle of index" when dealing with multifaceted or recurring material such as in municipal minut(
nterrelated material and stories that develop over time may not always be worded similarly, making
,ne level, purely alphabetical organization problematic.
3y converging on your topic through subject hierarchy it is not necessary to search alphabetically for
particular word to locate your entry. Instead your entry will be located under its own appropriate relat,
itle or topic. When your entry is located it will be in a context which references all entries relevant to th
opic. Distinct but closely related topics will also be found nearby, either as indexed entries or as cro
eferences.
