The meeting was called to order by the Mayor at 7 00 p m Present were Councilmembers Enrique
Garcia, Steve Liedman, Jorge E Mendia, Patncia Weinman, Vice Mayor Robert L Vernon and Mayor
Robert Oldakowski Councilmember Thomas Thornton was absent Also present were Village
Manager Jacqueline R Menendez, Village Clerk Conchita H Alvarez and Village Attorney Stephen
P Helfman
The Mayor welcomed the public to the second Proposed Land Development and Regulations
Workshop
Chief of Fire Rescue John C Gilbert addressed the Council giving an update on Hurricane Wilma
Jud Kurlancheek, Director of Building, Zoning and Planning addressed the Council regarding the
proposed Zoning and Land Development Regulations along Crandon Boulevard and Harbor Dnve
Willie Borroto, Chairman and Ed London, Member of the Crandon Boulevard Zoning and
Development Committee addressed the Council regarding the recommendations that were
prepared for the commercial properties and the potential building configurations for the entry
block of the Village

The proposed ordinance was recommenced by the Crandon Boulevard Zoning and Development
Committee The Committee also recommended that the Master Plan be amended to permit an
increase in the 35% lot coverage regulation for above grade parking garages which are part of a
shopping center on sites which contain at least 60,000 sq Ft The Village Attorney has advised that
State Statutes only permit an amendment to the Master Plan after the State has approved the
Evaluation and Appraisal Report (EAR)
The 2020 Vision/EAR Committee reviewed the proposed ordinance and found that the Crandon
Zoning and Development Committee's goals are consistent with the draft Vision Statement
Silvia Vargas with Wallace Roberts and Todd made a presentation to Council regarding the
proposed zoning and Guillermo Olmedillo with Olmedillo X 5, Inc , Land Use Consultants
made a presentation to Council regarding a retail study
Kathy Sunsjer, Key Biscayne Chamber of Commerce addressed the Council regarding a survey
conducted by the Chamber
The following persons addressed the Council Martha F Broucek, 170 Ocean Lane Dnve,
Mortimer Fried, 291 Harbor Court, Frank Caplan, 101 Crandon Boulevard, Bonnie Cooper,
77 Crandon Boulevard, Mana Gralia with Shutts & Bowen, representing the properties
located at 180 Crandon Boulevard and 580 Crandon Boulevard, Lorraine Sonnabend, 5
Coconut Lane, Kim Reyes, 355 Redwood Lane, Scott Copeland, 650 Curtiswood, Ed
Meyer, 100 Sunrise Dnve and Bob Bnstol, 610 Ridgewood Road
A schedule of future meetings and events was presented to the Council
The meeting was adjourned at 10 10 p m
