1 CALL TO ORDER/ROLL CALL OF MEMBERS The meeting was called to order by
the Chairman at 7 00 p m Present were Councilmembers Enrique Garcia, Steve Liedman, Jorge E
Mendia, Thomas Thornton, Patricia Weinman, Vice Mayor Robert L Vernon and Chairman Robert
Oldakowski Also present were Village Manager Jacqueline R Menendez, Village Clerk Conchita
H Alvarez and Village Attorney Stephen P Heitman
2 PLEDGE OF ALLEGIANCE Ms Abby Ross led the Pledge of Allegiance
3 APPROVAL OF MINUTES Councilmember Liedman made a motion to approve the
minutes of the January 25, 2005 Meeting The motion was seconded by Councilmember Mendia and
approved by a 7-0 voice vote The vote was as follows Councilmembers Garcia, Liedman, Mendia,
Thornton, Weinman, Vice Mayor Vernon and Mayor Oldakowski voting Yes
4 ORDINANCES A public hearing and recommendation of Village Council sitting as the
Local Planning Agency on the following proposed ordinance
AN ORDINANCE OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, AMENDING THE
OFFICIAL ZONING MAP OF THE VILLAGE FOR THE PROPERTY LOCATED AT 101
HARBOR DRIVE FROM VR (VILLAGE RESIDENTIAL) TO I (INSTITUTIONAL),
PROVIDING FOR SEVERABILITY, PROVIDING FOR AN EFFECTIVE

The Attorney addressed the Council regarding this ordinance
The Manager and Building, Zoning and Planning Director Jud Kurlancheek addressed the Council
recommending that the Petition for Change of Zoning be approved This affirmative
recommendation on the Petition for Change of Zoning should in no way be understood to mean that
a recommendation will be made in favor of the vanances
Lucia Dougherty and Mario Garcia -Serra, Greenberg Traung, attorneys representing the applicant
and Santiago Echemendia, Tew Cardenas, attorney on behalf of the neighbors addressed the Council
The Mayor opened the public heanng John Festa, 355 Harbor Lane, Steven Finnk, 240
Crandon Boulevard, Jim Taintor, 355 Harbor Dnve and Deborah de Leon, 100 Buttonwood
Dnve addressed the Council The Mayor closed the public heanng
Councilmember Mendia made a motion finding compliance with the Master Plan and recommending
the ordinance to the Village Council The motion was seconded by Vice Mayor Vernon and
approved by a 7-0 voice vote The vote was as follows Councilmembers Garcia, Liedman,
Mendia, Thornton, Weinman Vice Mayor Vernon and Mayor Oldakowski voting Yes
