VILLAGE COUNCIL MEETING
KEY BISCAYNE, FLORIDA
TUESDAY, FEBRUARY 24, 2004

1 CALL TO ORDER/ROLL CALL OF MEMBERS The meeting was called to order by
the Mayor at 7 00 p m Present were Councilmembers Martha F Broucek, Carol Diaz -Castro,
Mortimer Fned, James L Peters, Robert L Vernon, Vice Mayor Jorge Mendia and Mayor Robert
Oldakowski Also present were Village Manager Jacqueline R Menendez, Village Clerk Conchita
H Alvarez and Village Attorney Stephen P Helfman
2 PLEDGE OF ALLEGIANCE Dr Henny Groschel-Becker led the Pledge of Allegiance
3 AGENDA The Attorney requested to substitute Item 6B on the agenda by a revised version
of the resolution before Council There was no objection to the request
4 APPROVAL OF MINUTES Councilmember Fned made a motion to approve the minutes
of the February 10, 2004 Regular Council Meeting The motion was seconded by Councilmember
Broucek and approved by a 7-0 voice vote The vote was as follows Councilmembers Broucek,
Diaz -Castro, Fned, Peters, Vernon, Vice Mayor Mendia and Mayor Oldakowski voting Yes

5 ORDINANCES The Clerk read the following ordinance on first reading, by title
AN ORDINANCE OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE,
FLORIDA, CREATING A CRANDON BOULEVARD MASTER PLAN
IMPLEMENTATION COMMITTEE, PROVIDING PURPOSES FOR THE COMMITTEE,
APPOINTING MEMBERS, AND PROVIDING FOR AN EFFECTIVE DATE
The Manager addressed the Council regarding this ordinance
Councilmember Fried made a motion to adopt the ordinance on first reading The motion was
seconded by Councilmember Diaz -Castro
The Mayor opened the public hearing There were no speakers present The Mayor closed
the public heanng
The ordinance was adopted on first reading by a 7-0 roll call vote The vote was as follows
Councilmembers Broucek, Diaz -Castro, Fned, Peters, Vernon, Vice Mayor Mendia and Mayor
Oldakowski voting Yes
The Clerk announced the second reading of the ordinance on March 9, 2004
6 RESOLUTIONS The Clerk read the following resolution by title
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE,
FLORIDA, SUPPORTING THE MIAMI-DADE COUNTY COMMISSION IN THEIR
EFFORTS TO IMPLEMENT A VOTING MECHANISM THAT PROVIDES FOR A PAPER
RECORD
Councilmember Vernon made a motion to approve the resolution The motion was seconded by
Councilmember Peters and approved by a 7-0 voice vote The vote was as follows Councilmembers
Broucek, Diaz -Castro, Fned, Peters, Vernon, Vice Mayor Mendia and Mayor Oldakowski voting
Yes
The Clerk read the following resolution by title
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE,
FLORIDA, APPROVING THE CRANDON BOULEVARD MASTER PLAN AS
RECOMMENDED BY THE CRANDON BOULEVARD STREETSCAPE MASTER PLAN,
DIRECTING THE VILLAGE MANAGER TO INITIATE ACTIONS TO IMPLEMENT THE
PLAN, PROVIDING FOR AN EFFECTIVE DATE
The Manager addressed the Council regarding this resolution

Councilmember Fned made a motion to approve the resolution The motion was seconded by Vice
Mayor Mendia
The Mayor and Councilmembers thanked the Committee Members for their time and dedication
The following residents addressed the Council Annika Akerlund-Tarajano, 200 Cypress
Dnve, Conchita Suarez, 201 Crandon Boulevard, Felix E Granados, President, Key Colony
Homeowners Association, Inc , 141 Crandon Boulevard, Nicholas Mavens, 24 Crandon
Boulevard, Ed Meyer, 100 Sunrise Dnve, Cesar Sordo, 38 Crandon Boulevard and Max
Puyanic, 480 South Mashta Dnve
Dr Henny Groschel-Becker, Chairman, Crandon Boulevard Streetscape Advisory Committee,
Ramon Castella, C3TS, Javier Salman, C3TS, Karen Llorente, Committee Member, Steve Liedman,
Committee Member, Shayna Lopate, Committee Member and Michele Estevez, Committee Vice -
Chairman made a special presentation to the Council
Jeffrey Cohen, P E , Traffic Engineenng Division, Acting Assistant Chief, Miami -Dade County also
addressed the Council regarding the Crandon Boulevard Master Plan
There was extensive discussion from Council regarding this resolution
The Attorney also addressed the Council regarding this resolution
Councilmember Diaz -Castro made an amending motion to amend Section 3 of the resolution as
follows "the Village Manager is hereby directed to take all necessary and appropnate action to
commence the implementation of the State and County approvals and funding for the Crandon
Boulevard Master Plan " The motion was seconded by Councilmember Peters and failed by a 2-5
voice vote The vote was as follows Councilmembers Diaz -Castro and Peters voting Yes
Councilmembers Broucek, Fned, Vernon, Vice Mayor Mendia and Mayor Oldakowski voting No
The resolution was approved by a 7-0 voice vote The vote was as follows Councilmembers
Broucek, Diaz -Castro, Fned, Peters, Vernon, Vice Mayor Mendia and Mayor Oldakowski voting
Yes
The Clerk read the following resolution by title
A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE,
FLORIDA, DIRECTING THE VILLAGE MANAGER TO INITIATE ACTIONS TO
IMPLEMENT THE RECOMMENDATIONS CONTAINED IN THE "STUDY OF THE
TRAFFIC AND PARKING IMPACTS OF COMMERCIAL DEVELOPMENT",
PROVIDING FOR AN EFFECTIVE DATE

Councilmember Fried made a motion to defer this resolution to the March 9, 2004 Council Meeting
The motion was seconded by Vice Mayor Mendia and approved by a 7-0 voice vote The vote was
as follows Councilmembers Broucek, Diaz -Castro, Fned, Peters, Vernon, Vice Mayor Mendia and
Mayor Oldakowski voting Yes
7 REPORTS AND RECOMMENDATIONS The following items were discussed
Mayor and Councilmembers Councilmember Diaz -Castro addressed the Council giving and update
regarding playing fields on Virginia Key
Village Attorney The Attorney did not submit a report
Village Clerk The Clerk did not submit a report
Village Manager The Manager addressed the Council regarding the Miami -Dade County General
Obligation Bond
8 OTHER BUSINESS/GENERAL DISCUSSION There was no further business discussed
9 SCHEDULE OF FUTURE MEETINGS/EVENTS A schedule of future meetings and
events was presented to the Council
10 ADJOURNMENT The meeting was adjourned at 10 25 p m
