The Regular Meeting of the Mayor and Council of the Borough of COUNCIL MEETING
Carteret was called to order by Mayor James A. Failace approximately
7:30 P.M. on Thursday, June 6, 2002, Municipal Court/Police Facility,
230 Roosevelt Avenue, Carterct, New Jersey.
Upon individual roll call, the following were noted present: ROLL CALL
Councilmembers Frank Parisi " Daniel Reiman

" Janet Santoro
" Brian Sosnowski
Also noted present was Borough Attorney Robert J. Bergen, Esq.
Noted absent was Councilmember Buddy Sohayda. NOTED ABSENT
The meeting was opened with a moment of Silent Prayer and The PRAYER, PLEDGE
Pledge of Allegiance led by Mayor James A. Failace. OF ALLEGIANCE
The Clerk stated that on May 31, 2002, in full compliance with the STATE[lENT OF
Open Public Meetings Act, a notice of tonight's meeting was sent to MEETING NOTICE
The Home News Tribune, The Star-Ledger and posted on the bulletin
board.
Upon MMS&C, by Councilmembers Reiman and Rios and unanimous APPROVAL OF
affirmative vote of the five (5) Councilmembers present, the minutes MINUTES
of May 16, 2002 were approved as transcribed and engrossed by the

Emie Evon asked the Council to elaborate on the salary range on COMMENTS
Emergency Medical Technician.
Councilmember Rios said it would be between $10.00 and $14.00 per
hour.

COMMENTS Ernie Evon asked where the money would be coming from and if it
CONTINUED was going to be a Borough Employee.
Councilmember Rios said the money would come from the budget.
Ernie Evon asked about the one hundred thousand dollars from the
Health Department.
Councilmember Rios said that money would be for an ambulance, not
salaries.
Councilmember Reiman explained the Council has discussed this for a
while and they are just setting this up, for when the town needs an
EMT.
Councilmember Santoro said they did not decide about this but they
are just creating a position on the books and are not discussing what
they would be doing on a long-range plan.
Councilmember Rios said they are leaving the options open if in any
event they could not come to an agreement with the First Aid, this
Salary Ordinance would be in place.
Mayor Failace explained about the Council wanting to put this in place
and they would discuss the plans at a meeting next week.
Borough Clerk Barney said they would be having a meeting next
Thursday and they were waiting for John Spoganetz.
Mayor Failace said he felt the other meetings were very fruitful
between the First Aid Squad and the full Council.

COMMENTS
Councilmember Reiman asked Borough Clerk Kathleen Barney if
Tony Neibert spoke to her on Resolution #02-240.
Borough Clerk Kathleen Barney said he asked for an effective date. --
Borough Attorney Bergen said they could amend the Resolution to
read: "subject to the individual's willingness to serve in said capacity."
He asked if the Council had any other concerns and asked for a
motion.

RENEWALS Cotmcilmembers present, the applications were ordered to be received
and placed on file.
COMMENTS Mayor Failace asked about the hearings on the liquor licenses.
Borough Attorney Bergen said this would not effect the renewals, they
could proceed with this and they would have to have hearings during
the summer schedule.
COMMUNICATIONS: The Clerk stated that she was in receipt of a Communication from
PSE&G
PSE&G-Petition to the Board of Public Utilities to change charges for
electric service.
SPOTSWOOD
The Clerk stated that she was in receipt of a Communication from the
Borough of Spotswood-Resolution opposing S-1044/A-1926, Re:
Award of Bids.
NJ TURNPIKE
The Clerk stated that she was in receipt of a Communication from NJ
Turnpike Authority-Notice of Study involving improvements to
Interchange 12.
Upon MMS&C, by Councilmembers Reiman and Sosnowski and
unanimous affirmative vote of the five (5) Councilmembers present all
Communications were ordered to be received and placed on file.

Councilmember Rios said he wanted the Borough Clerk to put a COMMENTS
Resolution on for the next Agenda Meeting supporting S-1044/A-
1926.
Upon MMS&C, by Councilmembers Reiman and Rios all bills PAYMENT OF BILLS
appearing on the prepared list properly audited and signed were
ordered to be paid. Upon individual roll call vote, Councilmembers
Parisi, Reiman, Rios, Santoro and Sosnowski voted in the affirmative.

REPORTS DEPARTMENT
The Clerk stated that she was in receipt of the following reports:

Upon MMS&C, by Councilmembers Reiman and Rios and unanimous
affirmative vote of the five (5) Councilmembers present, all reports
were ordered to be received and placed on file.
STANDING COMMITTEES
BUILDINGS & GROUNDS: Committee Chairperson Sosnowski said
they painted the Recreation Center and are installing speed bumps at
the Court House and the Recreation Center. He said new lights are
being installed at the Community Center. He reported progress. He
said the Health Department ramp is going to be done in house
according to the site plans and felt they should start this in three
weeks.
F1NANCE & ADMINISTRATION: Committee Chairperson Reiman
spoke about the interest the town would be saving on the refunding of
the bond. He said they received a letter from the State advising the
Council they would be receiving $583,000.00 for the Library. He said
the concrete has been laid for the Children's Community Garden in
Chrome and they would be moving ahead with that project. He said
they received five thousand dollars towards this a~ad explained the
residents would be growing flowers, fruits and vegetables and
distributing them to the residents in the area.
FIRE: Councilmember Rios in the absence of Committee Chairperson

STANDING Councilmember Sosnowski thanked the Volunteer and Career
COMMITTF. ES
(Continued) Firefighters for participating in the Memorial Day Services. He said
on May 19th the Firefighters participated in a drill at the high school
and on May 31 attended a two-day drill sponsored by the chemical
companies in the surrounding area. He said one of the trucks has been
out for repairs and warranty work but would be back tomorrow. He
reported progress.
PARKS & RECREATION: Committee Chairperson Rios commended
Bob Kately and the Parks Department for the outstanding job they did
on the monument and the park for Memorial Day. He said the Shore
Crest Park playground equipment was in that would replace the
vandalized equipment. He said they are still cutting trees, there is a
Girls' Softball Tournament next week. He said he received complaints
on Industrial Bakerage and he was in contact with the Health
Department and the Building Department and the company has
cleaned up the problem. He announced the winners of the four one
thousand dollar scholarships that the World Trade Center Committee
awarded to Carteret students and explained where they were attending
high school and what college they would be attending. He said the
winners were Lisa Basha whose most admired person was her mother,
Elizabeth Jamiolkowksi whose admired person was Pope John Paul II,
Shwetta Patel whose most admired person was Martin Luther King, Jr.
and Edgar DeJesus Tejada whose most admired person was God. He
commended each of the winners on their essays and explained the
World Trade Center Scholarship Fund. He reported continued
progress.
POLICE: Committee Chairperson Santoro said the police received a
Federal Grant for forty five hundred dollars to use for police vests.
She spoke about the video cameras that were installed in the police
cars and was used in the first week for a chase. She said they were
screening for four new Police Officers they hoped to enroll in the
Police Academy in July. She said they delayed the commendation for
James Hart since he was at a dinner tonight, they would do the
commendation in two weeks. She reported progress.
PUBLIC WORKS: Committee Chairperson Parisi spoke about the
Sewerage Treatment Plant demolition that was basically completed
and said they would be finishing up in the next two weeks. He said the
Harrison Avenue Pump Station is on schedule and should be done by
July; the Roosevelt Avenue Pump Station should be finished by the
end of this month. He spoke about the Road Project for this year. He
said seventy five percent of drawings are completed. He said they
should be out to bid by the end of the month. He said the County did
not give the Council a schedule of the roads that would be repaired.

BOARD OF EDUCATION: Committee Chairperson Parisi said the
"Slow School" signs are in place at every school. He congratulated
the Carteret High School Baseball team for reaching the Central Jersey
Group II finals and the Softball team for winning the Central Jersey
Group II finals for the second consecutive year.
Councilmember Santoro said the high school had their awards night
and there was over two million dollars given out in awards and grants.

MYASTENIA GRAVIS AWARENESS MONTH
WHEREAS, Myasthenia Gravis is a neuro-muscular disease striking
children and adults, affecting control of voluntary muscles and
afflicting several hundred of our fellow New Jerseyans; and
WHEREAS, the Myasthenia Gravis Foundation of America, Inc.
(MGFA), is a non-profit organization which was founded, "to facilitate
the timely diagnosis and optimal care of individuals affected by
Myasthenia Gravis and closely related disorders, and to improve their
lives through programs of patient services, public information, medical
research, professional education advocacy and patients care." This
disease affects citizens of New Jersey more than any other neuro-
muscular disorder; and
WHEREAS, it is fitting to recognize the many physicians who, in their
total dedication and untiring effort to treat this disease and search for
answers, have never lost sight of their primary goal---conquest;

KOREAN WAR
VETERAN'S MONTE The Mayorreadthe ~llowingproclam~ion:
"KOREAN WAR VETERANS MONTH AND ARMISTICE DAY"
WHEREAS, on June 25, 1950 Communist North Korean Troops
crossed over the 38th Parallel invading South Korea; and
WHEREAS, the United Nations declared the invasion a clear cut act of
aggression and came to the defense of South Korea; and
WHEREAS, thousands of American Troops were rushed into Korea
without proper training and without proper equipment and supplies;
and
WHEREAS, during the first year of fighting, the United States Forces
suffered some of the worst defeats in United States Military History;
and
WHEREAS, the Korean War has become known as the Forgotten
War, remembered only by its surviving veterans; and
WHEREAS, the Korean Veterans are celebrating the 50th Anniversary
of the start of the Korean War, June 25, 1950; and
WHEREAS, the surviving veterans will meet again on July 27, 2002
and the 49th Anniversary of the Cease Fire at Arlington Cemetery to
honor their Fallen Comrades; and
WHEREAS, the Congress of the United States, with enactment of
Public Law 194-19 has decreed that beginning in the year 1995 and
each year until the year 2003, July 27th be designated as "Korean War
Veterans Armistice Day" and the citizens of the United States of
America have been called upon to observe said date each year with
appreciate ceremonies in honor of the Americans who died as a result
of their service in Korea;
NOW, THEREFORE, I JAMES A. FAILACE, MAYOR OF THE
BOROUGH OF CARTERET, County of Middlesex, State of New

MAYOR FAILACE' S
Mayor Failace thanked everyone for their prayers and support for his COMMENTS
mother-in-law. He thanked the First Aid Squad for taking his mother-
in-law to the hospital over the seven years she lived with them. He
thanked the Parks Committee, Robert Kately and the Parks workers for
a wonderful job they did for the Memorial Day Ceremony. He said it
was the best he has ever seen and felt it was due to the events of
September eleventh.
MEETING OPEN
Upon MMS&C, by Councilmembers Parisi and Reiman and TO PUBLIC
unanimous affirmative vote of the five (5) Councilmembers present,
the meeting was opened to the public for discussion.
COMMENTS
James Mancuso, Jackson Avenue asked Borough Attorney Bergen
what the criteria for enforcement of Borough Ordinances is and who
made the decision. He said if he did not take out his garbage or cut his
grass he would be fined and asked why the County did not sweep the
County roads. He said he felt since the County takes tax money from
Carteret, the roads should be swept by the County and not the Borough
workers who should be doing the other streets. He said this is all
stated in the Ordinance. He said the Board of Health should go after
the County to fine them or the town should bill them for cleaning the
street. Hi spoke about the sidewalks and grass by the bridge that the
-- County does not maintain. He said he felt the town should enforce the
Ordinance.
Mayor Failace said he would not have a problem billing the County for
sweeping.
Borough Attorney Bergen asked if anyone from Public Works tried
calling the County about this problem.
Councilmember Parisi said Ted Surick told him the County has not
swept because of the water shortage and agreed they should sweep.
Borough Attorney Bergen said because a street is not listed in the
Ordinance it does not mean the town could not sweep the road.
James Mancuso asked why the Board of Health didn't fine the County
the way they would fine a homeowner.
Borough Attorney Bergen said they could if they felt it was a health
code violation.
-- A1 Such asked if there was any progress with Industrial Road.
Mayor Failace said they are at a stalemate with Woodbridge and have
been in discussion with them.
Councilmember Rios spoke about OENJ Cherokee and their plans for
the area. He said OENJ Cherokee's offer to pay a portion of the cost
to extend Industrial Road is not enough in his opinion.

PUBLIC DISCUSSION A1 Such said there is a need for a traffic light at Pershing and
Roosevelt Avenues and felt it is urgent that we do something about the
situation.
Councilmember Reiman said Carteret could not do anything until Port
Reading agrees. He explained what some of the plans were for the
area.
Councilmember Santoro explained that Cartemt needs answers from
Woodbridge before something could be done. She said Carteret can
get the money but they need Woodbridge.
Al Such said the Mayor and Council should take action and not wait.
Mayor Failace said Woodbridge stopped Carteret from doing
something, not the Council. He said they have tried very hard to get
Woodbridge to help with this. He said Woodbridge is negative about
this and Carteret is positive.
ADJOURNED There being no further business or discussion, upon MMS&C, by
Councilmembers Reiman and Rios and unanimous affirmative vote of
the five (5) Councilmembers present, the meeting was adjourned at
approximately 8:20 P.M.
