HomeMy Public PortalAbout04-26-05 Local Planning Agency.tifMINUTES LOCAL PLANNING AGENCY VILLAGE OF KEY BISCAYNE, FLORIDA TUESDAY, APRIL 26, 2005 COUNCIL CHAMBER 560 CRANDON BOULEVARD 1 CALL TO ORDER/ROLL CALL OF MEMBERS The meeting was called to order by the Chairman at 7 00 p m Present were Councilmembers Enrique Garcia, Steve Liedman, Jorge E Mendia, Thomas Thornton, Patncia Weinman, Vice Mayor Robert L Vernon and Chairman Robert Oldakowski Also present were Village Manager Jacqueline R Menendez, Village Clerk Conchita H Alvarez and Village Attorney Stephen P Helfman 2 PLEDGE OF ALLEGIANCE The members of the Key Biscayne Youth Council led the Pledge of Allegiance 3 APPROVAL OF MINUTES Councilmember Liedman made a motion to approve the minutes of the February 22, 2005 Local Planning Agency Meeting The motion was seconded by Councilmember Garcia and approved by a 7-0 voice vote The vote was as follows Councilmembers Garcia, Liedman, Mendia, Thornton, Weinman, Vice Mayor Vernon and Chairman Oldakowski 4 ORDINANCES A public heanng and recommendation of Village Council sitting as the Local Planning Agency on the following proposed ordinance AN ORDINANCE OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, AMENDING SECTION 30-102 "GU GOVERNMENTAL USE DISTRICT" OF CHAPTER 30 "ZONING" OF THE CODE OF KEY BISCAYNE, FLORIDA, BY ADDING A SCHEDULE OF PERMITTED USES AND REGULATIONS FOR PUBLIC BEACHES, PROVIDING FOR SEVERABILITY, PROVIDING FOR INCLUSION IN THE CODE, PROVIDING FOR AN EFFECTIVE DATE 1 oft Aprt126 2005 The Attorney addressed the Council regarding this ordinance The Manager and Building, Zoning and Planning Director Jud Kurlancheek addressed the Council recommending the approval of this ordinance which establishes regulations that permit concessions on the public beach The Mayor opened the public hearing Michele Estevez, 800 Crandon Boulevard addressed the Council The Mayor closed the public heanng Councilmember Liedman made a motion finding compliance with the Master Plan and recommending the ordinance to the Village Council The motion was seconded by Councilmember Thornton and approved by a 7-0 voice vote The vote was as follows Councilmembers Garcia, Liedman, Mendia, Thornton, Weinman, Vice Mayor Vernon and Chairman Oldakowski voting Yes 5 ADJOURNMENT The meeting was adjourned at 7 14 p m Resp fully submit 0o chita H Alvarez, CMC Village Clerk 'laftif Approved this 5th day of July , 2005 7/41(144,6 1_, -- Robert Oldakowski Chairman IF A PERSON DECIDES TO APPEAL ANY DECISION MADE BY THE VILLAGE COUNCIL WITH RESPECT TO ANY MATTER CONSIDERED AT A MEETING OR HEARING, THAT PERSON WILL NEED A RECORD OF THE PROCEEDINGS AND, FOR SUCH PURPOSE, MAY NEED TO ENSURE THAT A VERBATIM RECORD OF THE PROCEEDINGS IS MADE, WHICH RECORD INCLUDES THE TESTIMONY AND EVIDENCE UPON WHICH THE APPEAL IS TO BE BASED 2 of 2
