HomeMy Public PortalAbout04-27-04 Zoning Meeting.tifMINUTES ZONING MEETING KEY BISCAYNE, FLORIDA TUESDAY, APRIL 27, 2004 COUNCIL CHAMBER 560 CRANDON BOULEVARD 1 CALL TO ORDERIROLL CALL OF MEMBERS The meeting was called to order by the Mayor at 7 00 p m Present were Councilmembers Martha F Broucek, Carol Diaz -Castro, Mortimer Fried, James L Peters, Robert L Vernon, Vice Mayor Jorge Mendia and Mayor Robert Oldakowski Also present were Village Manager Jacqueline R Menendez, Village Clerk Conchita H Alvarez and Village Attorney Stephen P Helfman 2 PLEDGE OF ALLEGIANCE Ms Mary Oldakowski led the Pledge of Allegiance 3 AGENDA The Manager requested the deferral of Item 7D 1 and the addition of a report regarding the Annual Statewide Hurricane Drill as Item 7D3 and Vice Mayor Mendia requested the addition of a discussion regarding Playing Fields -Saint Agnes option as Item 7A1 There was no objection to the agenda changes 4 APPROVAL OF MINUTES Councilmember Fried made a motion to approve the minutes of the April 13, 2004 Regular Council Meeting The motion was seconded by Councilmember Diaz - Castro and approved by a 7-0 voice vote The vote was as follows Councilmembers Broucek, Diaz - Castro, Fried, Peters, Vernon, Vice Mayor Mendia and Mayor Oldakowski voting Yes 1 of April27 2004 5 ORDINANCES There were no ordinances considered by Council 6 RESOLUTIONS The Clerk read the following resolution by title A RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, APPROVING FIREWORKS DISPLAY CONTRACT BETWEEN FIREWORKS BY GRUCCI, INC, AND THE VILLAGE OF KEY BISCAYNE CONCERNING FIREWORKS DISPLAY FOR JULY 4TH, 2004, PROVIDING FOR AN EFFECTIVE DATE Councilmember Broucek made a motion to approve the resolution The motion was seconded by Vice Mayor Mendia The Manager addressed the Council regarding this resolution The resolution was approved by a 7-0 voice vote The vote was as follows Councilmembers Broucek, Diaz -Castro, Fried, Peters, Vernon, Vice Mayor Mendia and Mayor Oldakowski voting Yes The Clerk read the following resolution by title A CAPITAL PROJECT AUTHORIZING RESOLUTION OF THE VILLAGE COUNCIL OF THE VILLAGE OF KEY BISCAYNE, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO PURCHASE THREE NEW VEHICLES FOR THE POLICE DEPARTMENT, PROVIDING FOR AN EFFECTIVE DATE The Manager and Deputy Police Chief Brett Capone addressed the Council regarding this resolution Councilmember Fried made a motion to approve the resolution The motion was seconded by Councilmember Peters and approved by a 7-0 voice vote The vote was as follows Councilmembers Broucek, Diaz -Castro, Fried, Peters, Vernon, Vice Mayor Mendia and Mayor Oldakowski voting Yes 7 REPORTS AND RECOMMENDATIONS The following items were discussed Mayor and Councilmembers Vice Mayor Mendia addressed the Council regarding playing fields specifically the fields at Saint Agnes Catholic Church The Manager and Parks and Recreation Director Todd Hofferberth addressed the Council regarding lighting these playing fields 2 of April27 2004 It was the consensus of Council to direct the Manager to start negotiations with Saint Agnes Catholic Church for the use of their playing fields Village Attorney The Attorney did not submit a report Village Clerk The Clerk addressed the Council reporting on her meeting with the Miami -Dade County Supervisor of Elections regarding minimum time requirement between elections The Elections Department will work with the Village during the 2004 Municipal Election The Clerk submitted to the Council, for their information, the Miami -Dade County Elections - Municipal Charter amendment deadlines The Clerk also announced that the Clerk's Office and the Office of Senior Services together with the Miami -Dade Elections Department will hold a demonstration of the new Touch Screen Voting Machine, register new voters and assist existing voters with any changes in their voting status This event will take place at Village Hall, Room 120 on May 3, 2004 from 10 00 a m to 2 00 p m Village Manager The Manager addressed the Council recommending that the Council review the Crandon Boulevard Traffic and Planning Study and provide direction on how they wish to proceed Mr Ramon Castella and Mr Javier Salman with C3TS made a presentation to the Mayor and Council with a study of the traffic and parking impacts of commercial development in the Village of Key Biscayne The Attorney addressed the Council regarding the traffic and parking impact study There was extensive discussion from Council regarding this issue It was the consensus of Council to direct staff to start the process of Zoning in Progress and consult with local architects, business professionals in the Village and property owners John C Gilbert, Public Safety Director addressed the Council regarding the Annual Statewide Hurricane Drill beginning Monday, May 3, 2004 8 OTHER BUSINESS/GENERAL DISCUSSION There was no further business discussed 9 SCHEDULE OF FUTURE MEETINGS/EVENTS A schedule of future meetings and events was presented to the Council 10 ADJOURNMENT The meeting was adjourned at 8 56 p m 3 of Aprzl27 2004 Re a fully submit ed a.
