HomeMy Public PortalAbout12-13-05 Budget Hearing.tifMINUTES BUDGET HEARING KEY BISCAYNE, FLORIDA TUESDAY, DECEMBER 13, 2005 COUNCIL CHAMBER 560 CRANDON BOULEVARD 1 CALL TO ORDER/ROLL CALL OF MEMBERS The meeting was called to order by the Mayor at 6 00 p m Present were Councilmembers Enrique Garcia, Steve Liedman, Jorge E Mendia, Thomas Thornton, Patncia Weinman, Vice Mayor Robert L Vernon and Mayor Robert Oldakowski Also present were Village Manager Jacqueline R Menendez, Village Clerk Conchita H Alvarez and Village Attorney David M Wolpin 2 PLEDGE OF ALLEGIANCE Mayor Oldakowski led the Pledge of Allegiance The Mayor announced that the final budget heanng is hereby re -held as required by the State Department of Revenue in order to correct an error in the Budget Summary publication which occurred pnor to the intended final budget heanng of September 27, 2005 3 MILLAGE RESOLUTION The Clerk read the following resolution by title A RESOLUTION OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, ADOPTING THE FINAL MILLAGE RATE OF THE VILLAGE OF KEY BISCAYNE FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2005 THROUGH SEPTEMBER 30, 2006 PURSUANT TO FLORIDA STATUTE 200 065 (TRIM BILL), PROVIDING FOR AN EFFECTIVE DATE 1 of December 13 2005 The Clerk announced that the Village of Key Biscayne Rolled -Back Rate is 3 257 mills, the proposed Millage Rate is 3 606 Mills, which is 10 72% greater than the Rolled -Back Rate The Mayor addressed the Council regarding the procedure for the adoption of the budgets Councilmember Garcia made a motion to approve the resolution The motion was seconded by Councilmember Weinman The Mayor opened the public hearing There were no speakers present to speak on the adoption of the final millage rate resolution The Mayor closed the public hearing The millage rate resolution was approved by a 7-0 voice vote The vote was as follows Councilmembers Garcia, Liedman, Mendia, Thornton, Weinman, Vice Mayor Vernon and Mayor Oldakowski voting Yes 4 BUDGET ORDINANCE The Clerk read the following ordinance on second reading, by title AN ORDINANCE OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, ADOPTING THE BUDGETS FOR THE FISCAL YEAR COMMENCING OCTOBER 1, 2005 THROUGH SEPTEMBER 30, 2006 PURSUANT TO FLORIDA STATUTE 200 065 (TRIM BILL), PROVIDING FOR AN EFFECTIVE DATE Councilmember Liedman made a motion to adopt the ordinance on second reading The motion was seconded by Councilmember Garcia The Mayor and the Manager addressed the Council regarding the budgets for fiscal year commencing October 1, 2005 through September 30, 2006 The Mayor opened the public hearing Camille Guething, 260 Seaview Drive addressed the Council The Mayor closed the public hearing The Budgets for the Police Department, Fire Rescue Department, Building, Zoning and Planning Department, the Parks and Recreation Department, the Public Works Department, the Administration and Finance Departments, the Village Council, the Office of the Village Clerk, the Village Attorney and the Capital Outlay Budget were approved as presented The Manager addressed the Council regarding the allocation of the additional amount from the General Fund as follows Playground Equipment, $150,000, Fire Vehicle Replacement, $25,000, Emergency Reserves, $168,871 and additional Working Capital Reserve, $168,870 2 of December 13 2005 Councilmember Garcia made a motion to amend the budget accepting the Manager's recommendation regarding the Capital Outlay Budget The motion was seconded by Councilmember Liedman and approved by a 7-0 voice vote The vote was as follows Councilmembers Garcia, Liedman, Mendia, Thornton, Weinman, Vice Mayor Vernon and Mayor Oldakowski voting Yes The budget ordinance, as amended, was adopted on second reading by a 7-0 roll call vote The vote was as follows Councilmembers Garcia, Liedman, Mendia, Thornton, Weinman, Vice Mayor Vernon and Mayor Oldakowski voting Yes 5 SCHEDULE OF FUTURE MEETINGS/EVENTS A schedule of future meetings and events was presented to the Council 6 ADJOURNMENT The meeting was adjourned at 6 35 p m Res ' - • ully submitted OAP Chita H Alvarez, CMC Village Clerk Approved this 10th day of January , 2006 '/V ((to.
